Final RFQ FA8003-18-R-0004 for USAF Office Seating II Program Q&As
1. Question – How can I get a copy of this bid?

2. Question – Is it OK to bid a large manufacturer in a teaming agreement or does the Nonmanufacturer Rule (NMR) rule apply and the manufacturer has to be small also?
Answer – In Attachment 3 - BPA Terms and Conditions, "11. Nonmanufacturer Rule (NMR): The NMR applies to this acquisition. Contractors must be in compliance as a waiver or exception to the NMR is not applicable to these BPAs. See CFR 121.406 and FAR 19.502-2 for more information." The manufacturer has to be a small business.
3. Question – Does a dealer have to have seating products on Schedule 71 in order to be considered? We are on another schedule.
Answer – You would need to get on GSA Schedule 71 Furniture, specifically SIN 711 17 Multiple Seating and SIN 711 18 Multipurpose Seating. Refer to Attachment 1 - Instructions to Offerors, under section 1. General Information, paragraph 1.1.
4. Question – How will the request for the additional features be handled on the Call Level?
Answer – Air Force buyers will have to submit a waiver request for any customer specific requirements. If waiver is approved, they will purchase those chairs outside of the Seating II Program/BPAs.
5. Question – Is a Q&A submission deadline for the AF BPA?
Answer (Revised) – All questions should be submitted by email to AFICA.Office.Seating@us.af.mil before 4:00 P.M. EST 07 Aug 2018.
6. Question – I know the latest Air Force Seating BPA is requiring small business set aside;
however, is Air Force also requiring respondents/awardees be limited to small business manufacturers too?
Answer – No, it is not limited to small business manufacturers, small business dealers can respond but the Nonmanufacturer Rule (NMR) applies.
7. Question – From Attachment 8 “Model BPA” Page 8, Paragraph 11: Reference is made, in the solicitation, to the NonManufacturer Rule (NMR). We have read 13CFR 121.406 and FAR 19.502-2 in which it clearly states that the manufacturer must be small and produce its goods in the United States. 1) Please verify that this means that even though a company/manufacturer https://www.fbo.gov/index?s=opportunity&mode=form&id=b5e5ab7bfe7a1e787e6153943d448007&tab=core&_cview=0 https://www.fbo.gov/index?s=opportunity&mode=form&id=b5e5ab7bfe7a1e787e6153943d448007&tab=core&_cview=0 has its business office or headquarters within United States, the fact that its product is produced/manufactured in a country other than the United States would disqualify it from this procurement opportunity. 2) Similarly, a company that is located in a country other than the United States but produces its good in the United States.
Answer – The Buy American Act applies to this acquisition. Refer to GSA Schedule 71 contract terms and conditions; and Attachment 8 – Model BPA DFARS 252.225-7012 Preference for Certain Domestic Commodities.
8. Question – Set Aside: Will any special consideration be given to Women-Owned or Economically Disadvantaged offerors on this procurement opportunity?
Answer – No.
9. Question – From Attachment 8 “Model BPA” Page 7, Paragraph 5: Will special consideration be given to a vendor who offers delivery in less than 45 days?
Answer – No, special consideration will not be given to a vendor who offers delivery in less than 45 days for the original BPA award; however, a customer could request expedited delivery at the Call/order level.
10. Question – From Attachment 8 “Model BPA” Page 7, Paragraph 5: Will past performance factor into the decision process when selecting the awardees on this procurement opportunity?
Answer – No.
11. Question – From Attachment 8 “Model BPA” Page 7, Paragraph 5: The solicitation states that all tags must be removed from the chairs upon delivery. Our standard manufacturing process attaches an instruction card enclosed in a Packing List Envelope for use over the life of the chair.
Would it be acceptable to leave this tag on the chair after delivery/installation?
Answer – It is up to the customer if the instructions tag is left on the chair(s).
12. Question – From Attachment 2 Evaluation Criteria, Page 3, Paragraph 3.1.3 Unbalanced Pricing:
Unbalanced pricing is sometimes used in a responsible manner as a strategic “marketing” effort.
The result could be a significantly price advantage for the Air Force buyer. May a vendor/respondent make a statement in their cover letter that they did utilize unbalanced pricing and are responsible for fulfilling the orders at that price for the duration of the contract?
Answer – In Attachment 2 – Evaluation Criteria, Contractors are cautioned against submitting an offer that contains unbalanced pricing. Offers deemed to be unbalanced will likely be found unacceptable.
13. Question – From Attachment 8 “Model BPA” Page 9, Paragraph 15: Are all BPA holders required to respond to all calls that are issued on E Buy? Is there are prescribed percentage or number of calls that a BPA holder must respond to in a given time period?
Answer – Yes, we expect full participation; and BPA holders must respond before Request for Quote (RFQ) closes in eBuy.
14. Question – Products T.UU, CR.MU, CR.UU, GS.MU, GS.UU, EX.UU & T.MU. All require “A minimum of two faux-leather/vinyl options…” May a vendor propose a smooth finish and an embossed (grained) finish within a single color and still meet the requirement of “two options”.
Answer – The smooth finish faux-leather/vinyl in multiple colors could be one option, and the embossed finish in multiple colors as the other option. A single color in two finish options was not our intent.
15. Question – In Attachment 5 – Pricing Matrix, 1.) Column A requires a Chair Image to be inserted.
The cell is protected and will not allow for an image to be inserted. 2.) Column G does not change consistently when the BPA NTE Price/Chair net price is lower than the GSA Price.
Answer – Please reference Amendment – 6/27/18 for corrected Attachment 5 - Pricing Matrix.
16. Question – A Synchro tilt is used to synchronize independent seats and backs. Are you looking for an Executive Chair with a synchro tilt; or a unibody chair, which would not use a synchro tilt?
Answer – Vendor can submit either style synchronized tilt or multi-tilt mechanism for Executive category.
17. Question – In Attachment 5 Pricing Matrix, if you look at the following breakdown of the fabrics styles (solid, patterned, vinyl and leather) and 5-star base styles (Black and polished aluminum) it is not possible to provide pricing without expanding the rows within the (LIN’s); for example, EX.UU would have 6 different NTE’s. How am I to illustrate my NTE’s?
Answer – The highest of the six NTE's would be the NTE included in the pricing matrix. We did not allow for breakout of option pricing in any of the requirements categories. The NTE is the highest price a contractor would be able to bid for that category on an order.
18. Question – For the chairs that are in the meshed back category, will a Polymer back (Perforated) considered as a mesh back because it’s ventilated?
Answer – No, Polymer back (Perforated) does not meet the requirement.
19. Question – In regards to the pricing matrix, do I need to fill in the same pricing for each of the five tabs (Year 1, Year 2, Year 3…etc.)? Can you please further clarify on the price increase request for the duration of this AF BPA contract?
Answer – If a contractor needs to incorporate a price increase for each year, it is their discretion to do so, and they may choose not to as well. In that case, yes, the pricing would be the same across all years.
20. Question – All the following questions pertain to Attachment 4 – Requirements Matrix:
• EX.UU.1: Is this to be read as the vendor has the option of providing a metal or nylon 5-star base, not that the vendor is to provide both options to the customer?
Answer – Yes, the vendor has the option of providing one or the other.
• EX.UU.3: Is this to be read that the vendor has the option of providing (either/or) polished aluminum /black base or that the vendor is to provide a base model with the black base and to allow the customer to select an aluminum base at an upcharge? If the vendor is to provide the option for an upcharge, how would this be represented on the Attachment 5 Pricing Matrix?
Answer – Yes, the vendor has the option of providing one or the other. No, there is no option for an upcharge. Refer to Question #17 answer above.
• EX.UU.6: A synchronized, or Multi-Tilt mechanism requires a separate back and seat. This will sacrifice the option to provide an “Executive” style chair that is one piece and more often associated with “Executive” styling. Synchro or Multi-Tilt is more often found on a Task or High Back task chair. Will you accept an “Executive” chair that has a separate seat and back?
Answer – Vendor can submit either style synchronized tilt or multi-tilt mechanism for Executive category.
• EX.UU.9: Is the vendor being asked to provide all 3 arm options or is the vendor being asked to provide one of the 3 arm options? If the vendor is providing all 3 options, a base model options with upcharges for the other 2 options, how is this to be represented on Attachment 5 Pricing Matrix?
Answer – Yes, the vendor has the option of providing one of the 3 arm options. There is no option for an upcharge. Refer to Question #17 answer above.
• EX.LL.12: Is the vendor being asked to provide 5 different color options, 5 different grade options or 5 different finish options (Smooth, Embossed, grained, patterned, etc.) of leather?
Answer – The vendor is being asked to provide 5 different finish options in multiple colors.
• EX.LL.13: Many manufacturers of leather do not use the UFAC Class 1 but instead use the NFPA 260 Class 1 Test which is the exact same test. (See below). Will you accept NFPA 260 Class 1 test for Flammability for Leather Upholstery?
Answer – Yes, we will accept NFPA 260 Class 1 test for Flammability for Leather.
• T.MU.14: Are the Two Faux-leather/Vinyl options to be 2 colors or two Grades or two Finishes (Smooth and textured)?
Answer – The two faux-leather/vinyl to be two finishes. For example, the smooth finish faux-leather/vinyl in multiple colors could be one option, and the embossed finish in multiple colors as the other option.
• GS.MU.2: “Frames and Arms available in Black or Graphite Finish” Is this to be read as the vendor may select one or the other to offer on the RFQ or is this to be read that the vendor is to provide both finishes so that the customer can select one or the other?
• GS.MU.5: Is this to be read that the vendor has the option of offering the chair on the RFQ as one or the other or that the vendor must make both options available to the customer?
• GS.MU.6: Is this to be read as the vendor can choose either a stacking or nesting version of the chair to offer on the RFQ or that the chair must be able to Stack and Nest?
• GS.UU.4: Is this to be read as the vendor can choose which of the two styles, sled base or 4- Leg, to offer on the RFQ or that the chair needs to be available in both 4-leg and sled base?
21. Question – For all chairs, are duplicate base models allowed in regard to UU, LL, MU? As in regarding chair type; for example the same chair type has different options available that can support two chair categories such as EX.UU and EX.LL specified.
Answer – Per Attachment 1 - Instructions to Offerors, Section 2.2.1 Technical Requirements it states, "Do not duplicate the same product for multiple seating categories (i.e. the same chair cannot be submitted within the task category if it was already submitted in the executive category).”
22. Question – I am inquiring about the solicitation for the USAF Office Seating II Program, when is it opening to bid?

23. Question – According to Final RFQ Letter, "It is the intent of the Seating team to establish BPAs that will be awarded against General Services Administration (GSA) Multiple Award Schedule (MAS) 71 - Furniture, specifically SIN 711 17 - Multiple Seating and SIN 711 - 18 Multipurpose Seating." Are we eligible to submit a proposal to possibly secure a USAF Seating BPA being we are on the 71-1 Packaged Office Furniture, and not SINS 711-17 or 711-18?

Answer – No award will be made for any item not on SINs 711-17 or SIN 711-18.
24. Question – Will “Company A” meet the requirements set forth in Attachment 1 – Instructions to Offerors? “Company A” is a Canadian Company which has a GSA contract Number “X” and is a small company with “X” employees and is considered an “other” under the FAR regulations.
Answer – The Buy American Act applies to this solicitation since it is a 100% small-business set aside. The Buy American statute restricts the purchase of supplies that are not domestic end products. For DoD, the following two-part test determines whether a manufactured end product is a domestic end product: (i) The end product is manufactured in the United States;
and (ii) The cost of its U.S. and qualifying country components exceeds 50 percent of the cost of all its components. This test is applied to end products only and not to individual components.
25. Question – Can you extend USAF Office Seating II Program Solicitation Number: FA8003-18-R- 0004?
Answer – All responses to this RFQ must be received in the Contracting Office by 2:00 P.M. EST 10 August 2018.
26. Question – Could you please clarify VR.D.6 in the Vendor Requirements tab of Attachment 4?
“VR.D.6 Obtain a signed/approved “Inspection/Acceptance Checklist” from the accepting government representative validating acceptance prior to final departure/delivery of each BPA call.”
a. Is this simply asking for a copy of the signed delivery receipt? Should the end user be sending me this document?
b. It also says to receive it “prior to final departure/delivery of each BPA call.” Again, is this just referring to the trucker must get a copy of the signed receipt?
Answer – Yes, this is a copy of a delivery receipt signed by accepting government rep. Usually handed to the delivery truck driver or the installer from the dealership.
27. Question – Please clarify your response to Q&A’s #2, 6 and 7 regarding use of NMR and Buy America Act.
a. Do both NMR and Buy America Act Apply to this RFQ?
b. Do you interpret NMR to mean that both the offeror/dealer/awardee and the manufacturer must both be small business?
c. Do you interpret the Buy America Act to mean that the manufacturer must be both small and US based?
Answer – a. Yes, b. Yes, c. Yes Allow me to clarify, this solicitation has been set-aside 100% for small business under NAICS code 337214. This code establishes the definition of a small business manufacturer as having no more than 1000 employees. Any concern submitting an offer in its own name that proposes to furnish an end product it did not manufacture (a “nonmanufacturer”), is a small business if it has no more than 500 employees, and in the case of Government acquisitions set-aside for small businesses, furnishes in the performance of the contract, the product of a small domestic business manufacturer or producer.
The Buy American Act applies to this solicitation since it is a 100% small-business set aside.
28. Question – Per Q&A #21: Please clarify “do not use the same product for multiple seating categories.” Is it permissible to use the same base model number for both chairs within a single category as long as the full product number is different? For example, the model number for an upholstered back vs. mesh back is different and therefore would not be the “same” chair. We understand that model could then not be used in a different category such as executive, conference or guest.
Answer – You are correct. The same frame may have multiple P/N based on different materials in use.
29. Question – I am attempting to insert product pictures in Attachment 5-Pricing Matrix.
The sheet is protected and requires a password in order to insert the image. Can you please provide the password or unlock the sheet?
Answer – The password will not be provided. If you are still having this problem suggest you download the spreadsheet again from FBO. We have verified that when the cursor is in the cell itself the Insert Picture icon is active and a picture can be loaded into cell.
30. Question – Must the vendor be able to ship to Alaska and Hawaii in order to qualify for award?
Answer – Yes, VR.A.3 requires both AK & HI to meet standard. In accordance with evaluation criteria 3.2, a “does not meet” response because AK & HI are not serviced will be rated as technically unacceptable.
31. Question – VR.E.3 provides a charts stating that the fabric that is to be used on this opportunity must be 100% Post Consumer Content.
1. Regarding the fabric: 100% Recycled content drives the price of the fabric up to as much as 6 times the rate for fabric with a mixed content of 50%-68% recycled content. Is the 100% post-consumer content a firm requirement?
2. Regarding Vinyl: C.F. Stinson and Guilford of Maine are the two largest suppliers of fabrics to the industry. Neither of them makes any statement regarding the recycled content of their vinyl products. Would you accept Greenguard Certified as a substitution to the 100% Post Consumer content requirement of VR.E.3?
Answer – The requirement is that the PET content of the fabric be 100% Post Consumer Content. After contacting a vinyl manufacture, PVC not PET is the plastic used and there is no recycled content requirement. However, we do ask for GreenGuard certified elsewhere in solicitation, but it would not substitute for recycled content.
32. Question – The RFQ references SINs 711-17 Multiple Seating and 711-18 Multipurpose Seating.
None of the chairs on this RFQ fit the SIN Definition of SIN 711-17 Multiple Seating: “Includes individual seating units with or without attached tables combining mutually structural support members, such as leg, side frame or side panel, or units supported on a common beam/platform or mechanically attached”. Can you confirm that having all chairs under SIN 711-18 is sufficient and that not having SIN 711-17 on our GSA contract will not excluded us from a potential award?
Answer – Yes, as long as the proposed products are on either SIN they are acceptable.
33. Question – What is the correct mailing address for proposal submission?

34. Question – The requirements of synchronized tilt or multi tilt mechanism, while I have a general idea of what is being specifically requested could the requirement be more clear; Could you clarify exactly the attributes required to meet the standard of multi tilt and synchronized?
Answer – Multifunction Mechanism: This mechanism offers a wide range of adjustability. The back and seat angles adjust independently of each other as well as independent of the tilt. This allows you to lock the chair into an infinite number of positions. This type of mechanism will rock/tilt back from the center of the seat.
Synchro-Tilt Mechanism The seat and back are linked and tilt simultaneously as you lean back (typically the seat back tilts back two degrees for every one degree of seat pan tilt). Since there is less adjustability with this mechanism it is not as ergonomic as the multifunction mechanism.
A chair with a synchro-tilt mechanism should have a waterfall front or flexible front seat edge or it may press into the back of the thighs when reclining. This type of mechanism also rocks/tilts from the center of the seat.
35. Question – VR.W.1 Warranty Requirements: Specify the exact terms and conditions of the manufacturer warranty. Are you asking for the manufacturer’s warranty as approved by GSA to be applied to the BPA?
Answer – We are asking if you have included the manufactures warranty terms in your proposal.
36. Question – VR.W.2 Warranty Requirements: Be responsible for shipping, repairs and/or replacement of chair(s) if within warranty terms. Are you wanting labor included?
Answer – If labor is needed for shipping or repair/replacement it should be included.
37. Question –VR.W.3 Warranty Requirements: Meet minimum 10-Year warranty on all seating and related components. Most manufacturers’ warranties have 3 years on fabric and foam. Will this be acceptable?
Answer – VR.W.3 Warranty Requirements has been revised to: Meet minimum 10-year warranty on seating structural components and 3 years on upholstery fabrics.
38. Question – Are small businesses/firms on the 71-1 packaged office schedule eligible for one of the BPAs?
Answer – No award will be made for any item not on SINs 711-17 or SIN 711-18.
39. Question – What is the process of adding a new product line to the AF BPA post award?
Answer – According to Attachment 3 - BPA Terms and Conditions Section 10. Annual Review - The CO will review the BPA agreement on an annual basis for any changes or updates that could affect the agreement. Up to 30 days prior to the annual review, Contractors will be allowed to submit chair substitutions offered at the same price or less. Any chair substitution will be subject to meeting all requirements for that particular chair type. At annual review the CO will approve/reject submissions.
40. Question – I have 2 manufacturers that would like me to run with their products. Can I submit multiple proposals as long as they are totally separate?
Answer – Yes
41. Question – Was there an update to FA8003-18-R-0004 to extend the due date, can you confirm?
Answer – Yes, all responses to this RFQ must be received in the Contracting Office by 2:00 P.M.

o On the 8 chair category tabs (EX.UU, EX.LL, T.MU, T.UU, CR.MU, CR.UU, GS.MU, GS.UU), added Name of Manufacturer and place of manufacturer (Name, City, State).
42. Question – In the RFQ Letter, it states “optional for Alaska and Hawaii.” However, in Attachment 4 – Requirements, Vendor Requirements VR.A.3, we are required to deliver to Alaska and Hawaii. We are able to ship to those locations; however, the freight is a lot more expensive than shipping within the States. Our prices will always include destination freight;
however, when shipping to AK / HI – the freight will be calculated per order. With these terms, can we still submit our proposal?
Answer – It is optional for Air Force buyers to place orders using the Seating II BPAs/Program in Alaska and Hawaii; however, it is a requirement for vendors to deliver to CONUS locations, including Alaska and Hawaii. Per Attachment 3 – BPA Terms and Conditions, under 15. Call Ordering Procedures d. Shipping/Delivery costs will be priced at the Call/order level (FOB Destination). To clarify the pricing in Attachment 5 should not include shipping/delivery charges. Shipping/Delivery charges (FOB Destination) will be negotiated on each call.
43. Question – We have 71-1 contract. Can we be awarded a BPA as a 71-1 holder if the furniture is on the 711-17 or 711-18? Is that what the response means in Question 38?
Answer – Only if you have the furniture on SIN 711-17 or SIN 711-18, if all you have is SIN 711-1 then you are not eligible.
44. Question – We noticed that we are now authorized to submit multiple independent bids, however I feel I must ask that if a supplier submits multiple bids can they be awarded multiple times? OR are they only allowed one award?
Answer – If each independent quote is selected they may receive two awards.
45. Question – For the T.MU and T.UU categories the fully adjustable arm rests requirement, are the arms required to support all the functions defined (Up/Down, In/Out, Front/Back, Pivot Left/Right)? Is it acceptable to meet the majority of those options or do you require them all?
Answer – Yes, the arms are required to support all the functions defined.
46. Question – For those bidding with seating from multiple manufacturers is it acceptable to provide more than 10 pages of fabric supporting documentation as not all manufacturers grade or supply the same fabric? If it is acceptable would 10 pages per manufacturer be acceptable?
Answer – Each quote is still limited to 10 pages. Each quote should be submitted in separate sealed envelopes labeled so that each can be independently identified.
47. Question – In Attachment 1 – Instructions to Offerors, Substantiating Documentation 2.2.2.1, as
I read it we are restricted to 10 pages of Fabric Substantiating Documentation for each of the 6 Fabric Subcategories. What are the 6 subcategories?
Answer – In Attachment 1 – Instructions to Offerors, Section 3 – Definitions, the Fabric Subcategory was revised to read as follows: “There are 8 fabric subcategories (EX.LL, EX.UU, T.MU, T.UU, CR.MU, CR.UU, GS.MU, GS.UU) as found within Attachment 4 – Requirements Matrix and Attachment 5 – Pricing Matrix.” Provide no more than 10 pages per fabric subcategory of documentation.
48. Question – In Attachment 4 – Requirements Matrix, EX.LL.12, “Leather upholstery in minimum of 5 leather options from manufacturer's standard fabric selection.” Are you looking for 5 leather colors or 5 leather finishes (leather family) with multiple colors within each finish (leather family)?
Answer – The vendor is being asked to provide 5 different finish options in multiple colors.
Refer to Question #20 – EX.LL.12 answer above.
49. Question – In Attachment 4 – Requirements Matrix, under Vendor Requirements VR.A.5, “Ensure that the seating is free of surface dirt and defects, and that the chair assembly is complete and the seating is ready to use.” When the end user requests delivery only, will a chair delivered in a box that requires minor assembly be acceptable or must the chair be fully assembled?
Answer – The chair must be fully assembled.
50. Question – In Attachment 1 – Instructions to Offerors, under Attachment 4 – Requirements
Matrix 2.2.1, the instructions indicate teaming is allowed to fulfill the requirement. Can an offeror use a teaming agreement to meet the requirements of every chair offered? In other words, no chair offered would actually be under the offeror’s GSA Contract 711-18 or 711-17.
Even though the offeror may have these SIN on their contracts the offered product are not.
Answer – To receive a BPA award, all offered product must be on SIN 711-17 or 711-18 for at least one of the team members. Normally, in teaming arrangements, I would expect that some product would be on team member A’s schedule and the rest on team member B’s schedule.
51. Question – Can you confirm that only fabrics are required to be 100% recycled content and that there are no recycled content requirements for Leather, Vinyl, Faux Leather, or Mesh? These Upholstery types are not referenced in Attachment 4 – Requirements Matrix, under Vendor Requirements VR.E.3 in Table 1 – Required Recovered Materials Content Ranges for Seating.
Answer – The requirement is that the PET content of the fabric be 100% Post Consumer Content. After contacting a vinyl manufacture, PVC not PET is the plastic used and there is no recycled content requirement. However, we do ask for GreenGuard certified elsewhere in solicitation, but it would not substitute for recycled content. Refer to Question #31 answer above.
