MEMORANDUM FOR OFFICE SEATING ACTIVE GSA SCHEDULE HOLDERS
FROM: 771 ESS/EGC

SUBJECT: Final Request for Quote (RFQ) for the USAF Office Seating II Program
GSA RFQ: FA8003-18-R-0004
1. The United States Air Force (USAF) AFICA 771st Enterprise Sourcing Squadron (771st)
Strategic Sourcing Seating team intends to establish Blanket Purchase Agreements (BPAs) for the acquisition of seating for use at USAF installations, including Air Force Reserve Command (AFRC)/ Air National Guard (ANG) and United States Army Corp of Engineers (USACE), within CONUS, optional for Alaska and Hawaii. It is the intent of the Seating team to establish BPAs that will be awarded against General Services Administration (GSA) Multiple Award Schedule (MAS) 71 – Furniture, specifically SIN 711 17 – Multiple Seating and SIN 711 – 18 Multipurpose Seating. The mandatory use policy for the Air Force Seating Program date 29 September 2011 will be reinstated in conjunction with the award of the BPAs for the USAF Office Seating II Program. BPAs will be awarded in accordance with Federal Acquisition Regulation (FAR) 8.405-3(a).
2. The 771st intends to award up to 10 BPAs, but reserves the right to award more or less than this target, to the active GSA Schedule Holders (“Contractors”) whose quote represents the best value to the Government. This acquisition is a total 100% small business set-aside under the North American Industry Classification System (NAICS) code 337214, with a size standard of 1,000 employees. Teaming is allowed for this acquisition, but not required. The proposed teaming arrangement must ensure compliance with the nonmanufacturer rule. The Government reserves the right not to award any BPAs. In order to be considered for award, contractors must be registered in System of Award Management (SAM).
3. BPAs will have a 5-year ordering period. Open market items will not be included in orders placed against these agreements. All products contained in the Contractors’s quote must be products under its GSA MAS Contract prior to establishment of any BPA resulting from the
RFQ.
4. Contractors must follow the specific guidelines listed in Attachment 1 – Instructions to
Offerors. Carefully review all eight attachments and provide requested information as directed.
5. The Government intends to award without exchanges. Any exceptions taken or changes to terms by Contractors will result in their quote being found unacceptable.
6. All responses to this RFQ must be received in the Contracting Office by 2:00 P.M. EST 10 August 2018. Submissions will not be accepted after this date and time. All submission of quotations shall be submitted in accordance with Attachment 1 – Instructions to Offerors at the following address:

Quotations sent via electronic mail to the Contracting Officer will NOT be accepted or acknowledged.

If a Contractor believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Contractor shall notify the CO in writing with supporting rationale within seven (7) days of release of RFQ.
