1. Question: In Section L, Paragraph L6.1.4 and Paragraph L6.1.5, the statement is made “Refer to Section H of the solicitation and complete all fill-ins, as applicable.” Clarification is requested on these statements as there is no Section H in the RFP.

Answer: RFP has been amended (Amendment 1 posted on 28 October 2015) to remove references to Section H as it has been removed per SAF mandatory procedure.

2. Question: In order to promote maximum and fair competition with equal access to information and sufficient time to prepare a competitive proposal request that the due date be extended by at least 14 business days given:

1. A delayed access to the bidder’s library of at least 8 days (and perhaps more) after RFP release

1. The magnitude of the bidders library (53 documents across the PWS and 3 task orders)

1. The large magnitude and complexity of the requested proposal

1. The delivery date of 30 November, which will require shipping on 25 November, prior to the Thanksgiving holiday, to ensure timely delivery (Loss of 5 days); and, a Veteran’s Day holiday, as well

Answer:The proposal due date will be extended until 4 December 2015 at 1400 MST on Amendment 2 to be posted no later than (NLT) 6 November 2015.
3. Question:Please clarify the anticipated “start date of work” as opposed to the “date of award.”

Reference Section L:

L6.1.3 Section F - Deliveries or Performance “The Government anticipates a contract date of award (DOA) of 1 May April 2016.”

Answer:L6.1.3 will be corrected to show a DOA of 1 May 2016. The start date of work and date of award are the same.
4. Question:Would the Government please clarify if the Small Business Subcontracting and Participation Plan (Subfactor 4) is to be included in Vol II Technical binder (though not a part of the page count), or in a completely separate binder?

Reference Section L:

L3.2.6 Small Business Subcontracting and Participation Plan & Table L1.2

Answer:For clarity, the Small Business Subcontracting and Participation Plan (Subfactor 4) is to be submitted in a separate binder.
5. Question:Does the government want to receive this document with the proposal, at contract award, or during phase-in? If with the proposal, will Table L1.2 - Proposal Organization be revised to reflect that requirement?
Reference Section L:L6.3.4.6.1 Applicable Documents “The Offeror shall submit the completed Proposed Compliance Documents as a separately bound document.”
Answer:This document shall be submitted with the proposal as an “annex” to the applicable PWS.
6. Question:How would the Contracting Officer like the offeror to respond to each Task Order for Subfactor 1.
Reference Section L:L1.1.3 Discrepancies “If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the PCO in writing with supporting rationale as well as the remedies the Offeror is asking the PCO to consider as related to the omission or error. The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion. This reservation includes matters of additional or substitute pages of the initial proposal.” The following question is based on L1.1.3:

AFOTEC FTS PWS (Attachment_1_PWS_FA704615R0001_-_BasicContract_21_Oct_15.docx):

Section 3.7 FOT&E was added and there are no references to FOT&E in any of the three Task Orders. Additionally, it makes a misalignment of Program Protection Support Service Requirements between the PWS – Basic Contract and the Task Orders.

Answer:FOT&E is not required in any Task Orders at this time.
7. Question:Can the Government please clarify whether or not paragraphs 3.6 and 3.7 are to be performed under PWS Task Order 0003?

Reference PWS Task Order 0003, Section 1.0 (FINAL_PWS_FA704615R0001-0003_21_Oct_15.docx) “This effort shall be conducted pursuant to the provisions of the Fighter Test Services (FTS) contract Performance Work Statement (PWS) paragraphs 3.0, 3.1, 3.2, 3.3, 3.4, 3.5, 3.6 and 3.7.” Section 3.0 Performance Requirements in Task Order 3 only lists 3.1 – 3.5.

Also, paragraph 3.5.3 appears to be misplaced?

Answer:Task Order 0003 will be removed from the RFP. See Amendment 2
8. Question:Please clarify whether or not paragraph 3.5.3 Test Reporting, should actually be numbered as paragraph “3.6 Test Reporting.”
Answer:Task Order 0003 will be removed from the RFP. See Amendment 2.
9. Question:Please clarify in Section L3.2.6.2.2, paragraph (e) if it should be the expected dollar value of subcontract or the percentage of subcontract? The sample table states: Percentage of Contract.
Answer:L3.2.6.2.2, paragraph (e) will be changed to reflect percentage of contract in Amendment 2.

10. Question: Would the Government consider allowing Offerors to submit proposals in PDF (with the exception of Microsoft Excel)?

Reference Section L:

L1.3 Electronic Offers “The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office Word or earlier, MS Office Excel 2010 or earlier, MS Office Project 2010 or earlier, and MS Office Power Point 2010 or earlier.”

Answer:PDF is an acceptable format excluding Excel speadsheets.
11. Question:Would the Government please confirm that only one PPQ is required for each relevant past performance contract?
Reference Section L:L4.4.9 Past Performance Questionnaire “The Offeror shall exert its best efforts to ensure that there are at least two points of contact (PCO, Program/Project Manager, ACO, or equivalent) per relevant contract. Each of the POCs shall e-mail or fax the completed Present and Past Performance Questionnaire directly to the PCO’s attention…”.
Answer:A PPQ is required from at least two points of contact for each relevant contract.

12. Question: Would the Government please confirm that they only want an electronic copy of the Excel file of Volume IV – Cost/Price?

Reference Section L:

L1.2.2 Cost or Pricing Related Data

Answer:A paper copy, as well as an electronic copy, is required.
13. Question:PWS paragraph 3.1 Management Requirements directs “…compliance with Section 3.1 through 3.6.2 of the A3Z Fighter Test Services Performance Work Statement (PWS)” but there is no paragraph 3.6 through 3.6.2 in the final PWS for TO 003.

Answer: Task Order 0003 will be removed from the RFP. See Amendment 2.

14. Question: Our understanding is that the contract will be for a 5-year term with no option periods. (Section B, CLIN Structure has no contract year “options” identified; however RFP states options may apply at the Task Order level). Will the Government please clarify that an SB plan with tables that include one column each (one for percentages and one for subcontracted dollars) addressing overall SB goals and SB socio-economic goals for the entire 5-year term, with no break-out for Option Years, is acceptable? Or, please clarify, otherwise?

Reference: RFP Section L3.2.6, Subfactor 4, Subsection L3.2.6.2.2 Section L3.2.6.2.2, Note 2 states that the Small Business Subcontracting Plan “shall be submitted by the offeror in accordance with FAR 52.219-9 – Alternate II stating cumulative subcontracting goals and for each option in dollars …”

Answer:A Small Business plan for the entire 5-year term, with no break-out for Option Years, is acceptable.
15. Question:Will the Government please clarify if this request is specific to only Past Performance Questionnaires, or to any additional items noted in Section L4.4.1, such as the List of Questionnaire Recipients? Also, please confirm that no other Section L data outside of Section L4.0 is requested 14 days prior to proposal receipt.

Reference: RFP Section L4.0, Volume III Past Performance, Subsection L4.2 The RFP states that “Each Offeror is requested to submit the information shown in Section L for each relevant contract 14 days prior to the date set for receipt of proposals.”

Answer:All items listed in L4.4.1 are requested 14 Days prior to proposal receipt.
16. Question:We have reviewed the documents made available in the FTS Bidders Library, and determined that the following unclassified, non-public documents referenced in the Task Order 3 PWS were not provided.

Will the Government please provide equal access to the documents identified below? This F-22 documentation is critical to adequate Task Order 3 understanding and proposal development.

F-22A Increment 3.2B Test and Evaluation Master Plan (TEMP), V15, 7 Jan 2013 (or most current version, in its entirety) F-22A IOT&E 3.2B Initial Test Design Briefing, 6 Dec 2011 (in its entirety) Operational Capability Definition Document for F-22A increment 3.2A Modernization Program, Rev A, 27 Apr 2011 (in its entirety) Concept of Operations Air Force Global Strike (GS) and Global Persistent Attack (GPA) CONOPS (in CPD), 23 Apr 07 Answer: Task Order 0003 will be removed from the RFP. See Amendment 2.
