REFERENCE:
FTS Solicitation L5.4.1 Cost Summary by Cost Elements Separately price and identify phase-in costs; however, exclude them from the Total Task Order Summary. Submit a cost summary by major cost elements by Offeror Fiscal Year (OFY), for each separately priced CLIN, and roll-up to Total Task Order Summary less phase-in, using a format similar to the one shown below. Other Direct Costs/Travel are provided on a not to exceed dollar amount for each task order. Do not separately price ODCs/Travel. Subcontractors and Inter-Divisions are required to submit fully disclosed proposals in the same format as required of the prime contractor. Proprietary subcontractor information submitted separately is due by the closing date for offers.
Question: If a Prime Bidder is submitting Subcontractor bids utilizing T&M rates, in expectation of issuing T&M Subcontracts for the FTS Contract, should the Prime request that the Subcontractor’s fully disclosed proposal to the government be provided in a detail that illustrates the build-up of the Labor Category rates, as opposed to the RFP required Cost Plus Fixed Fee format?
Additionally, Prime is allocating hours for each T&M subcontractor in the overall bid, utilizing Subcontractor’s T&M Rates provided (Gov’t will have fully disclosed rate build-up). Does the subcontractor’s sealed package need to show extended price calculations to match the Prime’s submittal, or is the prime’s submittal of the price calculations sufficient; meaning the sub’s will provide T&M Rate Build-up only?
Answer: The subcontractor shall provide a fully disclosed proposal to the government that details the build-up of the Labor Category rates (base rate, G&A, overhead, etc.). The subcontractor’s sealed package does not need to show extended price calculations if the Prime is allocating number of hours to be used by the subcontractor by labor category.
As of 12 November 2015, no further questions will be entertained.
