Gov. Response
1 RFP
L.2.2.4, L.2.2.1
38, In section L.4.2.2 the Government has specified that Volume II provides a cross reference matrix and has provided the characteristics of this matrix in L.2.2.4 Table 2.2.4. Section
L.2.2.1 does not exclude this matrix from the page count. This means that the offeror is required to provide less content for each page of cross reference, therefore making it more difficult for the evaluators to fully evaluate the offeror’s proposal.
Would the government exclude the cross reference matrix from the page count allowing the offerors to provide a more detailed cross reference matrix?
Amendment 0002 changes L.2.2.1 by adding Cross
Reference Matrix as being excluded from the proposal page count.
2 RFP L.2.2.1 37 Since the government in section L.2.2.1 excludes the transition plan, subcontracting plan, and small business plans from the page count, should these plans be placed as attachments to the volume to allow easier validation of total counted pages in the volume?
Offerors may attach plans to proposal volumes, however this is not required. Plans will be excluded from the page count as stated in the L.2.2.1, regardless of their location within the proposal volume. It is the responsibility of each offeror to determine the best method to include plans, while ensuring the proposal is legible, clear and coherent per L.4.1.
3 RFP L.2.2, 36‐37 Does the government expect for section SF1 and SF4, summaries of the plans to be included as part of the page count in section
L.2.2.1 or is the expectation that this content will be entirely contained in the plans?
Offerors may include summaries of the plans in proposal volumes, however this is not required.
Summaries of plans located within proposal volumes will not be excluded from the page count. It is the responsibility of each offeror to determine whether or not to include plan summaries, while ensuring the proposal is legible, clear and coherent per L.4.1.
4 L.4.2.3 44 5 SF5 is discussed in both Volume II and Volume V. Does the government expect a discussion of TO 01 approach in Volume II and if so should it be a high level summary of Volume V?
Offerors may include a discussion of TO 01 approach in
Vol II, however this is not required. It is the responsibility of each offeror to determine if elements of their TO 01 approach is relevant to other factors or subfactors, and whether or not to include those elements in other volumes. Furthermore, it is the offerors responsibility to ensure the entire proposal is legible, clear and coherent per L.4.1. As stated in Sec.
L, Par. 4.2.3, the specific information pertaining to
Subfactor 5 is to be included as a separate volume and should serve as a 'stand alone' volume in addressing
Subfactor 5 requirements.
5 L.3.1 40 L.3.1 references the placement of resumes in Volume I as part of the Narrative. However, Volume I is not evaluated. Please clarify if the Government desires resumes to be included as part of Volume II as an appendix, to be evaluated as part of
Subfactor 3, Technical Staffing.
Offerors may include resume's in Volume II, however this is not required. It is the responsibility of each offeror to determine how to incorporate or reference the relative information contained in proposal volumes, while ensuring the proposal is legible, clear and coherent per L.4.1.
