PRICING/ORDERING PROCEDURES
for
United States National Data Center (US NDC)
Operations Support and Studies (OSS) II
15 Nov 2018
1. Foreword.
These mandatory pricing/ordering procedures cover all task order issued from the United States National
Data Center (US NDC) Operations Support and Studies (OSS) base contract. The base contract is structured as a single award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract vehicle, using task orders for the acquisition of services, travel and other direct costs (ODC). Questions regarding these procedures should be directed to Contracting Officer (CO), Contracting Specialist (CS) or Contracting
Officer’s Representative (COR), as identified.
These procedures will be revised, as needed, to improve the process of issuing and managing task orders under the US NDC OSS II base contract.
2. Overview.
The US NDC OSS II acquisition will result in one (1) IDIQ base contract, with no limit on the number of task orders that can be issued. The North American Industry Classification System (NAICS) code is
541511, Custom Computer Programming Services with a size standard of $27.5M. The ordering period for the IDIQ base contract will be six (6) years. This base contract will include Contract Line Item
Numbers (CLINs) consisting of Cost-Plus Fixed-Fee (CPFF) for labor, Cost Reimbursable (CR, No-Fee) for Travel and ODC, and Not Separately Priced (NSP) for Data Deliverables. The resulting task orders may consist of any one CLIN or a combination of the CLINs from the base contract. The labor, travel and ODC requirements will include both Operations and Maintenance (O&M) and Research and
Development (R&D) funded efforts. The total ceiling value of the IDIQ base contract and each CLIN will be the total estimated amount awarded for the six (6) year ordering period.
3. Applicability.
This IDIQ base contract is available only to the Contracting Office in support of the Air Force Technical
Applications Center (AFTAC). No other office or agency is allowed to issue task orders without the
CO’s written approval.
4. Ordering Period.
The IDIQ base contract provides a six (6) year ordering period. The issuing of task orders beyond the base contract ordering period is subject to the Government exercising the clause FAR 52.217-8, Option to
Extend Services.
a. The period of performance for any O&M funded effort will not exceed one (1) year, and therefore will not exceed one (1) year beyond the base contract ordering period.
b. The period of performance for any R&D funded effort will not exceed two (2) years, but will not exceed one (1) years beyond the base contract ordering period.
c. Task orders will not include options.
5. Socio-Economic Goals and Small Business Participation.
Individual task orders do not have to meet the minimum small business participation goal. The overall small business participation goal of 20% is applicable only to the base contract, calculated as the total cummulative value of all issued task orders.
6. Placing Task Orders.
6.1. Scope. The CO shall ensure the Performance Work Statement (PWS) for each task order is within the general scope of the IDIQ base contract and its attachments. A Task Order PWS will identify the specific requirements of the required services for each order placed.
6.2. Performance. Services summary objectives and thresholds from the base contract will be identified at the task order level.
6.3. Reports. Contract Data Requirements List (CDRLs) from the base contract will be identified at the task order level.
6.4. Funding. Funding will be obligated at the task order level and shall be the type deemed appropriate for the type of services/products to be acquired. Task orders may be incrementally funded.
6.5. Task Order Cost/Price. Each task order will be priced individually. This section is not applicable to
Task Order 01 which is negotiated as part of the base contract.
6.5.1. Labor CLINs (CPFF). All labor will be CPFF, and consist of either O&M or R&D type efforts.
The CPFF value for each task order will be calculated using the contractor’s fully burden rates multiplied by the estimated labor hours. The ordering process for labor CLINs will consist of the following method:
a. Fully Burdened Rates. The contractor’s fully burdened rates shall be based on the awarded fixed labor rates (direct labor rates, indirect labor rates and profit/fee rates), and identified in
Attachment 6 – CPFF Labor Rates. The fixed labor rates are specific to effort type (O&M or
R&D) and period of performance (FY20 – FY26). Fixed labor rates are also specific to labor categories which is discussed in the paragraph below. The fixed labor rate shall be used in the calculation of the CPFF value, and shall not be deviated from without a contract modification or
CO’s written approval.
b. Labor Category and Labor Hours. The labor categories and estimated labor hours shall be negotiated at the task order level. The CO/CS will issue a Task Order Request for Proposal (TO
RFP) requesting the contractor to submit a Task Order Proposal. The contractor’s task order proposal of the proposed CPFF value shall include the anticipated labor categories and estimated labor hours, and a full cost element breakout by CLIN. Labor categories at the task order level are limited to the labor categories identified in Attachment 6 – CPFF Labor Rates. The estimated
CPFF value for each task order will be evaluated and negotiated by the Government prior to issuing each task order.
6.5.2. Travel/ODC (CR). All Travel/ODC will by CR (no-fee), and consist of either O&M or R&D type of efforts. The CR value for each task order will be provided by the Government as a total estimated cost to support each task order. The ordering process for travel/ODC CLINs will consist of the following method:
a. A total estimate cost will be provided by the Government for all travel and ODC at the task order level. The CO/CS will issue a Task Order Request for Proposal (TO RFP) which will include the Government’s estimated cost of travel and ODC to support the task order efforts. The
Government may consider the contractor’s proposal to revise the cost estimate for travel and
ODC, prior to issuing a task order.
b. The contractor’s burden cost for all travel and ODC is limited to the fixed burden rates, exclusive of fee. Burden rates are identified at award in Attachment 5 – Cost-Price Matrix. The fixed burden rates are specific to the period of performance (FY20 – FY26) and shall not be deviated from without a contract modification or CO’s written approval. The contractor’s burden cost for travel and ODC shall be included in the total estimated cost.
c. Only Government directed/approved travel is cost reimbursable. All other travel costs shall be included as part of the contractors overhead. Costs for travel shall be billed on a strictly cost reimbursable basis IAW, the regulatory implementation of Public Law 99-234, Federal
Acquisition Regulation (FAR) subpart 31.205-46 entitled Travel Costs and the limitation of funds specified in this contract. Costs for ODC shall be billed on a strict cost reimbursable basis IAW the FAR.
6.6. Task Order Request for Proposal (TO RFP). The CO will solicit proposals for each task order requirement from the contractor. The contractor shall submit a task order proposal in accordance with the
TO RFP.
6.7. Minimum and Maximum Cost Limitations. The total value of all task orders combined shall not exceed the maximum ordering limitations, as established at award for each CLIN and contract totals (See
Contract/Award Section B). The minimum value for this IDIQ base contract shall not be less than the total value of Task Order 01, as awarded.
