SUBJECT: Request for Information - Air Force National Capital Region (AFNCR) Network
Infrastructure Support Systems Engineering and Technical Assistance (SETA) Vendor questions
• Does the government have an estimated timeframe of RFP release?
o It is currently projected the RFP will be released late July 2025, but this is subject to change.
• Does the government have an upcoming procurement strategy in place (set aside)?
o Currently there is no finalized procurement strategy in place.
• Could you confirm if this is a new requirement or a follow-on project?
o This effort is a follow-on.
• Incumbent's name, current contract number, period of performance, and the value of the existing contract?
o Noblis, Inc o 47QFCA20F0054 o 09/04/2025 - 03/05/2025 o $15,747,967.68
• Please confirm if the requirement is BPA?
o At this point in the planning phase the intent is to award an IDIQ, a base year with four optional ordering period, but is subject to change.
• Can you please provide the submission requirements for the RFI?
o The requirements have been updated in SAM.gov. The document is called ‘SETA RFI_final.pdf
• Is it expected that this will lead to two separate contracts?
o No, this effort is to take both PWS’s and combine the needs into one unified IDIQ though the PWS’s will remain separate.
• Are you requesting us to indicate interest using the “Interested Vendors” function on the SAM.GOV site?
o Yes.
• The previous question response indicates you are anticipating an IDIQ contract. Are you expecting to a single or multiple award?
o We believe at this point it will be a single award but may adjust to a multiple award based on mission need.
• We noted the incumbent contract held by Noblis but also note there is a similarly named contract held by Octane Two LLC (FA714623C0044) that appears to have similar requirements. Is this contract related?
o We cannot confirm nor deny
• Can the government confirm that the identified incumbent contractor/contract currently covers both Performance Work Statements (AFOSI-Quantico and the Cyber Crime Center)?
o Yes, Noblis currently is supporting both AFOSI and DC3.
