About this file
This document outlines the scoring criteria and methodology for a federal solicitation seeking Modeling and Simulation support services. Offerors are required to self-score based on experience levels in modifying Brawler code, CFAM/GAMS code, C++ logistics modeling tools, and the number of full-time equivalents cleared to TS/SAP levels performing modeling and simulation work on-site at government facilities. Points are awarded based on years of demonstrated experience up to maximum point values in each category. Work samples must be provided to substantiate experience claims. The solicitation seeks to acquire these services in support of force structure analysis for the Department of the Air Force.

Highest Technically Rated Offeror (HTRO) Self-Scoring Criteria Objective Scoring based on Offeror’s Technical Experience
1. OVERVIEW: 120 total possible points:
· Years of experience modifying Brawler code for Local Configuration Manager (CM) and Assistant to the Local Configuration Manager
· 3 points/year of demonstrated experience – Max 30
· Years of experience modifying CFAM/GAMS code for Local Configuration Manager and Assistant to the Local Configuration Manager (ACM)
· 3 points/year for CFAM/GAMS, 2 pts/yr other linear programming – Max 30
· Years of experience developing C++ Logistics tools for Configuration Manager and Assistant to the Configuration Manager
· 5 points/year for AF Log tools, 3 pts/yr other logistics modeling – Max 30
· Number of on-site FTEs conducting M&S at a TS/SAP level
· 3 points/FTE managed at TS/SAP level – Max 30
2. Detailed Description – Brawler Experience – Max 30 points
· DEFINITION: Of the work samples submitted, the Offeror(s) shall score themselves based on the experience level of Configuration Manager with demonstrated understanding of Brawler code, beyond just operating the code, with the proven knowledge to change the code to deliver new capabilities without spawning errors elsewhere in the code. (Ref. PWS 3.4, 3.5)
· RESTRICTIONS: Not Applicable
· MAXIMUM COUNT: 3 points/year of demonstrated experience for up to two (2) Local Configuration Managers – Max 30 points (i.e. 1 CM @ 10yrs = 30pts; 1 CM @ 6 yrs and 1 ACM @ 5 yrs= 30 pts; 5 CM @ 2 yrs = 12 pts)
· RELEVANCY: The Government has determined this qualification to be critical as the Brawler code represents over 500,000 lines of Fortran code developed over 40 years, and it has a steep learning curve, so on-the-job training is not an option. While it is expected that a team of software developers may attack any individual project under this solicitation, we require that knowledgeable experts are in place from inception to manage/oversee these projects.
· BURDEN OF PROOF: The Offeror(s) shall provide work samples demonstrating the required years of Brawler experience for other customers. Work samples must provide the traceability showing the position being claimed as having performed work in accordance with this criterion identified above and/or an internal business systems report that identifies labor category and skill levels software development.
3. Detailed Description – CFAM/GAMS Experience – Max 30 points
· DEFINITION: Of the work samples submitted, the Offeror(s) shall score themselves based on the experience level of Local Configuration Manager with demonstrated understanding of CFAM/GAMS code, or other linear programming tools, beyond just operating the code, with the proven knowledge to change the code and underlying algorithms, to deliver new capabilities without spawning errors elsewhere in the code. (Ref. PWS 3.4, 3.5)
· RESTRICTIONS: DoD work samples only
· MAXIMUM COUNT: 3 points/year for CFAM/GAMS experience, 2 pts/yr other linear programming tool experience for up to two (2) CMs – Max 30 points (i.e. 1 CM 5 yrs CFAM/GAMS and 1 ACM @ 5 yrs other linear programs = 25 pts)
· RELEVANCY: The Government has determined this qualification to be important as the CFAM/GAMS code represents over 20 year of code development, optimizing decades of Force Structure trades. CFAM/GAMS has a steep learning curve, so direct experience is preferred, extended experience with other linear programming tools may suffice. While it is expected that a team of software developers may attack any individual project under this solicitation, we require that knowledgeable experts are in place from inception to manage/oversee these projects.
· BURDEN OF PROOF: The Offeror(s) shall provide work samples demonstrating the required years of CFAM/GAMS and/or other linear programming experience for other customers. Work samples must provide the traceability showing the position being claimed as having performed work in accordance with this criterion identified above and/or an internal business systems report that identifies labor category and skill levels software development.
4. Detailed Description – Logistics Modeling Experience – Max 30 points
· DEFINITION: Of the work samples submitted, the Offeror(s) shall score themselves based on the experience level of Configuration Manager with demonstrated understanding of C++ based Logistics modeling tools for Air Force or other logistics focused users, beyond just operating the model, with the proven knowledge to modify the code, to deliver new capabilities without spawning errors elsewhere in the code. (Ref. PWS 3.4, 3.5)
· RESTRICTIONS: DoD work samples only
· MAXIMUM COUNT: 5 points/year for experience modifying AF Log tools, 3 pts/yr for developing logistics models for non-Air Force Users, or for AF Logistics models using other than C++ code for up to two (2) CMs – Max 30
· RELEVANCY: The Government has determined this qualification to be important as the Air Force logistics has become increasingly automated in its planning/execution/tracking and adjustment roles, with software tools being the underlying backbone. While direct experience with AF-specific, C++ based logistics tools is preferred, extended experience with non-AF tools, or tools coded in other languages may suffice. While it is expected that a team of software developers may attack any individual project under this solicitation, we require that knowledgeable experts are in place from inception to manage/oversee these projects.
5. Detailed Description – M&S FTEs at a TS/SAP level – Max 30 points
· DEFINITION: Of the work samples submitted, the Offeror(s) shall score themselves based on the number of Modeling and Simulation (M&S) Full-Time Equivalent (FTE) operators performing on-site at government facilities while cleared to a TS/SAP level. (Ref. PWS 5.1)
· RESTRICTIONS: DoD work samples only
· MAXIMUM COUNT: 3 points/FTE managed at TS/SAP level – Max 30
· RELEVANCY: The Government has determined this qualification to be relevant as we currently employ 10 TS/SAP cleared M&S professionals and may expand that requirement to 18 under paragraph 5.1 of the PWS. The development and maintenance of a TS/SAP cleared workforce has proven to be a challenge in the past, so the government desires a demonstrated capability to maintain a sufficient pool of cleared personnel on the part of any potential offeror.
· BURDEN OF PROOF: The Offeror(s) shall provide work samples demonstrating the required pool of cleared M&S personnel. Work samples must provide the traceability showing the position being claimed as having performed work in accordance with this criterion identified above and/or an internal business systems report that identifies labor category, skill level, and appropriate clearance.
