About this file
This document contains a cross reference matrix for the Force Structure Support (FSS) Solicitation from the Department of the Air Force Headquarters District Washington.
The cross reference matrix provides a template for offerors to list relevant work samples and references that demonstrate their experience in areas like Brawler modeling, CFAM/GAMS or other linear programming, logistics modeling, and on-site modeling at the TS/SAP level. For each area of experience, offerors can provide details on up to two individuals - a configuration manager and assistant configuration manager - including their years of experience and the types of tools and languages used. Notes sections allow offerors to provide additional clarifying information to substantiate their claims. The matrix collects this information to evaluate offerors' skill levels for modifying various modeling codes.

Notes: 1) For the purpose of this evaluation of skill level with the code, "modify" is defined as entailing a familiarization with the code suffiecient to modify the inner workings of the code, to generate new effects or behaviors, without introducing errors elsewhere in the code. Merely writing input/scenario files or altering existing input sceario files is only considered to be "operating" the code and not "modifying" that code sufficient for credit as a local configuration manager.
2) For each element (Brawler; CFAM and/or GAMS or Other Linear Programming; and Logistics Modeling) up to two (2) individuals may be offered (as a Configuration Manager (CM), and an Assistant Configuration Manager (ACM)) and in the case of the latter 2 elements (CFAM/GAMS or Other Linear Programming; and Logistics Modeling) 2 types of experience can be counted for either, but the experience still must be limited to at most 2 individuals, to ensure that the CM has sufficient experience to coordinate team activities. For example Offeror A employs Ms. Brown who has 5 years experience in GAMS coding (15 pts), and 2 years experience with other linear programming (4 pts, 19 total, and has as their assistant Mr. Blond who has 6 years experience with other linear programming (12 pts, 11 count toward 30 point total). Offeror B has 5 individuals, each with 2 years of CFAM experience (6 pts each) but they can offer up only 2 people (as CM & ACM) so they get only 12 points total.
