About this file

This is a Questions and Answers document (Amendment 1) for federal contract solicitation FA700026Q0113 regarding Ophthalmology Screening Rooms, issued on September 18, 2026.

The document addresses four key inquiries from potential quoters. First, it clarifies that only authorized resellers of NIDEK/Marco equipment are eligible for award; quotes sourced through unauthorized intermediaries or dealers acting as distributors are not acceptable, and the Government reserves the right to verify reseller status directly with Marco. Second, it confirms that supporting documentation must be submitted with the initial quote and cannot be provided after submission. Third, it specifies that installation for CLINs 0007 and 0008 (TRS and EPIC Installation) must be performed exclusively by trained Marco service technicians rather than authorized dealer technicians or third parties, with installation pricing to be included in the equipment quote. Fourth, it provides the anticipated award timeline of on or before September 30, 2026, subject to fund availability, which precedes the November 18, 2026 delivery date.

FA700026Q0113 - Ophthalmology Screening Rooms

Amendment 1 - Questions and Answers, 18 Sep 26

Questions and Government Responses Q1

Question: Paragraph 2(c) of Attachment 1 – Solicitation FA700026Q0113, in the Addendum to RFO 52.212-45 states that only authorized resellers of NIDEK/Marco equipment will be eligible for award. Would a quote from a small business that sources all brand-name items through an authorized NIDEK/Marco dealer, accompanied by a letter from that authorized dealer confirming supply of new, genuine equipment with full manufacturer warranty, satisfy this requirement?

Answer: No. While Marco sells through authorized third-party resellers, those sellers may not act as distributors by selling through an additional company to an end user. Accordingly, a Quoter must be an authorized reseller of the required NIDEK/Marco equipment to satisfy paragraph 2(c) , and the Government reserves the right to verify reseller status directly through Marco.

Q2 Question: If such a dealer letter is acceptable, may it be provided after quote submission but prior to award, should the Government elect to conduct interchanges?

Answer: Not applicable.

Q3 Question: For CLINs 0007 and 0008 (TRS and EPIC Installation), does the Government require installation to be performed by Marco factory personnel, or is installation by the authorized dealer's trained technicians under subcontract acceptable?

Answer: Installation for CLINs 0007 and 0008 must be performed by trained Marco service technicians. Third-party installation is not permitted. Installation pricing should be included with the equipment quote.

Q4 Question: Given the Notice to Offerors regarding the availability of funds (in Attachement 1 - Solicitation FA700026Q0113, is the Government able to share an anticipated award timeframe relative to the 18 November 2026 delivery date?

Answer: The Government anticipates making award on or before 30 Sep 2026, subject to the availability of funds.
