About this file

This file is a Questions and Answers (Q&A) document for federal contract solicitation FA700026Q0089, the USAFA Herbarium Digitization Project.

The solicitation requires digitization services for the United States Air Force Academy (USAFA) herbarium collection. The vendor must photograph and digitize pressed plant specimens mounted on acid-free herbarium paper, with each specimen contained in folders measuring approximately 14" x 20". The deliverable consists of digital files classified as end products under PSC 7690 (Miscellaneous Printed Matter), constituting a Supply procurement rather than a service contract. The vendor is responsible for all shipping costs, including transportation of specimens to and from the facility under room temperature conditions in fragile-designated boxes via freight. Digitization must be performed using camera photography to capture the specimens at the required pixels per inch (PPI); three-dimensional silico manipulation is not permitted. USAFA will maintain the data following digitization completion. For the SF1449 form submission, offerors must complete Block 17a (Offeror Information and UEI), Blocks 30a–30c (Signature, Name/Title, and Date), and pricing information for CLIN 0001 on Page 3, with quotes valid for a minimum of 60 days. For the Buy American Certificate (DFARS 252.225-7000), offerors certifying that all compilation, digitization, and processing occurs entirely within the United States should check the applicable box and leave foreign-sourced product tables blank; those with any foreign-sourced components must list them accordingly. The Authorized Reseller's Certificate is only required if applicable to the offeror's business model; direct producers of digitization deliverables need not submit this document.

Question Answer 1 Who maintains the data after the herbarium is digitized? USAFA will be responsible for maintaining the data.

How are the specimens shipped? Specimens will be boxed and packed as fragile and then transported via freight.

3 Who covers the cost for the shipping to and from? The vendor.

Will they be shipped in a special container or in some sort of climate-controlled shipping medium?

The pressed plants in the herbarium need to be handled as fragile specimens and shipped under approximate room temperature conditions.

5 What are the dimensions on the largest specimen? All boxes will be the same dimensions and be approximately 14” x 20”

How are the specimens preserved/mounted?

Each dried pressed plant is glued to acid-free herbarium paper with an affixed label of information.

Can the required PPI be manipulated in silico or does it have to be done via the camera?

The plant specimens are preserved by camera photo. No silico like three-dimensional objects.

Is there an interested vendors list, plan holders list, or other publicly available list of companies that have expressed interest in solicitation FA700026Q0089? There is no public list at this time.

Can you provide a bit more detail on what you are requesting from us in regards to these documents? Namely:

(a) For the SF1449, do we only have to fill out blocks 17a, 30a-c, and Page 3?

(b) For the Buy American Certificate, we are confused as we are not selling any products or items. We are solely a service provider, and our deliverable is a digital file. Our incorporation is American, but we are unsure how to list our "products".

(c) Additionally, we do not believe the authorized resellers certificate is applicable, but please let me know if we need to submit this.

(a) Yes. Offerors must complete Block 17a (Offeror Info & UEI), Blocks 30a–30c (Signature, Name/Title, and Date), and the Price/Amount column for CLIN 0001 on Page 3. Ensure your quote is valid for a minimum of 60 days.

(b) This requirement is classified as a Supply procurement under PSC 7690 (Miscellaneous Printed Matter). The deliverable digital files are considered the "end products" under this contract. For the purpose of completing the Buy American Certificate (DFARS 252.225- 7000):

- If your firm compiles, digitizes, and processes the files entirely within the United States, your deliverables qualify as domestic end products. You should certify this by checking the box in paragraph (c)(1) and leaving the tables in paragraphs (c)(2) and (c)(3) blank.

- If any portion of your manufacturing/digitization process occurs outside the United States, you must list those foreign-sourced end products in the tables under paragraphs (c)(2) or (c)(3) as applicable.

(c) The "Authorized reseller's certificate" is only required if applicable (e.g., if an offeror is reselling a third-party product or software license). If you are the direct producer of the digitization deliverables, this certificate is not applicable to your quote and does not need to be submitted.

May I have the password for this, can you send or post a form that is not password protected, or do you need me to print, fill out by hand, and then scan in the document? A new pdf has been upload. - Attachment 3 Solicitation - FA700026Q0089 v2

Finally, please see the pictures below for a representative specimen. The ruler in the picture is there to provide scale for this picture and will not be in any of the specimen samples. The specimens themselves are contained within folders like the one imaged below.
