About this file

This document outlines minimum proposal requirements for a vendor to conduct balance testing and design work at the U.S. Air Force Academy (USAFA) wind tunnel facility.

The vendor must demonstrate the capability to perform three primary tasks. First, the vendor must conduct tunnel testing prior to design work, which includes using an existing balance of their own design with a test article, manufacturing a sting compatible with the USAFA facility and existing balance, and conducting balance sizing tests to quantify startup load magnitudes. Second, the vendor must analyze the acquired test data and develop specifications for a future balance design, including scaling of test and startup load data applicable to typical facility test models and balance sizing calculations to withstand all multi-component full-scale load combinations. All tunnel testing must be completed by April 1, 2027. The requirements emphasize the vendor's need for existing balance design expertise, manufacturing capabilities for facility integration, and analytical competency in load characterization and balance design optimization.

Text version

At a minimum, the proposal must satisfy the following requirements:

1. Vendor must have the ability to test startup loads, response times, and basic functionality in the tunnel prior to design work:

a. Use an existing balance of their own design with included test article

b. Manufacture a sting to integrate with the USAFA facility and existing balance

c. Conduct balance sizing testing at USAFA to understand startup load magnitudes

2. Vendor must be able to analyze the acquired data and prepare a list of specifications for a future balance design including:

a. Scaling test and start-up load data for typical facility test models

b. Balance sizing to withstand all combinations of multi-component full scale loads

3. All tunnel testing must be completed no later than April 1, 2027
