About this file
This document outlines the minimum requirements for a six-component impulse balance system to be designed, built, and delivered for use in an impulse facility. The balance must have a one-inch outside diameter and include calibration hardware as a required component. Preferred qualifications include vendor experience with similar balance types, use of semiconductor gages (with justification if foil gages are selected instead given the tunnel's 60-120°F temperature range), and provision of tunnel mounting and sting hardware with dimensioned test section schematics.
The balance system must acquire steady-state force and moment data within 80 milliseconds of nominally steady run time, with vendors preferably demonstrating this capability through acquired data from previously designed impulse balances or acceptably through analytical or FEA analysis showing natural frequency and estimated frequency response from impulse loading to steady-state acquisition. Vendors must possess the ability to conduct pre-design testing at the Academy's Mach 6 Ludwieg tube facility to establish load envelopes on canonical geometries across wide unit Reynolds number ranges, determine startup-to-steady-state load ratios, and validate steady-state and dynamic response within the 80-millisecond run window. The system must include a fully functional NI LabView-compatible acquisition system with an NI cDAQ chassis and NI-9239, NI-9237, or equivalent cards that require no additional purchases upon delivery. Vendors must provide comprehensive acceptance testing and detailed training covering unpacking, assembly, installation, wiring, calibration, data acquisition setup, model mounting, data acquisition, debugging, data processing, disassembly, and storage procedures.

At a minimum, the proposal and equipment must satisfy the following requirements:
1. Design, build, and deliver a six-component balance for an impulse facility with an outside diameter of 1 inch o Required – include balance calibration hardware o Preferred – vendor has previous experience with this type of balance o Preferred – the balance should use semiconductor gages, or the design should indicate why foil gages are being chosen instead (the temperature range of the tunnel is 60-120°F and actual temperature rise is small due to the short run times) o Preferred – also include tunnel mounting and sting hardware (a dimensioned test section schematic can be provided, if necessary)
2. The balance system must be able to acquire steady state force and moment data in 80 milliseconds of nominally steady run time o Preferred – show acquired data on previously designed and/or built impulse balances proving the system can meet this requirement o Acceptable – show analysis of the potential design indicating natural frequency of the balance design (analytical or FEA) and the estimated frequency response of the balance including time from impulse loading (startup) to steady-state acquisition
3. Vendor must have the ability to test startup loads and functionality in the tunnel prior to design work o Required – vendor must come to the Academy and test a similar balance of their design in the Mach 6 Ludwieg tube to determine:
§ Load envelope on canonical geometries across a wide unit Reynolds number range
§ Startup load to steady-state load ratios over the same range as above § Steady-state and dynamic response of the balance in the 80 millisecond run time over the same range as above
4. Vendor must include a fully functional acquisition system compatible with NI LabView software, such as an NI cDAQ chassis with NI-9239, NI-9237 or other appropriate cards o Required – must include the above components to make the system fully operational upon delivery with no additional purchases required by the Academy o Preferred – the NI components listed above for maximum compatibility with existing lab hardware
5. Vendor must include acceptance testing and training upon delivery o Required – must include acceptance testing to prove balance functionality and desired response characteristics o Required – must include training to include: unpacking, assembly, installation, wiring, calibration, data acquisition set-up, model mounting, data acquisition, debug, data processing, disassembly, and proper storage
