About this file
This document contains Questions and Answers related to a Request for Quote (RFQ) for NAF Event Security and Wanding Services at the United States Air Force Academy (USAFA).
The RFQ seeks a Service Provider to furnish trained personnel and supervision to provide Event Security Screening Support for USAFA's intercollegiate home football games, other intercollegiate home sporting events, and special events. The required services include hand wand screening of event attendees, with the Service Provider ensuring a sufficient number of trained personnel are available based on historical event staffing requirements. The contract base period is 12 months with four 12-month option periods, with an estimated award in mid-July. Pricing is on a firm fixed-price basis per event, not hourly labor rates. The Government provided clarification on insurance requirements, personnel supervision, and changes to the event duration. Respondents must identify any exceptions to the Nonappropriated Fund Standard Clauses included in the solicitation.

11. Attachment 2 (Pricing Spreadsheet) is unclear and likely incomplete. Please provide definitions for both columns D and E. Additionally, an extended price cannot be computed unless bidders are provided an additional variable (hours requested by position) to reach an extended price.

Response: Insurance shall be provided as stated in Attachment 4, Insurance, paragraph 8a: The Contractor shall, at its own expense, provide and maintain during the entire performance period of this contract at least the insurance coverage as stated in this contract. In no event shall the coverage be less than the minimum requirements established by applicable state and local regulations and laws for the risk associated with the services to be provided by the contract.
13. Multiple sections of Attachment 4 make it commercially not viable to agree with the contents of Attachment 4, specifically, section 11,14 and parts of 19..too much ambiguity.

Attachment 4 is the Nonappropriated Fund Standard Clauses included in the final award as part of the terms and conditions.
