About this file

This document is a Performance Work Statement (PWS) for event security screening and hand-wanding support services at the United States Air Force Academy (USAFA) Department of Athletics. The PWS outlines the requirements for the Service Provider to supply trained personnel and supervision to conduct event security screening at USAFA intercollegiate home games, including football at Falcon Stadium as well as other sporting events at the Cadet Field House, Gym, and outdoor venues. The Service Provider shall ensure a sufficient number of trained personnel are available based on historical event support requirements, with specific show times and personnel needs detailed in an appendix. The PWS covers requirements for training, professional appearance, customer service, search and screening procedures, entry control, and coordination with government event staff. It also lists government-furnished equipment and information. This PWS supports the related federal contract opportunity FA700024Q0052 for NAF Event Security and Wanding Services at USAFA.

1. General Information

1.1. The United States Air Force Academy (USAFA) Department of Athletics (AD) coordinates home event support for 27 intercollegiate sports programs, approximately 1,100 student athletes and 100 coaches on an annual basis. This is in direct support of the USAFA mission to create officers of character. A key factor in maintaining status as a “world-class institution” is to provide security screening to supplement the event venue support to a multitude of different venues, to all student athletes, visiting participants and staff, and the 600,000 plus patrons that visit and attend USAFA home sporting events. USAFA also has a vast array of highly visible Protocol and Institutional events which include distinguished visitors and guests.

1.2. The Service Provider shall provide trained personnel and supervision necessary to provide

Event Security Screening Support to the USAFA Department of Athletics, as well as for other special events held on USAFA. Event Security Screening Support includes the intercollegiate home football games played at Falcon Stadium and other intercollegiate home sporting events held at the Cadet Field House, Cadet Gym, and outdoor sports venues. It also covers support for Special Protocol Events and Graduation week culminating in Graduation Day.

1.3. The Service Provider shall perform Event Security Screening Support, in the form of hand-wand screening services, within the standards of this Performance Work Statement (PWS), to include performing outdoors at various times and in various types of inclement weather.

2. Description of Services

2.1 Event Services

2.1.1 Training and Event Support Requirements. The Service Provider shall provide and maintain a trained staff. Training shall be established by the Service Provider and shall be sufficient to allow employees to perform all requirements as identified in this PWS successfully.

2.1.2 The Service Provider shall ensure a sufficient number of trained personnel are available, based on the historical number of personnel required per event, and show time required to cover each event as listed in Appendix D.

2.1.3 The Service Provider shall ensure personnel working events have been adequately trained in all duties and responsibilities to which they are assigned prior to event.

2.1.4 All training shall include how to deal with the public in a courteous and polite manner.

Training shall also include proper search and screening which may include pat-down procedures and use of metal detection hand wands as applicable to the position held or task conducted.

2.1.5 Service Provider personnel shall present a neat and professional appearance and be recognizable as contractor employees for all events. This may be accomplished by wearing distinctive clothing bearing the name of the Service Provider. The Government recommends Service Provider employees working indoor events, or outdoor events when jackets or other protective outerwear is not required, wear a collared shirt (button-up or polo) to achieve a neat and professional appearance. Historically, Service Provider personnel wore neon green, neon yellow, or red polo shirts. 2.1.6 Professionalism: Service Provider personnel shall exhibit professionalism and good customer service skills at all times. This includes all pre-event, event, and post-event initiatives. Additionally, Service Provider personnel shall address and resolve problems in a courteous and expedient manner. If Service Provider personnel require assistance with unruly patrons, the Service Provider shall contact the Security Forces or the on-site Government Event Director.

2.1.7 Maintaining Assigned Post: Service Provider personnel shall be posted on time according to event requirements and remain visible and posted in key areas of responsibility and stay through the duration of the event. 2.2.1 The Service Provider shall provide enough oversight to screen all patrons entering said event properly and IAW this PWS.

2.3 Gate and Event Entry Services

This will be done by screening patrons properly while ensuring a smooth and orderly flow through entry gates, as well as ensuring a secure and safe environment for all participants, officials, staff, and patrons. Intoxicated people who display a hostile attitude and/or appear to show signs of excessive intoxication shall be refused admittance to the event.

2.3.2 Pre-Event Briefings. For indoor sport events, Hand-Wanders are required to be on site 90 minutes prior to said event and will participate in a government led event briefing. For football and graduation, when applicable, Hand-Wanders are required to be on site 2.5 hours prior to said event and will participate in a government led event briefing.

2.3.3 Searching and Screening. All persons and personal belongings entering events at USAFA are subject to search.

At a minimum, the Service Provider shall conduct a visual inspection of all spectators, attendees and shall search all hand-carried items that could conceal prohibited items or as required by the Government (see appendices A, B, and C for a list of prohibited items). Any changes in prohibited items will be provided to the Service Provider prior to event if necessary. Note: Cadets are allowed to enter with backpacks but are subject to search.

2.3.4 During an event, the Service Provider shall control all designated entry areas into facilities, to include limited re-entry back into facilities. The Service Provider shall monitor exit and entrance areas for unauthorized entry. Service Provider personnel shall not attempt any physical restraints on their own unless immediate potential harm exists to themselves or others. When necessary, event entry personnel will request assistance from the USAFA on-site Government Event Director or 10 SFS personnel.

2.3.5 Unrestricted Entry: The Service Provider shall allow unrestricted entry for all game officials, team officials, team members, team coaches, and properly credentialed event staff without these individuals having to go through the metal detectors; this includes any bags and equipment. Any contraband brought in by said individuals shall be done at the risk of the Academy, for which the Service Provider shall bear no liability. Any questions regarding entry should be directed to the USAFA on-site Government Event Director.

2.3.6 Special Considerations. Storage of prohibited or other items is not provided. Patrons shall be given the option to dispose of prohibited items or to take prohibited items back to their vehicle. All cadets must have their military ID card or Proxy card to gain entry into an event.
