Focused Interest Period – High Altitude, Low SWaP Emitter Swarms (20 December 2024 - 08 January 2024)

1.1. For the period of 20 December 2024 to 08 January 2025 Air Force CyberWorx has a focused interest in exploring data signatures of multiple Low SWaP emitters flown at high altitudes over long duration flights.

1.1.1. Air Force CyberWorx is seeking vendors capable of using Unmanned Aircraft Systems (UAS) or other innovative technologies to place low SWaP emitters into long duration, high altitude positions to create, capture, and evaluate resulting signal patterns.

Government will address personnel and equipment related to receiving, recording, and analyzing signal data related to this effort.

1.1.2. Proposals should address:

1.1.2.1. Innovative UAS solution concepts that could be developed and demonstrated to address the topic of interest including projected altitude, duration, and flexibility in flight profile.

1.1.2.2. Current UAS capabilities and experience with integration of different payloads, including any space, weight, power, and other limitations of potential future payloads

1.1.2.3. Ability to modify/design/develop/ UAS tailored to prioritized mission scenarios

1.1.2.4. Plan for agile development with iterative prototyping and testing to demonstrate mission capability and collect feedback

1.1.2.5. Working with government to develop Concept of Employment and Flight Test Plans to demonstrate UAS solution concepts and desired mission effect

1.1.2.6. Plan for execution of up to 5 Flight Test Plans, to include any limitations in time, pacing, geographic location, weather, of current and proposed to-be developed platforms and/or proposed test ranges

1.1.2.7. Familiarization training of government collaborators and evaluators

1.2. Submission guidelines:

1.2.1. Follow same submission guidelines as outlined in the body of the CSO

1.2.2. Solutions developed and demonstrated under this effort will require the contractor to:

1.2.2.1. Have experience with UAS design, development, prototyping, and testing

1.2.2.2. Have experience with DoD flight test best practices

1.2.2.3. Have experience with Unmanned Aircraft System flight testing

1.2.2.4. Have access to flight test airspace suitable for prototype testing and executing the Flight Test Plans developed

1.2.2.5. Discuss mission scenarios and objectives up to and including TS/SCI classification with access to Special Access Programs.

1.3. Response Timelines:

1.3.1. Submissions during the focused period of interest will receive an initial confirmation of receipt from the contracting officer. Final evaluation feedback and potential requests for follow-up pitches will be released in the first week following the end of the focused interest period.
