1. Focused Interest Period: USAF Software-Defined Wide Area Network Phase II (23 July 2025 – 13 August 2025)

1.1. For the period of 23 July 2025 to 13 August 2025 Air Force CyberWorx has a focused interest in exploring solutions for USAF’s Software-Defined Wide Area Network Phase II (U.S. Air Forces in Europe – Air Forces Africa (USAFE-AFAFRICA) AOR) resulting in enhancement of the NIPR and SIPR network infrastructure by adding SD-WAN, SRv6, IPAM, and upgrade the DHCP using leading technologies. The ultimate goal is to provide a dynamic, robust, and secure network infrastructure across USAFE-AFAFRICA AOR including but not limited to the following locations:

Aviano AB, Incirlik AB, Lajes AB, RAF Croughton, RAF Fairford, RAF Lakenheath, RAF Mildenhall, RAF Molesworth, Ramstein AB, Spangdahlem AB, Lask AB.

1.2. Solution must be compatible with Joint and/or DAF MAJCOMs like USAFE’s Commercial Solutions for Classified

1.3. Proposals should address fielding and integration of new technologies with existing infrastructure to include planning and engineering support prior to and during the effort. This should include licensing, services, and support for the covered, proposed period of performance and two (2) unfunded option years of service and support in meeting these objectives.

1.4. Submissions should follow the same guidelines as outlined in the body of the CSO.

2. Additional requirement information:

2.1. Pilot a proof of concept (PoC) DAFNET-Unclassified (DAFNET-U) and DAFNET-Secret (DAFNET-S) SD-WAN solution.

2.1.1. DAFNET-U SDWAN must utilize USAFE-AFARICA's Theater Segment Routing over IPv6 (SRv6) network as transport.

2.1.2. Traffic sourced from the DAF Enterprise destined for the DODIN/Internet must transit a Component Enterprise Data Center (CEDC) before leaving the DAF Enterprise. Vendor’s will coordinate with appropriate government office during execution to determine appropriate

CEDC.

2.1.3. The DAFNET-U and DAFNET-S SD-WAN solution will allow base enclave traffic to ingress and egress towards the DAF Enterprise from any other SD-WAN-enabled pilot location.

2.1.4. Coordinate with appropriate government office during execution to determine Joint Customer Edge (JCE) router status and the need to replace at all USAFE-AFAFRICA MOB that do not match the target platform to support the Proof of Concept effort.

2.1.4.1. JCE routers will be managed using the DAFINC WS out-of-band management system.

2.1.4.2. JCE routers will provide all the services of the existing router that establishes the

DAFNET-U enclave.

2.1.4.3. The JCEs must meet the requirements of the Binding Operational Directive (BOD)

2024-002 DAF Solution.

2.1.5. Deploy CEDC Temporary Gateways and migrate all DAF Main Operating Bases within

USAFE-AFAFRICA off DISA JRSS.

2.2. Test IP Address Management System (IPAM) for IPv6 deployment.

2.3. Pilot the migration of DHCP for DAFNET-U and DAFNET-S onto an automated.

2.4. Test Proof of Concept for leading edge integration with the SD-WAN Controller, USAFE and

PACAF SRv6 controllers, a DHCP automated manager, and an IPAM.

2.5. Unique tools deployed in support of the Pilot will include direct SME support and training.

2.6. Type 1 training and TO will be provided if the equipment is to be a permanent part of the AFINC

Weapon System baseline.

2.7. Staff augmentation will be provided to facilitate the operation of the pilot system at Ramstein

AB.

2.8. Provide assistance to develop a suitable Concept of Operations (CONOPS) and suitable Tactics, Techniques, and Procedures (TTP) as required. Augmentation for documentation assistance will not exceed the duration of the pilot.

2.9. Standardize log management through Enterprise Logging & Data Analytics (ELICSAR).

2.10. Pilot an orchestrator of orchestrators that shows the status of enterprise SRv6 connections across both Phase II (USAFE) and Phase I (PACAF) SD-WAN Pilots.

2.10.1. Install at Gunther AFB

2.10.2. Interface with current and future SRv6 orchestrator across differing hardware platforms.
