Additional requirements include providing access to inventory management and digital tools to track software licenses and hardware inventory; support for administering more than 8,250 Cisco Learning Credits annually; Internet Operating System (IOS) software updates to extend hardware life cycles and remediate security vulnerabilities; and demonstration of Cybersecurity Supply Chain Risk Management (C-SCRM) processes with verifiable Original Equipment Manufacturer reseller certification and Trade Agreements Act compliance. Vendors must be capable of performing work up to TS/SCI classification with access to Special Access Programs and meeting DoD certification levels up to IT-III. Submissions received during the focused interest period will receive initial confirmation of receipt, with final evaluation feedback and potential Phase II pitch requests released in the first week following the interest period's conclusion.

1. Focused Area of Interest: Cisco Global Enterprise Modernization Software and Support (GEMSS) (24 February 2026 – 3 March 2026)
1.1. For the period of 24 February 2026 to 3 March 2026 Air Force CyberWorx has a focused interest in exploring solutions that can support the Deparment of the Air Force’s (DAF’s) requirement for continued SmartNet Total Care (SNTC), Software Support Services (SWSS) and DNA Advantage software service capabilities. The DAF requires capabilities similar to, or exceeding enterprise services provided in the current Cisco GEMSS Enterprise Agreement (EA) to support Cisco branded assets. The Cisco GEMSS EA consists of the services provided to support (SNTC), (SWSS) and DNA Advantage software service coverage of Cisco equipment to include: routers, switches, and wireless technologies as well as other devices procured in the future.
1.2. Air Force CyberWorx will rely on process provided submitters to:
1.2.1. Solutions should provide 12 months of continuous capability coverage and be able to deliver solutions, services, training etc. up the TS/SCI classification level and with providers meeting required DoD certification levels to include up to IT-III.
1.2.2. Solutions should provide capability to support Cisco devices valued at $5.7 billion deployed network, route, switch, data center and wireless equipment and software required for their operation and hardware break/fix.
1.2.3. Solutions should provide seamless Cisco hardware and software maintenance support, unclassified, and classified, to an inventory worth $5.7 billion of existing and future hardware devices to include software updates and version releases including but not limited to; installation, diagnostics, fixes, and patches.
1.2.4. Solutions should provide hardware break/fix technical assistance, 24 hours a day, 7 days a week, and 365 days a year, with Cisco certified hardware/software network experts for network, route, switch, data center, and wireless equipment and software required for their operation. Technical support shall include unlimited and direct internet, email, chat, and telephone support to assist with troubleshooting and resolving minor/major hardware and software configuration and operational issues.
1.2.5. Solutions should provide access to inventory management and a digital tool/portal to distribute, track, and monitor software subscription licenses, hardware and software inventory, and access to the latest editions.
1.2.6. Solutions should provide support for remote hardware, IT, and license subscription inventory management to facilitate recording, tracking of Cisco equipment and licenses covered under the Cisco GEMSS EA.
1.2.7. Solutions should provide support for administering Cisco Digital and Continuing Education requirements to include more than 8,250 Cisco Learning Credits annually for use by the
DAF.
1.2.8. Solutions should provide support for Internet Operating System (IOS) Software: Provides major and minor updates for licensed IOS feature sets. This allows the DoD to extend the useful life of its hardware investment by increasing current functionality and ensuring compliance with network security policies and regulations. These updates are proprietary in nature and will extend the equipment life cycle by remediating security vulnerabilities or expanding product capabilities through IOS upgrades.
1.2.9. Solutions should provide hardware support for 24 hours a day, seven days a week, next business day replacement of defective hardware, minimizing potential network downtime to prevent possibility of counterfeit or grey market devices that compromise the DoD’s network security posture.
1.3. Initial use-case for proposals is to evaluate the vendor’s ability to provide GEMSS EA services to
DAF installations, CONUS and OCONUS, ensuring uninterrupted support for the DAF’s Cisco branded hardware and software.
1.4. Submission guidelines:
1.4.1. Follow same submission guidelines as outlined in the body of the CSO.
1.4.2. Vendor must be a DoD ESI Cisco certified reseller and have past experience with solutions developed and delivered under this effort. The vendor will be required to:
1.4.2.1. Provide Cisco GEMSS EA capabilities utilizing industry best practices across both commercial, government and DoD IC communities.
1.4.2.2. Demonstrate expertise in managing and tracking Cisco branded assets.
1.4.2.3. Demonstrate Cybersecurity Supply Chain Risk Management (C-SCRM) process to ensure traceable custody of critical components from foundry to the tactical user;
verifiable Original Equipment Manufacturer (OEM) reseller certification status and ability to meet Trade Agreements Act (TAA) requirements.
1.4.2.4. Perform work up to and including TS/SCI classification with access to Special Access
Programs and with providers meeting required DoD certification levels to include up to IT-III.
1.5. Response Timelines:
1.5.1. Submissions during the focused period of interest will receive an initial confirmation of receipt from the contracting officer. Final evaluation feedback and potential requests for follow-up (Phase II) pitches will be released in the first week following the end of the focused interest period.
