1. Can the government supply a Table that makes clear the exact number of contractors owned containers and government owned containers?
Rationale: The capex to purchase containers, transport and set up are material cost drivers. Clarity improves our accurate in providing the lowest cost.
A:In terms of recycling containers, roll-offs and toters, the contractor owns all of them. The number of solid waste dumpsters that the contractor owns can be found in the PWS in “appendix A” where three astricts (***) denote them being contractor owned.
2. Would the government consider a direct pass thru if the contractor selected the lowest cost disposal facility?
Rationale: The tonnage for line Item 13 includes the disposal for MSW and Recycling which are priced to us much differently because of the processing cost of mixed recycling.
A: CLIN 0013 is a reimbursable CLIN and has been removed from the bid schedule.
Additionally, the disposal facilities are operated by large public companies who are under no obligation to honor firm fixed prices to us contractors, which in turn leads bidders to price in unnecessary risk in pricing or selection of a disposal facility that is not the lowest cost.
3. Will the government extend the due date for three business days beyond the posting date of the answered questions?
Rationale: These questions have a material impact on the costing. The government does not benefit from a contractor under or over bidding.
