1. Can the contractor yard be used for vehicle storage?
A: Previously answered
2. There is a 30yd food waste container w/lid at Mitchell Hall, is this container and lid owned by the government?
A: No. This container is owned by the current contractor.
3. Will the outgoing contractor be required to paint and repair the government owned refuse dumpsters during the phase in/out period?
A: No.
4. There are several gable roofed recycle roll offs on base, are these owned by the government?
A: Yes.
5. If landfill tipping fees increase during the contract may the contractor submit a request for REA or an increase via modification to the contract?
A: The Tipping Fees are actual cost.
6. If recycling fees for any commodity increases during the contract may the contractor submit a request for REA or an increase via modification to the contract?
A: The recycling fees are captured in the Tipping Fees.
7. Please confirm in more sufficient detail what containers/equipment is owned by the Government and what containers/ equipment is owned by the Contractor. The charts provided are confusing and the asterisks denotations appear to be contradictory depending on the chart you are reviewing. Please make this clearer so all bidders understand what we are bidding on. We suggest highlighting what equipment is contractor owned.
A: In terms of recycling containers, roll-offs and toters, the contractor owns all of them as well as one compactor located at Mitchell Hall. The number of solid waste dumpsters that the contractor owns can be found in the PWS in “appendix A” where three astricts (***) denote them being contractor owned. The government owned all 4 and 6 CY Bear-proof containers as well as all compactors (minus the compactor at Mitchell Hall).
8. Please confirm this contract has a fuel escalation clause. If not, would the Government please consider adding it back?
A: Incorporating a fuel escalation clause was considered and rejected. There is no fuel escalation clause and there will be no Equitable Price Adjustment.
9. Please advise the proposed award date as the technical submission is based around providing equipment availability and delivery execution. Without an award date it is difficult to be able to tell the Government if we can provide equipment without this timeline milestone.
A: It is anticipated that award will be made by the end of October 2023.
10. Please confirm if we can park and store containers on the base overnight for contract execution.
A: Yes. Containers and vehicles can be parked in the contractors assigned yard.
11. Please confirm if we can park and store vehicles and equipment on the base overnight for contract execution.
A: Previously answered.
12. Does this contract require any COVID-specific measures?
A: No.
13. Is the contractor responsible for providing any compactors?
A: Yes. The contractor is required to provide at least one compactor at Mitchell Hall, but the contractor is also required to be able to provide additional compactors if any compactors go out of service and need a replacement until the broken compactor has been repaired.
14. What are the total number of extra 6 Cy containers needed?
A: The government does not have a specific number of required 6CY containers. However, if there are special requests of 6CY containers, it is expected that the contractor is able to support the event.
15. Please elaborate on how the contractor should price the tipping fees. Can cost be submitted to the government for price adjustment when the landfill rates increase?
A: The Tipping Fees are actual cost. There should not be a bid for the Tipping Fees.
16. What is the number of personnel and truck routes currently servicing the contract?
A: This is proprietary information and cannot be shared.
17. Is there an area on the AFA supplied as a contractor storage yard?
A: Yes.
18. Is there any historical data about the last contracted year that can be shared? Annual tonnage for MSW, recycle, C&D, number of routes used for contract?
A: This is not available.
19. Please confirm who’s responsible for maintenance on the compactors.
A: The contractor is responsible for all compactor maintenance. However, if it has been proven that the compactor has been vandalized or damaged by another party and at no fault of the contractor, then it will be the governments responsibility to pay for repairs.
