RE: Asbestos and Lead-Based Paint Testing Results Repair HVAC Arnold and Harmon Halls United States Air Force Academy Colorado Springs, Colorado 80840 Empirical Project Number 351840

Dear Mr. Merola:

The purpose of this report is to present the results of the Limited Asbestos Containing Material (ACM) Testing and Lead-Based Paint (LBP) Testing conducted by Empirical Environmental, LLC (Empirical) on October 16th, 2018 in the mechanical rooms beneath Arnold and Harmon Halls at the United States Air Force Academy (USAFA) in Colorado Springs, Colorado (subject site). The areas included in this testing event were: the cooling tower on the roof of Arnold Hall; mechanical rooms 314, B001, B002 and B003S; and the tunnels connecting these mechanical rooms. This testing was performed prior to renovation activities and was directed by the client.

1.0 LIMITED ASBESTOS CONTAINING MATERIAL TESTING

The limited ACM testing included a visual inspection of suspected ACM at the renovation/removal areas, bulk sample collection of suspect ACM, and sample analysis of collected bulk samples.

This testing did not include materials that were not going to be impacted during renovation or removal activities such as ducting and air handlers.

A visual inspection and select bulk sample collection for suspected ACMs were performed by Ms.

Sheila Sealander, Colorado State Certified Asbestos Building Inspector (Certification Number 8737). A copy of Ms. Sealander’s certification is presented in Appendix A. Additionally, a copy of Empirical’s Asbestos Firm certification is presented in Appendix A. A visual inspection and limited sampling for suspect materials were completed October 16th, 2018. Sample nomenclature is as

Limited ACM and LBP Testing HVAC in Arnold and Harmon Halls, USAFA Colorado Springs, CO November 2, 2018

Empirical Environmental, LLC 2 follows: XX-YY-ZZ where XX indicates the building name; YY homogeneous number; and ZZ indicates the consecutive sample number. It should be noted mechanical rooms B001, B002 and B003S were beneath Harmon Hall and not Arnold Hall.

Bulk samples were collected from select materials on the roof and in the mechanical rooms that were reportedly going to be impacted during renovation or removal activities. These samples were submitted to EMSL Analytical, Inc. (EMSL) in Denver, Colorado for analysis of asbestos utilizing Polarized Light Microscopy (PLM). EMSL is an accredited laboratory for the analysis of bulk asbestos samples and is a member of the National Voluntary Laboratory Accreditation Program (NVLAP #200828-0). EMSL’s NVLAP certification is presented in Appendix A. The laboratory results are presented in Appendix B. This report is based on the bulk sample analysis results. Base site diagrams were supplied by Schendt Engineering Corporation (SEC).

Suspect materials are considered positive for asbestos if the materials contain greater than 1% asbestos. As required by the U.S. Environmental Protection Agency’s (EPA’s) National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations, point counting analysis should be performed if the analyst detects asbestos in the sample and estimates the amount by visual estimation to be less than 10%, or the owner or operator of the building may either assume the amount to be greater than 1% and treat the material as ACM or require the verification of the amount by point counting. Several pipes were labeled as being “Asbestos Free” and were not tested in this testing event.

ROOF

Nine (9) asbestos samples were collected from the cooling tower components on the roof. It was reported the cooling tower would be replaced. Access to the interior of the cooling tower was not possible at the time of this testing event. One (1) insulated pipe was observed north of the cooling tower. One (1) sample consisting of mastic, insulation and wrap was collected from this pipe, sample number AH-01-01. This sample was reported as not containing asbestos. 2.0 LIMITED LEAD-BASED PAINT TESTING

This limited lead-based paint (LBP) testing was performed on October 16, 2018 by Ms. Sheila D.

Sealander, (Colorado Lead Risk Assessor Certification number 8950) and was directed by the client. This testing was performed prior to renovation/removal activities in the mechanical rooms, tunnels and at the cooling tower on the roof. This testing was not intended to be a LBP Inspection

Colorado Springs, CO November 2, 2018

Empirical Environmental, LLC 6 or Risk Assessment as defined by the U.S. Department of Housing and Urban Development

(HUD).

Testing was performed using a Niton XLi-702a Series Lead Analyzer (Serial Number 14719) that utilizes X-Ray Fluorescence (XRF) technology. The XRF’s testing mode was set at K & L Spectra Mode during this testing and the assay (source) date was February 1, 2015. This type of sampling is non-destructive. Empirical calibrated the XRF according to manufacturer’s directions prior to and at the end of the testing. Substrate correction is not recommended for this XRF instrument.

The Niton XRF does not have inconclusive readings or ranges, therefore paint chip sampling is not necessary.

Fifty-five XRF readings were taken during this testing event: six (6) were for calibration purposes;

nine (9) were null or incomplete readings; and 40 were at select locations at the subject site.

Six (6) XRF readings were taken on painted surfaces associated with the cooling tower on the roof. These XRF readings were below the EPA standard for lead-based paint of 1.0 milligram per square centimeter (mg/cm2) and would not be considered LBP. XRF results are presented in Appendix E. Figure 6 in Appendix C depicts the approximate locations of XRF readings.

Four (4) XRF readings were taken in mechanical room 314 and the tunnel chase to mechanical room 314. Three (3) of these XRF readings was below the EPA’s standard for lead-based paint of 1.0 mg/cm2 and would not be considered LBP. One (1) XRF readings was above 1.0 mg/cm2 and would be considered LBP. This reading was located on the teal centrifugal separator by the west wall. The approximate XRF reading locations are presented in Figure 7 in Appendix C.

Six (6) XRF readings were taken in mechanical room B001. These XRF readings were below the EPA’s standard for lead-based paint of 1.0 mg/cm2 and would not be considered LBP. The approximate XRF reading locations are presented in Figure 8 in Appendix C.

Two (2) XRF readings were taken in mechanical room B012. These XRF readings were below the EPA’s standard for lead-based paint of 1.0 mg/cm2 and would not be considered LBP. The approximate XRF reading locations are presented in Figure 8 in Appendix C.

Ten XRF readings were taken in mechanical room B002. These XRF readings were below the EPA’s standard for lead-based paint of 1.0 mg/cm2 and would not be considered LBP. The approximate XRF reading locations are presented in Figure 9 in Appendix C.

Ten XRF readings were taken in mechanical room B003 and two (2) in the tunnel between B002 and B003. These XRF readings were below the EPA’s standard for lead-based paint of 1.0

Colorado Springs, CO November 2, 2018

Empirical Environmental, LLC 7 mg/cm2 and would not be considered LBP. The approximate XRF reading locations are presented in Figure 10 in Appendix C. The XRF results are presented in Appendix E.

Disturbance of lead-based paint or lead-containing paint will need to comply with the Occupational Safety and Health Administration’s (OSHA’S) Lead Standard, 1926.62.

The XRF readings and locations are enclosed in Table 1, Appendix E. The Lead Risk Assessor’s certification and Empirical’s Firm certification are included in Appendix A.

3.0 CONCLUSIONS AND RECOMMENDATIONS

Upon completion of the limited ACM testing and review of the sample results, asbestos containing materials were not reported in the tested materials in mechanical rooms 314, B012, B002 or B003.

Asbestos was reported in four (4) samples collected from the insulation and pipe wrap on pipes in the northwest corner of mechanical room B001 by P15 and CV-7. It was unknown at the time of this report how much of this piping would be removed. Additionally, the pipes in B001 south of mechanical room B012 should be considered ACM as they were labeled as having asbestos.

Any pipes that are not labeled or were not tested in this testing event that will be impacted, should be presumed to be ACM.

Lead-based paint was detected on the teal-colored centrifugal separator in mechanical room 314 by the west wall.

4.0 LIMITATIONS

Empirical has performed limited ACM and LBP testing on the materials that were reportedly going to be impacted during renovation/removal activities in mechanical rooms 314, B001, B012, B002, and B003, in the tunnels between the mechanical rooms and the cooling tower at Arnold and Harmon Halls at the USAFA in Colorado Springs, Colorado. Empirical used analytical results to assess whether ACMs were present in the samples and XRF results to determine if the paint was LBP. This limited testing is not a guarantee that ACMs or LBP are limited to those areas where identified in this report. This sampling event was directed by the client. Other sampling data at a different time or location may provide different results. The limitations of this limited testing should be recognized as conclusions are formulated on the environmental risks associated with this property. Empirical does not warrant the work of regulatory agencies or other third parties supplying information which may have been used during the preparation of this report.

This limited ACM and LBP testing report was prepared for the exclusive use of SEC for specific application to the subject property. No warranties, either expressed or implied, are made or intended. The material contained herein shall not, in whole or in part, be disseminated or
