1.1.1 Installation will be defined as the property and facilities located within the jurisdiction of the United States Air Force
Academy (USAFA) where work is being accomplished.
1.2 PRECEDENCE
1.2.1 Individual installation specific requirements specification sections shall take precedence over the requirements in this section.
1.3 PROJECT DESCRIPTION
1.3.1 The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for the construction work associated with this project covered under this contract, to include design and engineering services incidental to construction.
The Contracting Officer (CO) will conduct negotiations with the
Contractor. The services required by the contract included, but not limited to trades such as audio visual, structural steel, doors & hardware, seating, carpentry, plumbing, electrical, telecommunications, mechanical, painting, pipe fitting, sheet metal, welding, concrete, masonry, asbestos and lead paint removal, security hardware, etc.
1.4 CONTRACT DOCUMENTS, REFERENCE STANDARDS, AND PUBLICATIONS
1.4.1 The following documents are a part of the solicitation and any resultant contract. The Contractor shall utilize the referenced documents in the accomplishment of project construction. The standards and publications listed in each section of the specifications form part of these specifications to the extent referenced. The Contractor shall conform to the provisions of the most recent issue of the listed standard or publication.
1.4.1.1 Unified Facilities Criteria (UFC)
a. The UFC shall be used as the standard building code for all construction under this contract. The UFC website is http://www.wbdg.org/ccb/browse_cat.php?o=29&c=4. 1.5 EXECUTION
1.5.1 Pre-Performance Construction Meeting
1.5.1.1 Before work begins on this contract, the Contracting Officer will arrange for a meeting with the Contractor to discuss the contract in general, including administrative matters, project requirements, submittal procedures, approval and payment schedule, quality control expectations, traffic control, construction access requirements, as-built criteria, performance requirements, security procedures, accident prevention, safety, and fire prevention briefings.
1.5.2 Business Telephone
1.5.2.1 At the beginning of this contract, the Contractor shall provide the applicable Contracting Officers a Contractor personnel telephone number, e-mail, and website for regular working hours. The
Contractor shall also provide after hours (emergency) telephone numbers for the Program Manager and Installation Construction
Manager, as a minimum. The Contractor shall provide the CO with an updated phone list whenever changes in personnel or phone numbers occur. The Contractor is required to provide a means of mobile communications (i.e., cellular phone and/or pager) for the Program
Manager and Installation Construction Manager, Superintendent, Quality Control Officer, and their respective alternates, for the life of the contract. Communications equipment will require special coordination and clearance with installation communications authorities.
1.5.3 Exclusion Periods
1.5.3.1 Exclusion Periods in Computing Completion Schedules: No work will be required during an exclusion period. Such a period shall not be considered in computing the time allowed for completion. The contractor may, however, perform work during all or any part of this period upon receiving written approval from the Contracting
Officer. The contractor shall provide a written request to work during the exclusion periods to the Contracting Officer. The
Government will determine exclusion periods for each individual task order. This paragraph shall apply to all task orders throughout the contract performance period and any extension of performance.
1.5.4 Work Hours
1.5.4.1 The Contractor shall complete the work of this project between the hours of 7:00 a.m. and 4:00 p.m. local time, excluding Saturdays, Sundays, and Federal Holidays, and as coordinated with the Theater and Facility Managers. Access to work sites may be restricted to these hours and days. All other times shall be considered non-standard hours and multiplied by the appropriate coefficient. Work during non-standard hours not specified as required by the
Contracting Officer will be priced using the coefficient for standard hours. The Contractor may not work during non-standard
SECTION 01 00 00 Page 3 of 12 hours unless the request and justification is approved by the
Contracting Officer. The Contractor must submit a request and justification for working non- standard hours to the Contracting
Officer at least 5 working days prior to working non-standard hours.
Work that requires inspection during accomplishment or that prevents inspection of other work after accomplishment must be coordinated with and approved in advance by the Contracting Officer. Inclement weather, operational delays, and security related delays might affect the Contractor’s work periods. The Contractor must make allowances for these events, as resulting lost time will not be reimbursable.
a. The Government only recognizes the following legal holidays established by federal statute:
(1) New Year's Day, 1 January
(2) Martin Luther King Day, third Monday in January
(3) President’s Day, third Monday in February
(4) Memorial Day, last Monday in May
(5) Independence Day, 4 July

In addition, site conditions will not always permit installation in the locations shown. Drawings showing equipment, piping, ducts, conduit, etc., to be removed, altered, or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting ducts, conduits, hangers, light fixtures, structural items, and temporary walls, etc. All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are essential and necessary for the completion of the work, and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work. When this situation occurs, the final placement of permanently installed items shall be subject to approval by the applicable CO, and shall be documented in the As-Built Drawings. The
Contractor shall be responsible for inspecting to his satisfaction all areas/items of possible conflict. Failure to verify the
SECTION 01 00 00 Page 5 of 12 dimensions and locations will be at the Contractor's risk and shall not relieve the Contractor from accomplishing the work required by the contract.
1.5.10 Project Proposal
1.5.10.1 The Contractor shall provide a written proposal describing his approach to the proposed project work described in the Government’s
Construction Documents. The Contractor’s proposal shall include, at a minimum; a written narrative describing their approach to the subject project, drawings to show the intended work, a schedule showing the

The
Contractor shall provide bi-weekly construction updates on an AF
Form 3065 or equivalent.
(2) The Contractor will provide, as part of the proposal, a basic design solution showing a complete understanding of the requirement. Drawings shall be used on-site for reference during construction as well as red-line drawings. Design incidental to accomplishing the required tasks shall be required. The extent of these designs will depend upon the complexity of each task. Under the scope of this contract, the complexity will not necessarily require the services of a registered architect or engineer. However, the Contractor shall provide sufficient design documentation to substantiate the proposed approach for the task. Also, designs shall clearly illustrate compliance with all applicable building and construction codes. The Government will identify the extent of documentation that the Contractor shall include in the proposal.
1.5.11 Record Drawings
1.5.11.1 During the progress of the contract, the Contractor shall keep a set of red-line drawings on the job site. Red-line drawings shall be based on the design drawings provided by the Contractor in

1.3 DESIGN AND CONSTRUCTION STANDARDS
1.3.1 In addition to the general guidelines contained in division 1 through 48 of this specification, the contractor will comply with the USAFA Design and Construction Standards. In cases where the general guidelines and the USAFA guidelines are in conflict the
USAFA guidelines take precedence. These standards are meant to provide a list of required products, mandatory design constraints, and mandatory construction criteria for all construction preformed on the United States Air Force Academy. The standards provide technical information to plan, design, construct, operate, and maintain Academy facilities. These criterions are to aid in the development of an acceptable project, meeting the requirements of the Academy, and shall not replace the work of the Designers or their best judgment. The goal is to assure that the Academy is provided with functional and long-lasting buildings, based on experience with existing Academy buildings, and maintenance issues that have been encountered. Electronic and printed copies of Academy
Standards should be periodically checked against the current electronic version prior to use to verify the copies are current.
The current electronic versions are available at the Headquarters
(HQ) USAF Academy Civil Engineer website address:
http://www.usafa.af.mil/cec. Included divisions are Architectural, Architect- Engineer Design, Civil, Communications, Computer
Drafting, Electrical, Environmental, General, Mechanical &
Mechanical Control, and Roof standards.
1.3.1.1 Standards Content
a. The Standards are divided into several chapters and sections similar to the Unified Facilities Criteria Format Standard (UFC
1-300-01).
(1) Design Requirements
