26 Jun 18 UPDATES: Correct answers to questions 46, 111, 124, 184, and 214.
1. Has the Scope of Work, under this new solicitation remained the same, decreased or increased compared to the current contract?
Answer: Requirement has changed from current Academic Custodial contract, FA700012C0007. Current contract did not have a minimum teaming compliment (MTC) requirement. Additionally, task and frequency chart (Appendix A – Air Force Common Levels of Service Standards) have been updated and now matches the Air Force standardized format.
2. What is the total contract value of all option years, including the base year for the current contract?

4. We are registered in the SBA’s repository as a WOSB and EDWOSB and I believe that addresses the requirement spelled out on page 35 of the subject solicitation, but I just wanted to confirm with you. My business opportunity specialist (BOS) isn’t very familiar with the WOSB regulations and I am not sure who the “assigned BOS” is as she is my “8a-assigned BOS” but nothing related to WOSB. Is there anything else that needs to be done in terms of advising the Contracting Officer regarding JV status?
Answer: Language in the solicitation under page 35, Section d) Part IV, paragraph iv) is revised as follows: “Joint Venture Agreements - Joint Ventures are allowable on competitive Women-Owned Small Business set-asides; however, the joint venture agreement and certification of compliance must be received by the SBA and Contracting Officer NO LATER THAN the proposal due date, in accordance with the restrictions outlined in 13 CFR 127.506. If you are contemplating a joint venture on this project, the WOSB Program participant in the joint venture must submit a written certification to the contracting officer and SBA, signed by an authorized official of each partner to the joint venture, as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your SBA representative has adequate time for a thorough review before the proposal due date.”
The WOSB program participant will be required to be registered in the SBA repository. Additionally, language in the solicitation regarding the SBA business opportunity specialist (BOS) is replaced with the term SBA representative. Recommendation is to work with your local SBA office to ensure you are properly completing the joint venture agreement and certification of compliance.
5. I noticed a change to the FBO posting on 4 June 2018, can you please inform us what change was made?
Answer: The change was made to add the date proposal are due to the FBO posting. This time and date was already included in the solicitation but we wanted to make sure it was also included on the FBO posting.
6. Reference solicitation document, page 32 of 41, paragraph 3. Site Visit Information, can the Government provide a list of the buildings that will be toured as part of the site tour?
Answer: A copy of the itinerary (to include building names) has been added as an attachment to the FBO posting.
7. Reference Attachment 1 – PWS, page 9, paragraph 1.5.1. Contractor Personnel Requirements (Minimum Teaming Compliment), the government states "while the MTC identifies a minimum number of Full-Time Equivalent (FTE) personnel for contract performance it DOES NOT necessarily represent the total workforce that is required to fully perform the requirements of the PWS"
a. Does this statement imply either more than the 70 FTEs as well as less than the 70 FTEs?
b. Does the current contract with JDD have a MTC? If so, what is that amount?
c. Does the government forecast requiring offerors to bid the government mandated 70 FTE's will increase the cost to provide services in comparison to the current contract values?
Answer: a. This statement implies the minimum number of personnel required to fulfill MTC requirements is 70 FTEs. The contractor may see it necessary to provide more than 70 FTEs to fulfill contract requirements. However, that is a contractor’s decision.
b. The current contract does not have an MTC requirement.
c. The government does not release forecast or independent government estimate (IGE) information. The government’s expectation is that the contractor will propose according to the requirements outlined in the solicitation and accompanying attachments.
8. Reference solicitation document, page 34 of 41, Addendum to FAR 52.212-2 Step II Technical Proposal, please provide more detail to explain what the government requires in the offerors staffing plan (ex. manning tables).
Answer: The Government does not have a preference regarding the format of the staffing plan. Staffing plan should sufficiently describe and/or plot out the contractor’s plan for meeting the MTC.
9. Block 28 of the SF 1449 requires the offeror to submit two (2) signed copies. However, Addendum to FAR 52.212-1, Section 4 "Addenda to FAR 52.212-1, Proposal Preparation Instructions," part a) requires "one (1) hard copy and one (1) compact disk (CD)" of Part I, Price Proposal. Please clarify.
Answer: The SF 1449 and Part I Price Proposal are two separate sections/documents. The contractor should provide a signed completed copy of the SF 1449 per the instructions in block 28. The Part I Price Proposal should be submitted per the Addenda to FAR 52.212-1 Proposal Preparation Instructions.
10. Addendum to FAR 52.212-1, Section 4 "Addenda to FAR 52.212-1, Proposal Preparation Instructions," e) "Format for all Parts," paragraph ii) states "Typing shall not be less than 12 font, with 1" margins on each side of the page." Are government-provided forms -- such as the SF 1449 and Attachment 2 - Price Schedule -- and/or documentation not prepared by the offeror (such as "Examples of performance (letters, metrics, customer surveys, independent surveys, etc.)" permitted in the past performance volume -- excluded from the font and margin requirements?
Answer: Documentation not prepared by the offeror, such as the government provided SF 1449 and Attachment 2 – Price Schedule and/or non contractor prepared "Examples of performance (letters, metrics, customer surveys, independent surveys, etc.)" permitted in the past performance volume are not required to be greater than or equal to 12 font. However, documents must be legible.
11. Are headers and footers providing organizational requirements (e.g., offeror name, volume, page number, etc.) excluded from the 12 point font requirement?
Answer: Headers and footers providing organization requirements are excluded from the 12 point font requirement, as long as they are legible.
12. Addendum to FAR 52.212-1, Section 4 "Addenda to FAR 52.212-1, Proposal Preparation Instructions," e) "Format for all Parts," paragraph iv) states "Electronic copies of all data submitted with the proposal shall be submitted on one (1) compact disk." Does the government mean one CD per volume, thus four CDs total? Please clarify.
Answer: All volumes can be submitted on one (1) compact disk. Each volume should be separated into an individual folder and clearly identified.
13. PWS 1.10.1 states, in part, "Contractor shall begin Urgent work within thirty (30) minutes during duty hours or one (2) hour after duty hours, upon notification." Is the after duty hours response to be within one or two hours? Please clarify.
Answer: PWS has been updated to correctly state two (2) hours.
14. PWS 4.2 states, in part, " The contractor is not required to perform services on Federal Holidays EXCEPT for Memorial Day last Monday in May, Independence. Day - 4 July, Labor Day - 1st Monday in September, Columbus Day - 2nd Monday in October and Veteran's Day - November in the Visitors Center only." Please confirm that custodial services for those five holidays are ONLY to be provided in the Visitors' Center.
Answer: Correct, for those 5 holidays, cleaning is only required in the Visitors Center.
15. Appendix D of the PWS states that the Contractor's QCP, Cleaning Frequency Schedules (CFSs), and Primary/Alternate POCs are due upon contract award. PWS 4.19 requires the initial schedule to be submitted at the pre-performance conference, which usually occurs after award but prior to the first day of contract performance. Typically, a contractor is provided a window after contract award but prior to the first date of performance (during the transition/phase-in period) to prepare and submit initial deliverables. Please clarify.
Answer: Contractor’s QCP is due on the Full Performance Date and CFSs are due by the Pre Performance Conference.
16. Appendix F lists Known Special Events. Are the numbers provided after the number of games, matches, etc. the estimated typical average number of attendees/participants? Please clarify.
Answer: Correct, they are estimated attendance numbers.
17. Addenda to FAR 52.212-1, on page 33 of 41, the instructions for Part II -- Technical Proposal request 1 hard copy of the proposal. There is not mention of an electronic copy, as there is for the other three parts. Is an electronic copy for Part II - Technical Proposal required in addition to the hard copy? Please clarify.
Answer: An electronic version of Part II Technical Proposal is not required. Hard copy is sufficient
18. Reference solicitation document, page 35 of 41, item e) ii): We read this to indicate smaller, legible fonts (smaller than 12 point font) are acceptable in Excel "workbooks" as essentially being "charts and tables". Please clarify.
Answer: Correct, less than 12 point font is acceptable for Excel workbooks, as long as the font is legible.
19. Is the clause at FAR 52.208-9 Contractor Use of Mandatory Sources of Supply or Services included in the solicitation?
Answer: The clause at FAR 52.208-9 – Contractor Use of Mandatory Sources of Supply or Services is being added and requires that supplies or services to be provided under this contract for use by the Government are required by law to be obtained from nonprofit agencies participating in the program operated by the Committee for Purchase from People Who Are Blind or Severely Disabled (the Committee) under 41 U.S.C. 8504.
20. We request a list of restrooms, or even just a total number of restrooms to be supported under any contract resulting from the referenced solicitation, as we do not find this information in the Solicitation.
Answer: A complete package of the floor plans, for the facilities covered under this contract, is available. The updated package has been emailed to all companies who attended the site visit or have requested the floor plans previously. Any companies who have not yet reached out to the government, may do so to obtain an email with the floor plans. The government has an estimated count of 202 restrooms, contractor should verify via available floorplans.
21. We noted an increased level of trash collection during the last three weeks of May due to graduation. Does the government have historical labor reports to document the number of increased labor hours during this period? (1.1.5) (4.5.)
Answer: The government does not have historical labor reports. This information is provided for informational purposes. Trash collection during this period ramps up due to cadets cleaning out dormitory rooms and preparing to move out for the summer.
22. Are supply storage areas secured and available exclusively to the contractor and authorized government personnel?(1.2.3)
Answer: Yes
23. Projected labor hours to comply with the governments MTC is approximately 165,000 hours annually. Using the WD and CBA rates, cost of direct labor to meet the MTC will significantly increase the current value of the contract. (1.5.1) (1.4) (1.5.1) (1.10) (1.10.0) (1.10.2) (1.10.3)
Answer: The government does not release forecast or independent government estimate (IGE) information. The government’s expectation is that the contractor will propose according to the requirements outlined in the solicitation and accompanying attachments.
24. Will the government consider proposals that offer different staffing plans than the one outlined in the solicitation?
Answer: The government has no preference on the format of the staffing plan. However, the contractor’s staffing plan must meet the MTC requirements of the solicitation.
25. Is the 2018 CBA or supplemental available?
Answer: The updated CBA, with current effective rates has been provided at attachment 4 to the solicitation. The contractor will be responsible for negotiating updated CBA rates with the Union once the current rates expire.
26. Is the current contract at MTC level?
Answer: The current contract does not have an MTC requirement.
27. It appears the governments estimated contract value is far below the cost of complying with the MTC. Please clarify.
Answer: The government is currently reevaluating the maximum contract value. Contractors should provide an adequate proposal to meet the requirements of the solicitation and all accompanying attachments. There are many item nos. in the price schedule that may or may not be awarded on a month-to-month basis. If a contractor’s total evaluated price exceeds the maximum contract value, that does not necessarily make their proposal unawardable.
28. Please confirm the gov’t is responsible for the repair and replacement of trash compactors. (1.6)
Answer: Yes, the government is responsible for trash compactors
29. Special Events, Urgent and As Required Cleaning Services (1.10). Will the Government create a separate CLIN for Special Events? Will it be Reimbursable?
Answer: The government does not intend to create a separate CLIN for Special Events, Urgent and As Required Cleaning Services. The performance work statement (PWS) requires that the contractor plan on a total of 10,000 hours and that these hours should be built into the contractors FFP proposal. Pricing for this requirement should be included in the price schedule, item no. X014. This support will not be added under a separate reimbursable CLIN.
30. Requirements for Falcon Stadium (1.13). Is snow removal by the contractor expected? Pls. confirm that the contractor and not the vendor is responsible for maintaining the Porta toilets.
Answer: No, snow removal will be performed by the Grounds Maintenance contractor and Porta Toilets are the responsibility of the base Portable Chemical Toilets contractor.
31. Whiteboards (1.14.1) Have the whiteboards been quantified for the contractor?
Answer: See Revision 1 PWS paragraph 1.14.1.
32. Will proposal pricing expected to be in accordance with Air Force COLs levels?
Answer: The performance work statement (PWS) was developed using Air Force COLs levels. Pricing should be in accordance with the Attachment 2 – Price Schedule.
33. Spot Cleaning (1.14.5) Please confirm the maximum height for spot cleaning requirements to be 72”.
Answer: Correct. However, spot cleaning of backboards is required regardless of height.
34. Reference the governments’ response to the question around WOSB certification via the SBA Repository. Please clarify the response and provide the WOSB certification required by the USAFA. Per FAR Subpart 19.1503 Section D and 13 CFR 127, the WOSB program approves self-certification via the SBA WOSB repository.
Answer: In accordance with FAR 52.219-30(c)(3), “The Contracting Officer will ensure that the apparent successful offeror has provided the required documents to the WOSB Program Repository. The contract shall not be awarded until all required documents are received.” If two companies choose to form a joint venture for this requirement, they must follow the regulations at 13 CFR 127.506(e).
35. Performance Threshold (PWS, pg 13) do the thresholds per quarter apply to all buildings?
Answer: Yes
36. Is a list of the total number of restrooms to be supported under this solicitation available?
Answer: The government has an estimated count of 202 restrooms, contractor should verify via available floorplans.
37. Refer to PWS page 27, Cleaning Level 2 – Basic and Cleaning Level 3 Academics, the totals are not calculated correctly.
Answer: Totals have been updated for all four (4) facility levels. See revised PWS.
38. Reference PWS Appendix E please provide your definition of FTE as it relates to weekly hours. Is it 30, 35 or 40 hours per week?
Answer: The term full-time equivalent (FTE) is considered interchangeable with the term full-time employee. In accordance with the Collective Bargaining Agreement (CBA) at Attachment 4, a full-time employee is considered 35-hours/week.
39. PWS para. 1.5.1. Will the government consider staffing by an Offeror under the minimum teaming compliment (MTC) requirement?
Answer: No. The staffing plan must meet or exceed the MTC requirements of the PWS.
40. PWS para. 1.2.3 Stock Restroom Supplies- does the government have minimum supply par levels for restroom supplies that have to be stored in designated areas?
Answer: No. Supply par levels are a contractor’s decision.
41. PWS para. 1.2.3 Stock Restroom Supplies- what type of restroom supplies need to be stored in designated areas and where are these storage areas located?
Answer: Sufficient custodial closets/storage space is provided in each area of each building. The types of supplies to be stored are a contractor’s decision.
42. Does the FTE staffing on the MTC at Appendix E include the 10,000 estimated hours for the special, urgent and as requested cleaning services?
Answer: In order to meet MTC requirements of the performance work statement (PWS), the contractor must have a minimum 70 FTEs on staff throughout performance of the contract effort. The MTC requirement takes into account the solicitation requirement as a whole.
43. PWS para. 1.10.2- When the COR schedules special event cleaning, will he/she request minimum hours per event? If yes, please provide the history of minimum hours per event.
Answer: No, the contractor should factor into their proposal flexibility to be responsive to special event requests.
44. Classification of Woman-owned set aside- What proof do you require to validate Offerors are majority woman-owned companies?
Answer: In accordance with FAR 52.219-30(c)(3), “The Contracting Officer will ensure that the apparent successful offeror has provided the required documents to the WOSB Program Repository. The contract shall not be awarded until all required documents are received.”
45. If the registration in the WOSB repository for the SBA does not meet the requirement for certification of compliance what does meet the requirement?
Answer: 13 CFR 127.506(e) Certification of compliance, states what must be included.
46. Reference Attachment 1 PWS 4.1.2: Will the government identify how many personnel are currently working by shift?
Answer: The government does not have number of personnel by shift available. A current roster of employees will be provided to the contractor after contract award, during the transition period. Additionally, a list of anniversary dates for 50 current full-time employee has been posted with the solicitation on FBO.
47. Reference Attachment 1 PWS 4.1.2: When are each of the individual facilities available for cleaning?
Answer: 24 hours/day
48. Reference Attachment 1 PWS 1.5.2: Will the government be providing any vehicles for the contractors?
Answer: No government furnished equipment will be provided under this contract.
49. Reference Attachment 1 PWS 1.5.2: Will the current contractor vehicles be included in the contract at award?
Answer: Any equipment or vehicles being used under the current contract are contractor provided. No government furnished equipment will be provided under this contract.
50. Reference Attachment 1 PWS 1.5: Will the government provide the average monthly cost for contractor purchased materials and supplies? Is the current contract required to perform IAW FAR 52.208-9? Will the government identify the current vendor for contractor purchased materials and supplies?
Answer: The current contract did not include the clause at FAR 52.208-9. An average monthly cost for contractor purchased materials and supplies is not available. The government does not have information on where the incumbent contractor is purchasing materials and supplies.
51. Reference Attachment 1 PWS 1.5.2: Will the government specify the count, year, make and model for current contractor vehicles supporting this requirement?
Answer: This information is not available.
52. Reference Attachment 1 PWS 1.5 & 3.2: Will the government provide a list that specifies what equipment is contractor provided, or government provided (for example, vacuums, turf sweeper)?
Answer: No government furnished equipment will be provided under this contract.
53. Reference Site Visit Discussions: Given the forthcoming PWS changes referenced at the site visit, and timeliness for Questions and Answers, will the government provide a reasonable extension?
Answer: An extension is being provided. See amendment to the solicitation for date and time proposals are due.
54. Reference solicitation: page 3 of 41; contract maximum amount $18,500,000. Question: When pricing the Minimum Teaming Compliment (MTC) with the CBA the amount is more than the maximum value, will the government please adjust this number to a realistic dollar value.
Answer: The government is currently reevaluating the maximum contract value. Contractors should provide an adequate proposal to meet the requirements of the solicitation and all accompanying attachments. Answer: Correct. In accordance with the Addendum to FAR 52.212-2, Table 1 – TECHNICAL EVALUATION RATINGS, a contractor will receive a “Fail” technical evaluation rating if: “Contractor has not provided a staffing plan that clearly meets the Minimum Teaming Compliment (MTC) requirements of the PWS.
56. Reference: Solicitation. Question: What is the current staffing for the contract? What is the contract value of the current contract?

57. Reference: Cadet area cleaning Question: Are background checks provided by base security, or is it the contractor’s responsibility to perform?
Answer: The government performs background checks when the contractor submits individual employee base access request forms. See solicitation clause AFFARS 5352.242-9000.
58. Reference: Solicitation Question: How many cadets are on campus during summer months? Question: Are cadets on campus year-round?
Answer: Cadets are on campus during summer months, however, the population is significantly reduced.
59. Reference: PWS 1.10.3 – As Required: There are an estimated 150 As Required requirements estimated at 600 man-hours per contract year. Question: Are these 600 hours to be added to our price? Question: Please confirm these As Required services will be performed and billed upon COR approval.
Answer: Special Events, Urgent and As Required Cleaning Services require the contractor to plan on a total of 10,000 hours per year across all three requirements. These hours should be built into the contractors firm-fixed-price (FFP) proposal.
60. Reference: PWS 1.13 – Requirement for Falcon Stadium: Question: Please provide historical data for the number of staff and the hours worked during events at Falcon Stadium?
Answer: This information is not available.
61. Reference: Solicitation Question: Will the Government allow for additional questions based upon inquiries and answers following the Site Visit?
Answer: The government does not intend to open another period for questions or requests for information.
62. Reference solicitation: Page 33 of 41 Question: Please confirm that a CD copy is not required for Part II – Technical Proposal.
Answer: Correct, a CD copy is not required for the Part II – Technical Proposal.
63. Reference: PWS page 26 of 33 Question: Please confirm that Library Additional Services, above AFCOLS, will be performed on Sunday only.
Answer: The tasks identified in the table “AF CUSTODIAL SERVICES: Above AFCOLS” for Library Additional Services requires performance on Sunday only.
64. Reference: CBA Question: Will the government please provide an updated CBA?
Answer: Attachment 4 – CBA has been updated to include current wage rates under Addendum A. The contractor will be responsible for negotiating updated CBA rates with the Union once the current rates expire.
65. Reference: PWS 1.10 – Special Events, Urgent, and As Required Cleaning Services Question: Are the 10,000 hours for these services inclusive of the MTC or are they in addition to the MTC?
Answer: MTC is defined as the required minimum amount of staffing necessary for performance of the contract requirements. The contractor shall employ at least a minimum number of qualified employees to perform the services DESCRIBED in the PWS. While the MTC identifies a minimum number of Full-Time Equivalent (FTE) personnel for contract performance it DOES NOT necessarily represent the total workforce that is required to fully perform the requirements of the PWS.
66. Reference: Supplies, Equipment and Contractor areas Question: Please provide total of toilet paper dispenser and sizes, notice 4 different kind and sizes on the site visit? Question: Please provide total paper towels dispensers, 4 different kind and sizes on the site visit? Question: Please provide total of soap dispensers, noticed multiple brands of soap dispensers on the site visit? Question: Will space be provided for a washer and dryer to launder microfibers? Question: During the Site Visit we noticed that most janitors closet were unsecure, is the contractor allowed to keep them secure? Question: Will the government please provide the size (square feet) of the main office and supply area designated to the contractor? Question: Is the contractor storage area equipped with the proper electrical outlets for charging large floor equipment?
Answer: The number and sizes of toilet paper dispensers are not available. The number and sizes of paper towel dispensers are not available. The number of soap dispensers is not available. Currently there are no hookups for a washer/dryer. The contractor can most certainly secure janitor closets. Floor plan is provided for Fairchild Hall, which includes the designated contractor area. Yes there are plenty of electrical outlets to charge large floor equipment (110).
67. 2. What is the requirement for interior/exterior window cleaning, if any?
Answer: Interior/exterior window cleaning is not a requirement under this contract.
68. 3. Is the underground tunnel between cadet gym and field house part of the requirement?
Answer: Yes, the floor surface is polished concrete and the square footage is captured in bldg. 2170.
69. 4. Are the tennis courts outside the cadet gym part of the requirement?
Answer: The outdoor tennis courts are not included as part of this requirement.
70. 5. Are there any other exterior requirements besides the latrines and facilities at the stadium?
Answer: No
71. 6. Is there any seat cleaning involved at Falcon Stadium before, during or after an event?
Answer: There is no requirement for the contractor to clean seats.
72. 7. Is the 10,000 man-hours (PWS 1.10) already included in the Government’s MTC FTE calculations?
Answer: The MTC requirement covers the PWS as a whole. It is the contractor’s responsibility to properly staff in order to fulfill all contract requirements covered in this solicitation.
73. APPENDIX B - ESTIMATED SQUARE FOOTAGE AND CLEANING LEVEL - Level 4 Special Services (Athletic Facilities). Is the seating area square footage included in the Square Feet listed? If not, Please provide the Square Feet for all seating areas that require cleaning.
Answer: No, the government does not have square foot measurements.
74. Please Provide the Floor Plans for all Facilities cover under this Solicitation.
Answer: Updated floor plans have been provided to those who submitted initial requests. If you have not received floor plans, please request them from david.willers@us.af.mil and alex.kephart@us.af.mil.
75. Will there be any tasks required for the parking garages and parking lots?
Answer: No
76. The PWS only specifies the stripping and waxing of stairs and stairwell in the Level 4 Special requirements. The process for stairs is much more labor intensive per SQFT. Is the SQFT of the stairs and stairwells included in the total Sqft for Hard Floors? Please provide the total SQFT of stairs, stairwells and landing that require stripping and waxing.
Answer: Square footage of stairs is incorporated in the hard floor total.
77. PARTICIPATION MATS - What are the tasks and frequencies for cleaning the participation mats? What is the total SQFT of participation mats to be cleaned?

81. It was noted that there are hand sanitizer dispensers in all the facilities visited. It is also noted that Hand Sanitizers is not specified in the PWS as being a contractor responsibility. Are the hand sanitizer dispensers intended to be part of the current contract? If so, please revise the PWS to clearly state the requirements.
Answer: No, the hand sanitizer dispensers are not part of the contract.
82. Are there any snow removal requirements for this contract? If so, is contractor required to supply salt and supplies to accomplish these tasks? (i.e., removing of snow and salting of entrance ways, etc.) Who provides the snow removal equipment?
Answer: Snow removal is not a requirement of this contract.
83. Does the government furnish any equipment for the athletic facilities cleaning requirements?
Answer: There is no government furnished equipment (GFE) provided under this requirement.
84. Who provides consumable supplies such as toilet paper, hand towels; seat covers, sanitary products, hand soap and trash can liners? If the contractor does, please provide product descriptions and usage history.
Answer: Contractor provides all supplies necessary to meet solicitation and resultant contract requirements.
85. Are trash receptacles conveniently located near all buildings or do we need to haul trash to central bins?
Answer: Trash receptacles are located near each facility and the contractor is required to haul trash to these centrally located bins.
86. Minimum Teaming Compliment - "While the MTC identifies a minimum number of Full-Time Equivalent (FTE) personnel for contract performance it DOES NOT necessarily represent the total workforce that is required to fully perform the requirements of the PWS." To properly cost our model, we need to determine how many full-time vs. part-time employees will be utilized. Both groups are benefit eligible, but with different criteria. Please provide the number of full-time and part-time personnel the Government used to calculate the Minimum Teaming Compliment required in appendix E.
Answer: The government does not release estimate information. Staffing decisions for this requirement are at the contractor’s discretion, so long as they meet the MTC requirement.
87. Parking on base - Is there any costs associated with parking? Do vehicles be it company owned or its employees owned need any special on campus registration or tag? If so what are the costs associated with parking vehicles? Will the contract personnel be able to park vehicles in close proximity as the government does?
Answer: There is no cost associated cost with parking. Vehicles will not need any sort of special registration. Contractor shall not park in Government reserved spots. General parking is available throughout the Cadet Area.
88. Are there any cleaning products requirements; whereby you require specific brands or type of cleaning supplies that must be used other than the basic cleaning products? Are there any "Mandatory Source" Requirements under the resulting contract?
Answer: The government does not require specific brands or types of cleaning supplies. However, the clause at FAR 52.208-9 – Contractor Use of Mandatory Sources of Supply or Services is being added and requires that supplies or services to be provided under this contract for use by the Government are required by law to be obtained from nonprofit agencies participating in the program operated by the Committee for Purchase from People Who Are Blind or Severely Disabled (the Committee) under 41 U.S.C. 8504.
89. Do you require Day Porters if so how many are required?
Answer: No, the government does not require day porters. However, the contractor should be able to respond to urgent cleaning requirements in a timely manner per the PWS, paragraph 1.10.1.
90. Please provide the list of government personnel at the pre-proposal conference and site Visit and indicate their involvement in the current contract as well as their involvement is the evaluation of this procurement and the resulting follow on contract.

Answer: A secure yard for parking contractor owned vehicles is not available. General parking is available throughout the cadet academic and athletic facilities areas.
94. Is the contractor responsible for replacing damaged restroom dispensers?
Answer: The contractor is not responsible for replacing damaged restroom dispenser.
95. It was stated during the Site Visit that the contractor must maintain 2 weeks of supplies in each facility and cannot remove any of these supplies without the approval of the COR. What section of the RFP states that the Contractor are required to stock 2 weeks of supplies in each facility at all time? How often are the supplies required to be brought up the minimum stock levels? Will the awardee be required to purchase all incumbent inventories in place on the last day of Transition? Please provide the quantities required to be maintained for each facilities.
Answer: This appears to have been a misunderstanding. Stock levels are a contractors decision. There is no requirements for the incoming contractor to purchase incumbent inventories during transition. Refer to PWS paragraph 1.2.3. for requirement details.
96. Please provide the provisions, requirements, tasks and frequencies in the current RFP, that have been added, deleted or modified from the current contractual requirements.
Answer: Requirement has changed from current Academic Custodial contract, FA700012C0007. Current contract did not have a minimum teaming compliment (MTC) requirement. Additionally, task and frequency chart (Appendix A – Air Force Common Levels of Service Standards) have been updated and now matches the Air Force standardized format. Contractor is responsible for providing a sufficient proposal to meet the solicitation requirements.
97. High Dusting - High dusting includes surfaces above approximately six (6) feet up to ten (10) feet. Surfaces could include items such as shelves, bookcases, storage lockers, window sills, hand rails, pictures, clocks, window blinds, ceiling fans, etc. Does this include light fixtures and vents? Does this include removing, cleaning and replacing light covers, shatter guards and infusers? Will vents be required to removed?
Answer: Refer to PWS para 1.3.3. No removal of infrastructure is required to accomplish this service.
98. It was noticed that in several Level I and Level II buildings visited that were there was considerable shredder chaff on the floor around the shredders and tracked a considerable distance from the shredders. What is the contractors responsibility and the Government's expectations for both hard and carpeted floors considering that sweeping and vacuuming is only required once a week for level 1 and only twice a month for level 2?
Answer: The contractor is required to accomplish the service as set forth in the PWS Appendix A – Air Force Common Levels of Service Standards. If the customer requests additional services an "As Required" may be initiated.
99. It was noted during the site visit that numerous facilities have roll up shades and fabric blackout shades. The requirement for cleaning these shades is not stated in the PWS and should be treated differently than vertical and horizontal blinds. Will there be a requirement to clean the shades added to the PWS?
Answer: Vertical blinds, roll up shades and fabric blackouts are not covered in this contract.
100. Numerous facilities had large outside verandas. Who is responsible for servicing these areas?
Answer: Outside verandas are not part of this contract requirement. These areas are handled under base contracts.
101. Several building have brass floor plates. The cleaning and polish of these floor plates are not mentioned in the PWS. Will the contractor be required to clean and polish these Brass Floor plates?
Answer: The contractor will consider this part of the floor and no polishing will be required.
102. Are there any Waterless Urinals in any of the facilities? If so, how many? What brand and model? What are the required tasks and frequencies for servicing them?
Answer: No
103. Since we were not permitted to see all building during the site visit, please provide the statistics for doors that have glass in order for bidders to bid doors with glass cleaning: Number of entry/exit doors with glass for each building The sizes of each entry/exit doors with glass within each building
Answer: There is no glass cleaning in the custodial contract except mirrors in all restrooms.

Answer: Payments under the resultant contract from this solicitation are in accordance with FAR Clause 52.212-4(i) Payment. The contractor may invoice monthly for services rendered and accepted by the Government.
110. Is the contractor required to clean the refrigerators, microwaves and ice machines located in the break rooms/areas?
Answer: No.

Request for relevant information: non displacement of Qualified Workers Under Service Contracts; The regulations require that workers on a federal service contract who would otherwise lose their jobs as a result of the completion or expiration of a contract be given the right of first refusal for employment with the successor contractor.
Since the Federal Government’s procurement, interests in economy and efficiency are served when the successor contractor hires the predecessor’s employees. Their studies have shown that a carryover work force reduces disruption to the delivery of services during the period of transition between contractors and provides the Federal Government the benefits of an experienced and trained work force that is familiar with the Federal Government’s personnel, facilities, and requirements.
Since all Offers will see immediate reductions in the cost of hiring new workers do to this regulation all Offers will need to be provided the same information about the current incumbent force has does the incumbent and those Offers that them may team or collaborate with. They would have an unfair competitive advantage over other Offers without this cost saving information.
a. Please provide all Offers, the number incumbent employees on the list the contractor is required to provide the government upon request and the current position these employees are qualified for.
b. The employee wages and benefits are the major direct cost passed through as a direct cost to the government. 1.10 SPECIAL EVENTS, URGENT, AND AS REQUIRED CLEANING SERVICES. Upon notification, the contractor shall perform Urgent, Special Event, or As Required cleaning in any area covered under this contract. The COR shall issue a work request for the required work tasks. The contractor shall plan on an estimated 500 Urgent, Special Event, or As Required cleaning services with an estimated 10,000 man-hours per contract year. The work effort required by Urgent, Special Events, and As Required elements, shall be included as part of the total contract price. Urgent, Special Event, or As Required cleaning requirements shall not interfere with the contractor’s regularly scheduled cleaning requirements.

Answer: In order to meet MTC requirements of the performance work statement (PWS), the contractor must have a minimum 70 FTEs on staff throughout performance of the contract effort. The MTC requirement covers the solicitation requirement as a whole. Periodic work and special events are just two areas of the contract requirements.
Are we deducted if this is not provided?
