This pre-solicitation notice provides information for an upcoming solicitation for academic and athletic facility custodial services at the United States Air Force Academy. The notice provides contact information for questions and identifies the contracting officer, acquisition team lead, and Academy ombudsman. An appendix with a task and frequency chart has been updated to match the Air Force standardized format. The current incumbent contract did not include a minimum teaming complement requirement that will be included. The pre-solicitation notice serves to notify potential offerors of an upcoming solicitation but does not obligate the government for any bid preparation costs.

FA700018R0021 Academic Custodial – Pre Proposal Site Visit, 11 June 2018
1. Mailed or hand-delivered proposals are due 25 June 2018 at 2:00 PM Mountain Time. Facsimile and e-mailed proposals will not be accepted, Information for delivery is highlighted in the Addendum to FAR 52.212-1.
2. Questions and requests for clarification or information must be submitted in writing NO LATER THAN 14 June 2018 at 2:00 PM Mountain Time. Answers will be compiled and posted to FBO.
3. Language in the solicitation regarding Joint Venture Agreements will be tailored to read as follows:
· “Joint Venture Agreements - Joint Ventures are allowable on competitive Women-Owned Small Business set-asides; however, the joint venture agreement and certification of compliance must be received by the SBA and Contracting Officer NO LATER THAN the proposal due date, in accordance with the restrictions outlined in 13 CFR 127.506. If you are contemplating a joint venture on this project, the WOSB Program participant in the joint venture must submit a written certification to the contracting officer and SBA, signed by an authorized official of each partner to the joint venture, as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your SBA representative has adequate time for a thorough review before the proposal due date.”
· Previous language stated, “the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract.” There is no approval from the SBA required for WOSB joint venture agreements. However, please work with your SBA BOS to ensure your Joint Venture Agreement meets the intent of 13 CFR 127.506.
4. The TEP will be calculated using the following table. The Total price for each Price Element is the Price Element (Price) multiplied by the Quantity. The TEP is the sum of the “Total” column.

5. Minimum Teaming Compliment (MTC): The Government does not have a preference regarding the format of the staffing plan. Staffing plan should sufficiently describe and/or plot out the contractor’s plan for meeting the MTC.
· While the MTC identifies a minimum number of Full-Time Equivalent (FTE) personnel for contract performance, it DOES NOT necessarily represent the total workforce that may be required to fully perform the requirements of the PWS
6. The clause at FAR 52.208-9 – Contractor Use of Mandatory Sources of Supply or Services is being added and requires that supplies or services to be provided under this contract for use by the Government are required by law to be obtained from nonprofit agencies participating in the program operated by the Committee for Purchase from People Who Are Blind or Severely Disabled (the Committee) under 41 U.S.C. 8504. This means any contractor supplied toilet paper, paper towels, etc.
7. Requirement has changed from current Academic Custodial contract, FA7000-12-C-0007. Current contract did not have an MTC requirement. Additionally, task and frequency chart (Appendix A – Air Force Common Levels of Service Standards) have been updated and now matches the Air Force standardized format.
There were a total of forty-one people who attended the site visit. All of the sites included in the itinerary were visited.
The following questions were asked at the site visit:
1. Are the press boxes in Clune Area the responsibility of the contractor? No
2. Is the registration in the Women Owned Small Business (WOSB) repository meet the requirements for certification of compliance? No
