PERFORMANCE WORK STATEMENT

FOR

MILITARY & STRATEGIC STUDIES

CADET BATTLE LAB SUPPORT

10 May 2016

1. GENERAL DESCRIPTION OF RESEARCH SUPPORT REQUIRED

1.1 The Department of Military & Strategic Studies engages in multiple research projects categorized under the overall topic of, “Testing Strategic Approaches Affecting Integration of U.S. Joint, Interagency and Coalition Assets in the Future Battlespace.” The Department is seeking support for expertise with integrating different types of hardware, networking and software, as well as the development and support of academic scenarios. The ability to work with new, innovative platforms is critical.

1.2 Background. In July 2010, the Department of Military and Strategic Studies opened its

Cadet Battle Lab (CBL). This laboratory will allow USAFA cadets to explore and apply concepts they are taught in their classes. This laboratory is complex however, containing its own computer network, audio-visual displays and support equipment. A dedicated support person is required for this facility to function and provide our academic instructors the support they need to increase cadet learning.

1.3 Organizational Conflict of Interest (OCI). The contractor shall identify and handle any known or perceived OCI issues under this task order in accordance with the basic contract.

1.4 Data Rights. The Government has unlimited rights to all deliverables under this TO. The

Government shall retain custody of all records associated with contractor deliverables and shall have exclusive control in the distribution of all written deliverables.

1.5 Magnitude of Effort. The Period of Performance (POP) is 12 months from date of award.

The government anticipates no more than one (1) FTE during this period with specific skills and abilities required to support this effort. The Government has an anticipated budget of

$120,000 to $140,000 for this requirement.

1.6 Technical Point of Contact. Technical Point of Contact. The Customer Service

2. DESCRIPTION OF SERVICES

2.1 Provide advice and assistance to the Cadet Battle Lab (CBL) Director on all matters pertaining to the daily operation, function, and status of the CBL;

2.2 Advise and assist in the development of, a diverse offering of gaming/simulation scenarios as required by department instructors to accomplish Military and Strategic Studies course desired learning objectives;

2.3 Implement gaming/simulation scenarios as required by department instructors to facilitate cadet learning of contemporary multi-domain military concepts. A successful scenario will effectively simulate various threat environments engaging multiple forces (US Joint, Interagency, and Coalition) and will either facilitate cadet interaction and decision-making within the scenario or may be used in a demonstration mode to illustrate or emphasize concepts and/or procedures, as determined by the instructor’s teaching needs;

2.4 Assist course directors with integrating gaming/simulation scenarios into their courses that align with course learning objectives/proficiencies;

2.5 As requested by course directors or cadet academic advisors, provide research guidance and analysis for projects utilizing gaming/simulation in the research design. Successful accomplishment of this assistance includes, but is not limited to: identification of and recommendations for suitable gaming/simulation platforms to address research questions posed by cadets and/or faculty; advising/assisting in the design/development of scenarios utilizing available gaming/simulation software to address research questions/projects;

advising/assisting in data collection/analysis efforts for projects using available gaming/simulation software;

2.6 When requested by course directors and/or individual course instructors, be capable of providing accurate counsel on the planning and execution of contemporary, multi-domain military operations in a dynamic simulated mission threat environment;

2.7 Integrate hardware and software across a standalone network in order to support laboratory exercises and academic scenarios. Specifically, this support includes setting up and conducting exercise scenarios as required by course instructors/directors on specified lessons throughout the academic year. Accomplishment of this service will result in the Cadet Battle

Lab being able to fully support cadet classes when required during the academic year per instructor and course director requirements.

2.8 As required, participate in and contribute to local-area (USAFA, Colorado Springs and suburban areas, Fort Carson, Schriever AFB , Cheyenne AFS, Peterson AFB) Cadet Battle

Lab (CBL)-related scenario and learning methodology meetings, conferences, seminars, and/or working groups;

2.9 Evaluate the effects of introducing new software into a proven operational environment.

Successful accomplishment of this assistance will allow course directors and course instructors to understand the requirements the software imposes on student learning and how the software supports the course academic scenario.

2.10 Advise and assist in identifying applicable tools, software programming, alternative gaming/simulation platforms, and data integration opportunities to implement into academic scenarios. Given specific software, the contractor should be able to advise the CBL Director on the ability of the software to conduct CBL scenarios in support of classes or research.

2.11 Maintain the Cadet Battle Lab (CBL) in excellent working order to facilitate course instruction and related laboratory events. (Note: IT support such as .mil/.edu network support, computer repair, Operating Systems software patching equipment inventory, and equipment acquisition are not included in these duties). These duties include maintaining accurate and detailed inventories of all CBL equipment; ensuring the CBL is prepared and ready for daily use; and opening/securing the CBL daily (depending on operational/usage requirements). Given detailed IT, environmental and equipment support available, the contractor would alert the proper officials to ensure the CBL is available for classes and able to support requirements. The required service result is a well-maintained and fully operating laboratory area suitable for the conduct of classes or research programs by cadets, faculty and professional staff of USAFA. Laboratory equipment must be maintained in accordance with manufacturer instructions in proper operating condition sufficient to meet CBL requirements.

If equipment becomes inoperable it must be diagnosed by the contractor within 24 hours

(excluding weekends and holidays) and the CBL Director must be informed during the same period. A successful solution must be implemented within the following 48 hours (excluding weekends and holidays). If resolution of the problem is beyond the capability of the contractor the problem must be referred to the manufacturer or qualified service technician for repair within 24 hours of the initial diagnosis period (excluding weekends and holidays).

The CBL Director must be kept informed at least weekly of problem resolution.

3. DELIVERABLES

3.1. For each task assignment, an expected delivery time will be provided by the laboratory director ranging from one week to six months. Task expectations will be based upon necessary skills identified in Section 4 below. For example, tasked with the creation of a scenario for implementation in MSS 485, Fall 2016, for implementation in the CBL lesson

28, the contractor would provide all software for the above scenario by lesson 28; configured and ready to support the academic lesson. All necessary hardware would be configured as well. Contractor would also support the academic instructor during the lesson by running software programs and displaying scenario information when course instructors require it.

The contractor can expect up to 6 laboratory support task lessons for each of 3 MSS courses and up to 5 laboratory lessons for 6 MSS majors courses during each semester.

For each task the following deliverables are required:

a. Written report of progress due one week before implementation date.

b. Final Report upon task order completion shall be submitted to the technical POC, quality assurance personnel (QAP), Contracting Officer (CO), and upon acceptance, the Defense

Technical Information Center (DTIC) as required.

4. CONSTRAINTS

4.1 Proven expertise in using Microsoft operating systems such as Windows 7 and MS Server

2012 R2.

4.2 Implementation of research scenarios through programming in a variety of existing software systems, especially with regard to military-specific modeling and simulation platforms.

Examples include (not required): Tiller’s Modern Airpower; Matrix Games’ Command Naval

Air Game; html; Unity and Blender Software; Next Generation Threat System.

4.3 Familiarization with research methods, design, and processes either through academic training, scholarship/publication(s); or continuing education.

4.4 Collecting data produced from scenario implementation for analysis by students and/or staff.

4.5 Integration of R&D hardware/software into existing laboratory functions.

4.6 Familiarization with contemporary military strategy, operations and tactics to successfully implement scenarios.

4.7 Professional verbal, written and technological communication.

4.8 Proven ability to work in a team environment with academicians, technical experts, and subject matter experts, demonstrating respect and professionally mature group and individual interaction skills.

5. REQUIRED TRAVEL

No travel is required. Should travel be needed in the future, it will be reimbursed in accordance with FAR Part 31.
