PERFORMANCE WORK STATEMENT
FOR CAStLE IN HQ USAFA/DFEM
14 April 2016
1. GENERAL INFORMATION.
1.1. Overview. The Center for Aircraft Structural Life Extension (CAStLE) requires A&AS support in the area of program management support. Since 1995, CAStLE has been a U.S. Air Force Academy
(USAFA) research center operating within the Academy’s Department of Engineering Mechanics
(DFEM). CAStLE’s research focus is to provide technical solutions to the problems and costs associated with corrosion, fatigue, and all other forms of material degradation as they affect structures, vehicles, and infrastructure in the United States.
1.2. Background. CAStLE performs its mission through in-house research and the use of multiple contract vehicles, including an Indefinite Delivery/Indefinite Quantity (ID/IQ) task order contract and multiple Cooperative Agreements (CA). Support is needed in the area of program management of
CAStLE activities. The specific requirement is described in Paragraph 2 below.
1.3. Organizational Conflict of Interest (OCI). The contractor shall identify and handle any known or perceived OCI issues under this task order in accordance with the basic contract. The person hired to perform this service will have access to the data of other contractors. Apogee Engineering shall require the employee to sign a nondisclosure agreement.
1.4. Data Rights. The Government has unlimited rights to all deliverables under this TO. The
Government shall retain custody of all records associated with contractor deliverables and shall have exclusive control in the distribution of all written deliverables.
1.5. Magnitude of Effort. The anticipated Period of Performance is from 1 September 2016 through
31 August 2017. The Government has an anticipated budget of $160,000 to $180,000 for this requirement.
1.6. Technical Point of Contact. The Customer Service Representative (CSR) for this effort is

1.7. Inherently Governmental Functions. The performance of management support can occasionally blur the lines between support and the performance of functions that are inherent to the government. At no time shall the contractor perform inherently governmental functions as specified in FAR 7.5 –
Inherently Governmental Functions. If it is unclear whether or not a particular function is inherently governmental, the contractor should consult with the CAStLE Program Director or Contracting Officer.
2. DESCRIPTION OF SERVICES (Management Support)
The contractor shall perform the following tasks in support of CAStLE operations. For this paragraph and its subtasks, performance will be considered satisfactory when reports and products are complete, clear, timely and require only one or fewer revision(s).
2.1. Contractor Deliverables and Task Status Reviews. The contractor shall review contractor deliverables and report weekly on their status. Deliverables include, but are not limited to, Contract Funds
Status Reports (CFSR), Quarterly and Monthly Reports, Task Schedules and deliverables unique to specific Task Orders. Deliverables shall be reviewed with respect to the following:
Timeliness, referenced to the specific Task Order requirement.
Quality and completeness of the deliverable.
Any problems or concerns with Task Performance, either raised by the contractor(s) or inferred from the content of the deliverable.
Recommendations for improvements to deliverables to the Director.
Review of deliverables is a weekly task, and requires weekly reporting to the Director, or Technical
Director in the Director’s absence, on their status. Reporting shall consist of annotations to CAStLE’s invoicing Microsoft Excel spreadsheet on a weekly basis.
2.2. Summary Task Reports. The contractor shall prepare Summary Task Reports for the CAStLE
Director for those customers (e.g., the KC-135 Chief Engineer, the T-38 ASIP manager) who have multiple CAStLE Task Orders in progress. These reports require some or all of the following:
Task progress and interrelation between tasks and overall objectives.
Status of all deliverables, highlighting those that are late.
Integrated schedules, highlighting schedule problems that have the potential to impact one or more task orders.
Recommend corrective actions to the Director.
Reports shall be prepared using Microsoft Word and/or Excel and delivered via e-mail to the CAStLE
Director or Technical Director. Maximum frequency will be once per month.
2.3. Manage Task Orders. The contractor shall provide management expertise for assisting with managing current and new Task Orders. This support includes one or more of the following:
Assisting in the authoring of Work Statements and the associated Contract Data Requirements
List (CDRL).
Assisting in developing an estimate of the effort required for the Task.
Coordinate/communicate with the CAStLE customer and the 10th Contracting Squadron regarding issues affecting Task Order performance.
Recommend corrective actions to the Director.
2.4. Document Preparation. Documents shall be prepared in Microsoft Word, Excel and/or PowerPoint depending on the product. Conversion of these documents to Portable Document Format (.pdf) will occasionally be required. They shall be delivered electronically via e-mail to the CAStLE Director or
Technical Director. The frequency is approximately 36-48 documents per year, but may be very heavily weighted toward the end of the government Fiscal Year (FY).
3. DELIVERABLES
The contractor shall deliver the reports of Paragraph 2 in electronic format to the CAStLE Director or the
Technical Director at the times and in the format described in the subtasks of that paragraph.
4. CONSTRAINTS & QUALIFICATIONS
4.1. Minimum Qualifications. The contractor shall have the following minimum qualifications:
A bachelor’s degree (or higher) in science or engineering, with a minimum of 5 years’ experience in science/engineering.
Three or more years’ experience with program/project management. (Project Management certification is not required.)
Fluency with Microsoft Word, Microsoft PowerPoint and Microsoft Excel.
Excellent oral and written communication skills.
4.2. Desired Qualifications. Is it desired that the contractor have the following qualifications:
Three or more years’ experience with the government contracting process.
Three or more years’ experience with aircraft, which might include one or more of the following:
aircraft procurement, aircraft maintenance, aircraft/aircrew operations.
Experience using common Earned Value Techniques/Tools: Budgeted Cost of Work Performed, Actual Cost of Work Performed, Earned Value, Variances, etc. for the purpose of assessing the financial/schedule health of a project.
Familiarity with the U.S. military and its rank/grade structure.
Experience with oral/written communication in a military environment.
5. TRAVEL
Approximately four CONUS trips will be required in the performance of this contract. The exact travel locations are TBD.
