1.0 DESCRIPTION OF SERVICES

1.1 Purpose: The purpose of this effort is to provide system/equipment sustainment for the weather sensing equipment at existing Missile Alert Facility (MAF) sites, which provide wind, temperature, relative humidity, pressure, rainfall, visibility, lightning, and cloud height data for Air

Force Global Strike Command (AFGSC) missions. AN/FMQ-22 data delivery is to a local display and directly to the Air Force Joint Environmental Toolkit (JET) for transmission worldwide. There are currently a total of 47 AN/FMQ-22 platforms located near Malmstrom AFB, Montana, F E

Warren AFB, Wyoming, and Minot AFB, North Dakota.

1.2 Scope:

The scope of this effort includes sustaining current and future weather sensor suites at 45 AFGSC MAF sites, 1 FMQ-22 sensor suite at the F.E. Warren weather flight, and 1 FMQ-22 sensor suite at the

Malmstrom weather flight through equipment replacement/upgrades, maintaining the suite of equipment at the sites, to include Periodic Maintenance Inspections (PMI), annual calibration of the sensors and other site upkeep, and responding to equipment outages to provide repair actions. It also includes performing system enhancements as necessary (design, development, integration, implementation) to ensure the various sensors, and installed hardware and software are supportable, compatible, and satisfactory to provide high quality sensor readings, and full and timely transfer of data for the life of the system.

1.3 Background: Headquarters (HQ), Air Force Global Strike Command Weather Operations

Branch (HQ AFGSC/A3OW) has responsibility for providing overall system sustainment for the sites and all required modifications. HQ AFSPC has used Contractor Logistics Support (CLS) for these sites since 2002, when the BLM stopped providing maintenance support.

2.0 Reference Documents: Requirements for reference documentation are dynamic. Related documents and electronic files will be made available to the contractor as necessary.

3.0 Contractor Tasking/Requirements: The contractor shall provide engineering/technical services for the effort described within Section 3.1 below.

3.1 Contractor Requirements

3.1.1 Program Management and Administrative Support (1 CME):

3.1.1.1. Manage this task order to ensure efficient, effective accomplishment of all tasks. Provide a single point of contact for all related technical and procedural matters, and provide administrative support as required for document preparation, meetings, and other tasks. Provide a technical report

(action items) as necessary (CDRL A045A) documenting in-process and technical interchange meetings (TIMs).

3.1.1.2 Develop a roadmap for sustaining the weather sensor functional capability at all locations.

Develop a roadmap identifying obsolete equipment, equipment approaching obsolescence, and potential replacement equipment necessary to keep systems operational for the next 3-5 years

(CDRL A045D). The roadmap will address operational availability, integration issues, and spare parts issues, including cost data. Provide roadmap updates at least annually. Provide Trip Reports for all trips (CDRL A045E).

3.1.1.3. Provide scheduled system maintenance support. Provide a single point of contact and telephone number to AFGSC/A3OW for maintenance support activities at sensor sites. Provide system-level trouble-shooting and maintenance to include all telecommunications services. Provide

Page 6 of 18 25 January 2017, Basic CET a maintenance plan/annual maintenance plan update documenting all procedures and response activities, to include scheduled and unscheduled maintenance support, trouble ticket system, and sparing (CDRL A045C). Provide Trip Reports for all trips (CDRL A045E).

3.1.1.4 Provide unscheduled system maintenance support. Provide a single point of contact and telephone number to AFGSC/A3OW for maintenance support at sensor sites. Provide trouble-ticket system and maintenance escalation procedures. Provide initial response to any reported sensor site equipment or reporting outage within 48 hours of receipt of outage report (excluding non-working days), and to respond to the site to repair/swap-out failed equipment within 192 hours (assuming spares are available). Provide system-level trouble-shooting and maintenance to include all telecommunications services. Provide Trip Reports for all trips (CDRL A045E). Include these task activities in the Maintenance Plan (CDRL A045C).

3.1.1.5 Obtain tower climbing certification. Currently one of the AN/FMQ-22 sensors is located on a tower to improve reception and there is a possibility that more of the installs could require the same.

It will be necessary to climb this tower in order to perform maintenance on any of these sensors.

3.1.1.6. TCNO Management. The contractor shall take appropriate actions to patch FMQ-22 system as required in order to close identified vulnerabilities within the time periods specified with each time compliance network order (TCNO). The government shall provide the tested and applicable patches to the contractor or designated individual (via SharePoint or disc) which need to be applied to the

FMQ-22 system.

3.1.1.7. Maintenance and update of Technical Manual. The contractor shall maintain and update the existing TO in accordance with the process as defined in TO 00-5-3 AF Technical Order Lifecycle

Management. The contractor shall be responsible to ensure Technical Manuals and data are written to a scope and depth of coverage sufficient to support the operations and maintenance concepts, and to the Reading Grade Level (RGL) specified in MILSTD-38784, Standard Practice for Manuals, Technical: General Style and Format Requirements.

3.1.1.8. The Government will provide the current "Technical Manual, Maintenance and

Troubleshooting Guide with Illustrated Parts Breakdown (IPB) Automatic Meteorological Stations

AN/FMQ-22" to the Contractor.

3.1.1.9. The Program Office has full responsibility for TO management oversight, including the validation of the TO and TCTOs. The need for corrections, changes, revisions, or supplements will be identified by the government or contractor. The contractor shall accomplish corrections to the manual until the Program Office validates the final manual.

3.1.1.10. The contractor shall participate in periodic reviews to allow insight by the government into

Technical Manual development processes and ensure contract compliance. The contractor shall host, at the contractor's facility or another location identified by the government where the equipment can be accessed for verification, periodic in-process reviews and a prepublication review (i.e. when ready for final) to ensure the Technical Manuals are being developed according to contract requirements and that open discrepancies are cleared prior to publication.

3.1.1.11. The contractor shall provide ongoing maintenance of the existing government TO for accuracy, currency and configuration of source data throughout the contract period of performance.

The contractor shall incorporate changes to the TO in the event of required corrections, equipment configuration changes, and maintenance and or operational concept changes.

4.0 DELIVERY SCHEDULE AND PERIOD OF PERFORMANCE.

4.1 Period of Performance: Performance is projected to begin 16 August 2017, with 100% of the contracted man-year equivalents (CMEs) in place no later than 16 August 2017. The period of performance shall be for one (1) base year of 12 months and four (4) 12-month option years. The Period of Performance will be as follows:

Option Year 1: 16 August 2018-15 August 2019

Option Year 2: 16 August 2019-15 August 2020

Option Year 3: 16 August 2020-15 August 2021

4.2.1 Maintenance Plan/Updates

4.2.2 In-Process Reviews (IPRs)/Technical Interchange Meetings (TIMs)

The contractor shall attend regular IPRs, over the phone, as approved by the Government Program

Manager (PM). The purpose of these meetings shall be to brief the progress of each assigned task, and to solicit input and concurrence of work performed. The contractor shall generate materials and data summaries as required to aid in the discussion of technical issues and shall support IPRs/TIMs as required.

4.2.3 Installation/Integration Plan (IP)

The contractor shall provide a plan detailing any new equipment installations at MAF sites. The plan shall include site survey, site preparation, agency responsibilities, and equipment summaries as required to identify all issues related to approved equipment changes.

4.2.4 Trip Reports

The contractor shall provide reports on trips performed in support of this task. Trip Reports shall be submitted within 10 working days after trip completion.

4.2.5 Manual and Associated Supplemental Data

The contractor shall provide the updated Technical Order (T.O.) for the safe maintenance and sustainment of the FMQ-22 weather sensor.

4.3 Expertise/Professional Services

The contractor shall furnish professional and technically qualified personnel to perform assigned tasking. Assigned personnel shall have experience in the maintenance of individual equipment items and shall be vendor-trained on the equipment items and software. This training will be provided by the government to the contractor personnel free of charge and will be coordinated to be combined with initial contractor trip if possible. The contractor shall provide total task management and supervise contractor personnel. The contractor’s Technical Lead (TL) shall serve as the primary point of contact for all technical aspects of the required work. This person shall also be a prime provider of the required technical services. No personal services shall be performed.

4.4 Government Inspection and Acceptance of Deliverables

Documentation deliverables shall be delivered in accordance with this CET.

The Government COR/PM will have the right to reject or require correction of any deficiencies found in deliverables. In the event of rejection of any deliverable, the Contractor will be notified in writing by the Government PM of the specific reasons why the deliverable was rejected. The

Contractor shall have 15 workdays to correct the rejected deliverable and resubmit to the

Government PM for re-inspection. If no comments are provided within 30 calendar days of deliverable receipt, the deliverable will be deemed to have been accepted by the Government.

5.0 SPECIAL CONSIDERATIONS

5.1 Security

5.1.1 Documentation: Contractor personnel shall not release or remove system documentation, data, or reports generated by or through use of Government systems. All requests for information shall be forwarded to HQ AFGSC/A3OW.

5.1.2 Security Clearance: The efforts required for this task are expected to be UNCLASSIFIED.

Contractor personnel will be escorted as needed to perform maintenance duties.

5.1.3 Site Access: HQ AFGSC/A3OW or the Government Program Manager will assist contractor personnel in processing the necessary DoD or base forms to obtain base or area badges for access to

Government facilities.

5.1.4 Divulging Information: The contractor shall not divulge any information regarding files, data, processing activities/functions, user ID's, passwords, or other knowledge that may be gained, to anyone who is not authorized to have access to such information. Contractor personnel shall abide by all Government rules, procedures, and standard of conduct. Contractors requiring access to

Government Automated Information Systems (AIS) shall have background investigations and security awareness training completed prior to the start of contract performance. When the period of performance is complete or and contractor personnel leave work on this project they will have 5 days to terminate all their network user account and to return all access cards and base identification badges.

5.2 Access to Facilities and Property: Access to Government facilities is controlled. Therefore, the contractor shall coordinate required access (e.g., submitting required information to get personnel on the Entry Authorization Lists (EALs) at the MAF sites) through appropriate base/site security personnel at least 30 calendar days prior to the need date. Control of the facilities shall remain with the Government. HQ AFGSC/A3OW will be kept appraised of all access activities, and shall provide assistance as needed to facilitate getting access for the contractor personnel.

5.3 Government Furnished Equipment (GFE), Materials (GFM), and Software (GFS):

All products developed under this contract shall be considered Government work and shall have no license encumbrances. All GFE, GFS, and GFM shall be returned to the Government upon completion of this contract. The Government will provide equipment listed in Attachment 2, which shall be considered

GFE/GFM. At the end of this project, the contractor shall return the GFE/GFM to the Government and will be required to return the GFE to its original state prior to delivery to the Government. See Attachment 2 for

GFE/GFM listing.

5.4 Government Provided Office Space: All work efforts shall be performed at the specified weather equipment sites. There are no A&AS related taskings.

5.5 Government Program and Contract Management

5.5.1 Government Program Management

HQ AFGSC/A3OW will provide the Government PM for this Task Order. The Government PM will provide the contractor access to all technical data required to perform approved tasking. Only the Government PM has authority to review and approve contract deliverables (see paragraph 4.3).

5.5.2 Government Contract Management

Responsibility for contracting activities rests solely with the Government Contracting Officer (CO).

No conversation, recommendations, or direction, whether given directly by, or implied by

Government personnel, which will affect the scope, schedule, or price of the program covered by this CET, shall be acted upon by the contractor unless specifically approved by the Government CO.

5.6 Safety Requirements

5.6.1 General Safety Requirements:

5.6.1.1 The contractor shall comply with all safety provisions, e.g., technical specifications, technical publications, Federal Occupational Safety and Health Standards. If there is no applicable

Occupational Safety and Health Administration (OSHA) standard, use other applicable nationally recognized sources of safety, health, and fire prevention standards referenced in the work requirements of this contract.

5.6.1.2 The contractor shall protect Government property to prevent damage during the period of time the property is in the possession of the contractor. The contractor shall report promptly to the

Administrative Contracting Officer (ACO) all available facts relating to each instance of damage to

Government property.

5.6.1.3 When a major mishap ($10,000 or more) involving Government property occurs, the

Contractor shall immediately secure the accident scene and the damaged item until released by the accident investigative authority as designated by the local Safety Office. Such release shall be accomplished by the ACO.

5.6.1.4 If the Government elects to conduct an investigation of the accident, the Contractor shall cooperate fully and assist Government personnel until the investigation is completed.

5.6.1.5 The Contractor shall include a clause in each of its subcontracts requiring subcontractor cooperation and assistance in accident reporting and investigation.

5.6.1.6 The Contractor shall adhere to all safety requirements outlined in appendix C of this CET.

6.0 TRAVEL REQUIREMENTS:

Travel will be required in support of the above requirements. Travel needs are estimated in Table 2.

The contractor shall coordinate with the applicable base/site location in advance of any travel. A summary of travel will be included in the trip report (CDRL A045E). Airfare/ground transportation for travel and per diem shall be billed in accordance with (IAW) FAR 31.205-46. The contractor shall be responsible for making their own travel and lodging arrangements as necessary to support the task requirements.

Matrix, shall be used as guides in developing the data. Documentation shall be delivered via EDATA. All

CDRL data shall be delivered in non-proprietary contractor format, unless otherwise required due to source restrictions.

Spares and Support Equipment - GFE/GFM

Maintenance Spares.

AN/FMQ-22 Line Replaceable Unit (LRU) spares will be procured from the Air Force Air Weather

Agency (AFWA) Fielded Systems Support Center (FSSC) office at Offutt AFB, NE in accordance with T.O. 31M1-4-48-2 paragraph 1.2. Other miscellaneous items such as batteries will be procured and managed by the contractor.

The current OS-21 Maintainer does not have any maintenance spares in their custody.

Government Furnished Equipment.

Government Furnished Equipment (GFE) will be determined and documented in the maintenance plan as system spares or support equipment. The contractor shall be responsible for the security of all GFE in which they have operational control. All GFE will be maintained in a secure environment.

The following optional tasks may be added to this CET as additional funding is made available and at the written direction of the Government Contracting Officer:

Option Year 1

Extend Support for an additional 12 months (Unfunded)

The Contractor shall provide the support delineated in CET Sections 1.0 through 9.0 for one additional year after completion of basic.

Travel: Number of trips for Option Year 1 will be 4 per location.

Option Year 2

The Contractor shall provide the support delineated in CET Sections 1.0 through 9.0 for one additional year after completion of Option 1.

Travel: Number of trips for Option Year 2 will be 4 per location.

Option Year 3

The Contractor shall provide the support delineated in CET Sections 1.0 through 9.0 for one additional year after completion of Option 2.

Travel: Number of trips for Option Year 3 will be 4 per location.

Option Year 4

The Contractor shall provide the support delineated in CET Sections 1.0 through 9.0 for one additional year after completion of Option 3.

Travel: Number of trips for Option Year 4 will be 4 per location.
