Performance Work Statement (PWS) Question

Is the subject effort considered a new requirement? If it's a follow-on, would you be willing to share the incumbent contract number (with task order number, if applicable) and vendor name?

It is a follow-on requirement. Contract Number:

FA822212D0022_______000213. Vendor Name: Sumaria Systems, Inc.

PWS Section 3.1.1.5 – States that the contractor shall obtain tower climbing certification – In our experience with this project there are no longer any systems that are not on tilt‐able pole masts; are there future plans for systems on climbable towers?

No, there are no current sites that require tower climbing nor are there plans for any systems on climable towers. We can remove the statement from the contract.

PWS Section 3.1.1.6 – TCNO patches ‐ Does this apply to the system Data Logger, maintenance laptops, and for the MOXA box as well?

Section 3.1.1.6 applies to the maintenance laptops only.

PWS Section 3.1.1.7 – Maintenance and update of Technical Manual. It is our understanding that the current FMQ‐22 manual is maintained and updated through the CLS contractor Mesotech; is there a separate Global Strike manual that is expected to be maintained through this support contract? If not we believe section 3.1.1.7 should be removed from the PWS.

Any legacy reference for maintenance/update of the Technical Manual will be removed as it is maintained by the vendor, Mesotech.

PWS Section 3.1.1.9 – T.O. Management ‐ It is our understanding that the current FMQ‐22 manual is maintained and updated through the CLS contractor Mesotech.

PWS Section 3.1.1.10 – T.O. Development Process ‐ It is our understanding that the current FMQ‐22 manual is maintained and updated through the CLS contractor Mesotech.

PWS Section 3.1.1.11 – It is our understanding that the current FMQ‐22 manual is maintained and updated through the CLS contractor Mesotech.

PWS Section 5.1.2/DD254 Block a ‐ Security Clearance – The efforts required for this task are expected to be UNCLASSIFIED. Contractor personnel will be escorted as needed to perform maintenance duties.

– Yet the DD254 states Secret.

There is no longer a requirement for the contract personnel to have a Secret Clearance as they will always be escorted.

PWS Table 1 CDRL List – CDRL A054F – As with the T.O. related questions above we believe that T.O. is maintained under the FMQ‐22 CLS contract.

Is a Secret Facility Clearance and/or personnel with Secret clearance required to perform on this contract? Refer to DD Form 254 attached to the RFP, Item 1(a) and Item 13/Ref 11e. There is no longer a requirement for the contract personnel to have a Secret Clearance as they will always be escorted.

We did not find the CDRL DD Form 1423s that are referenced on Page 13 of the PWS (Attachment 1 – CDRLs). Will the Government be providing these CDRL definition forms?

CDRLs will be made available.

Paragraph 5.6.1.6 references safety requirements outlined in "Appendix C". We did not find Appendix C in the RFP documents.

Appendix C will be made available.

Paragraph 3.1.1.2 of the PWS refers to CDRL A045D, a sustainment roadmap. That CDRL number doesn't appear in Section 4.2 Delivery Schedule or Attachment 1. Can you please clarify the CDRL A045D requirement?
