Questions and Answers received to date for Sol # FA6800-15-R-0001 05 Feb 16 Q1: CLIN 0018 has POP dates of 01 Oct 2016 to 31 Aug 2017. CLIN 1010 has POP dates of 01 Aug 2017 to 31 Jul 2018. It appears that CLIN 0018 should end 31 Jul 2017, will the Government please revise this section.
A1: The Contracting Officer intends to revise this error and post in Amendment 0002 to the RFP NLT 8 Feb 16.
Q2: Will the Government confirm that offerors may re-create the attachment in Excel or Word tables? (Reference RFP, Sec J, Atch 10)
A2: Offerors may recreate in Excel or Word tables. It is preferred these tables be maintained in portrait orientation unless provided as a one-page fold out if in landscape orientation.
Q3: In the Final RFP the CLIN descriptions were changed (RFP, Sec B, pg 2-38).
For Helicopter Maintenance at Warren and Malmstrom administrative was added and tools and equipment were removed but at Minot and Yokota administration is not to be provided but tools and equipment are.
A3: The word “administrative” has been removed from the CLIN descriptions. Tools and equipment are not required to be provided at Minot (they will be GFE). Common hand tools will be required to be provided at Yokota AB, Japan.
For Air[craft] Flight Equipment for Warren, Malmstrom and Minot all have administration is not to be provided but tools and equipment are.
A: The Government will provide tools and equipment as GFE for AFE maintenance. The word “administrative” was removed from the CLIN descriptions to avoid any confusion.
For Air[craft] Weapons for Warren administration is to be provided along with tools and equipment, but at Malmstrom and Minot administration is not to be provided, but tools and equipment are.
A: The word “administrative” has been removed in all CLIN descriptions due to potential for it to cause confusion. For all CONUS sites for all maintenance referenced in the PWS, tools and equipment will be provided as GFE.
Would the Government please review the current CLIN descriptions and revise with an amendment if necessary?
A: CLIN descriptions have been revised and the corrections will be provided in Amendment 0002.
Q4: Please provide historical data for the past three years for maintenance man hour to flying hour for FE Warren, Malmstrom, Minot, and Yokota.
A4: Except as provided in the table to answer question 5, no further data is currently available.
Q5: Helo PWS Atch 1, Appendix A provides estimated flying hours per base per year. Will the government provide information on the estimated number of sorties per year per base and average duration of each sortie for staffing purposes?
A5: See table below:
Q6: Will the Government provide seniority rosters or hire dates for the incumbent’s employees at each site. This will allow a more accurate estimate of vacation times for calculation of productive work hours?
A6: The Government has no intention of releasing information in a public forum (FBO) that could be considered to be personally identifiable information (PII) in order to comply with US privacy law. However, FAR clause 52.222-17, Nondisplacement of Qualified Workers, will be followed once the awardee is officially chosen.
Q7: Helo PWS Para. 2.26.14. states: “The SP shall provide a qualified Supply technician, based out of F.E Warren, to support TDYs for duration of 7 days or longer when requested by the COR.” Does this paragraph mean that a Supply Technician has to accompany the aircraft for TDYs of 7 days or more for any of the three CONUS sites that deploy? Will a Supply Technician have to physically deploy to the operating location? Please clarify.
A7: The paragraph means a supply technician may, when requested, accompany aircraft for TDYs of 7 or more days and should be staffed out of F. E. Warren. Regular TDYs to Camp Guernsey in Wyoming are expected with a supply technician needed to support UH-1N from all AFGSC bases.
Q8: Helo PWS Para. 2.8.7. states: “SP shall provide for either the purchase or rental of parts cleaner and nitrogen required for servicing, if not provided by the government.”
A8 This paragraph has been revised and will be reflected in the new PWS released with Amendment 0002.
AFE PWS, Para. 3.2.9. states: “The Government will provide consumables used in direct support of aircraft/equipment repairs except for parts cleaner, rags, and nitrogen.
Request the Government delete the text “if not provided by the government” in 2.8.7
A: PWS has been revised.
Q9: AFE PWS 2.8.8. “SP shall provide for either the purchase and nitrogen required for servicing, if not provided by the government.”
We do not understand the current wording of this paragraph, please clarify. If the Government does not intend to provide nitrogen, please confirm.
A9: Para 2.8.8 has been removed. Intent is incorporated in 2.8.7.
Q10: (Helo PWS, Appendix C, pg 88) Please confirm initial training and certification for Weight & Balance certification will be provided by the Government. If travel is required, is the cost is covered by CLINs 0006, 0010, 0014, and 0018?
A10: No travel is required. Training is local.
Q11: (AFE PWS, 2.6.3.3.1) Please confirm that Combat Survival Training (S-V80-A) and USAF Underwater Egress Training (S-V84-A) is Government provided training. If travel is required, is the cost is covered by CLINs 0006, 0010, 0014, and 0018?
A11: The paragraph has been changed and the requirement for Combat Survival Training and Underwater Egress Training removed.
Q12: (AFE PWS, 2.6.3.3.2). Please confirm that AFE Program Managers Course training is Government provided training. If travel is required, is the cost is covered by CLINs 0006, 0010, 0014, and 0018?
A12: Wording has been changed to stipulate travel expenses are the responsibility of the SP. Course is government provided training.
Q13: Helo PWS, Para. 2.11.1 states: “For common use areas in jointly occupied facilities, the government and SP will share the responsibility for custodial services. If custodian duties are being performed by another contract, the SP is not responsible, but the SP will still share custodial responsibilities on days there aren’t other contracted custodial services”.
Question: Please identify which sites have custodial duties being performed by another contract, and which days custodial services are not performed by the contractor?
A13. Restrooms are cleaned by another contract once a week at Malmstrom and twice a week at F. E. Warren and Minot; unknown at Yokota.
Q14: (Helo PWS, Appendix G) The table shows the contractor is responsible for 90,000 sq. ft. of grounds maintenance at Malmstrom AFB, please confirm the sq. ft. shown is correct.
A14. The information has been changed from 90,000 to 1,300.
Q15: (Helo PWS, 3.2.1.1) Please provide examples of the common hand tools the contractor is required to provide.
A15. The SP will not be required to provide common hand tools as previously mentioned in the PWS. Attachment 13, Government Furnished Property and Equipment, of this solicitation lists Government Furnished Property and Equipment.
Q16: (AFE PWS 2.8.7) Please provide examples of the common hand tools the contractor is required to provide.
A16: The PWS has been revised. Para 3.2.1 states the government will provide common hand tools.
Q17: (Helo PWS; Appendix A, 1.2.1, 1.2.2, 1.2.3, and 1.2.4) Are the flying hours shown for FY 17 for a 12 month period or have they been adjusted for the 10 month base period of the contract?
A17. The flying hours shown for FY17 are for a 12 month period.
Q18: Reference: RFP Section M.3c.(1) states proposals will be evaluated on the strategy for awarding 5% to total annual contract value to small business, Section H, Special Contract Clause excludes the OCONUS operations.
Question: Please clarify the OCONUS operations costs will be excluded from the total contract value when calculating the 5% Small Business goal.
A18: OCONUS costs are not required to be included as part of the 5% of total contracted dollars used in the Small Business goals. Please note wording in Section H has been removed and incorporated in Section L of the RFP with no change to the wording. This was done to conform with SAF/AQC policy.
Note: Amendment 0002 will be posted and will address some of the questions above. Also note Amendment 0002 will include a revised PWS that incorporates these changes along with merging the Helo and AFE PWS. This was done to remove any confusion between the two PWSs.
