Pre-Bid Request for Information (RFI) Solicitation: FA671225B0003
Project: JLSS 25-0004 Repair Sabre Street Pavement
A total of fifty-six (56) RFIs were received on this project. Listed below are the RFIs with the Government Response.
RFI #1: The Bid Package is missing Typical Specification Sections for Fencing, Concrete, Earthwork. By not including these sections allows bidders to provide residential grade materials, Such as gauge of fence fabric, and posts, Strength of concrete and Testing of concretes, Testing of compaction of soils, strength and type of geotextiles. Are these sections going to be included?
Government Response: Project specific Product and Execution Specifications are to be created as part of the Work Plan process. Refer to Statement of Work (SOW) Section 1.3 References, these references will be used to establish industry and government standards for the approval of the Work Plans.
RFI#2: Drawing C-1 Shows IRP area and states this area is to be assumed Hazardous Waste. It then continues to list potential Hazards. The project wants us to test this area after bid date. For estimating purposes, how do we assume how deep this hazard exists and to dispose of the hazard we don't know which Hazardous landfill to send it to or what it is going to cost us to haul or dispose. Example: South Corner of B129 shows inlet to be eliminated. The piping underneath remains and is shown to be extended to new Storm lines. We have no details of depth of piping and then no details of how much soil to be excavated for treating as Hazardous Materials. This could be a large area depending on depth of piping, since banks have to be assumed unstable and stepped back. Obviously if your extending the drain lines something has to be connected manually underground at this inlet location. Your obviously aware of the hazards and I am sure you have previous testing of materials and estimated depths. Do you have Previous testing data as-builts for B 129 showing depths of drains around building? All of this could be treated as Differing site conditions until you get more information from soil borings, but then you have to address the area as a change to the contract.
Government Response: The contractor is responsible for Creation of a Hazardous Waste Management Plan, Creation of the Work Plans, and performance of the work in the IRP area. Contractor needs to assume Hazardous material is present and will need to be properly disposed. Refer to Conceptual Drawing C-1 for location where Hazardous material can be expected.

RFI #3: Drawing C-1 shows a Vault used as sanitary Sewer Valve. The Drawing doesn't show this location, size, etc. The Point Elevation Data doesn't reference this anywhere either? Do you have Photos Or details of the size and equipment within that has to be removed for Pricing? Do you have as-builts for B129 and B130 that would show sewer lines and depths installed?
Government Response: Refer to note on Conceptual Drawing C-1 and Coded Notes on Conceptual Drawing C-3 for information on Sanitary Vault. Pictures of this structure are provided in the attached Photos for RFI Response. This structure housed a valve that was part of an Oil Water Separator System. This work does not include removal of an Oil Water Separator.
RFI #4: The SOW states that a work plan must be created in AUTOCAD including relevant specifications, submittals, and stamped by a professional Engineer, but the Specifications for the project address other plans but not an AutoCAD Work plan signed by a Professional Engineer. Is this a requirement for award?
Government Response: Contractor is to provide Work Plans as stated in the Statement of Work and as described on Conceptual Drawing C-1 in the Design Notes.
RFI #5: Soil Testing is addressed in the SOW and on the drawings. The Drawings indicate a sample should be taken every 250 CY's of Material. And Again this relates to the depth of excavations. If we sample 2.5 Feet deep we can sample every 10' x 10' Square feet, If we sample 5 foot deep, then a samples double by sampling every 5' x 10', and worse case if we working with sewer lines 10' deep our samples quadruple to very 5' x 5'.
This only adds cost to the bids especially since you are testing for many parameters.
Government Response: The Conceptual Drawings state in IRP Area Note: 3 The soil should be sampled in a grid with every representative square being 250 cubic yards… The dimensions in this question are stated in cubic feet.
RFI #6: Note 14 on the C-3 Drawing indicates an oil/water separator. Do you have any data on this vault such as sizing or gallon etc. For Pricing in advance, How are we to bid the content removal especially if mixed with oil nnd we don’t know how many gallons we are dealing with.
Government Response: Refer to RFI #3 Response. Wording of Coded Note 14 has been modified.
RFI #7: Drawings C-1 IRP Area Note 8c: PPE and Hazwoper 40 Hour Training: We assume this applies only to any person standing with the Hazardous soil area. Are you including equipment operators?
Government Response: Work to be performed in accordance with Federal OSHA Regulations 29 CFR 1920.120 Hazardous waste operations and emergency response.
RFI #8: Drawing C-5 General Note 1 "What to do for wider cracks?" Who is this question to? We assume this is for sealing asphalt, Typically USACE uses a mesh over wider cracks. They also typically estimate a quantity and the contractor bids the unit item and is only paid on completed quantities.
Government Response: Drawing C-5 General Note 1 "What to do for wider cracks?" was mistakenly left on the solicitation Conceptual Drawings. See revised Conceptual Drawing C-5 Dated 18Sept25. Clarifications are provided for asphalt surface sealing and crack sealing.
RFI #9: Drawing C-5 General Note 4 I am confirming we are pricing painting all lines etc twice in this contract. Once within 48 hours of paving and once after 1 month after paving.
Government Response: See revised Conceptual Drawing C-5 Dated 18Sept25. Clarifications are provided for line painting notes.
RFI #10: Drawing C-2 Undercut Subgrade Detail: "Area of Unsuitable Subgrade Remove as Directed" I don’t see any areas marked showing this area, so I assume this is a differing site condition. But also since we have no compaction standards, how is this determined? I see you are limiting this to only 3" Max, Typically AASHTO #1 is 2 - 4 inches thick, so you limiting yourself to 1 row of stones??? And then to make matters worse you suggest using a geogrid to reduce thickness. Geogrid is typically 2 to 3" itself depending on type and then choked in with stone. Are you changing the stone by using the geogrid? Does this save thickness?
Government Response: Refer to Paving Areas Legend on Conceptual Drawings C-2.
RFI #11: Specification Section shows the contractor completing the NPDES Permits and ESPCP plans, designing drawings attachments and submitting for approval, and waiting for comments revising and waiting for signature. Is this something you would do under temporary NTP so the time on construction doesn't start, since we have no contract over comments revisions and signatures?
Government Response: Erosion and Sedimentation Control Plans and approval are to be accomplished during the Work Plan creation part of the project.
RFI #12: Drawing C-1 Seems to show a specific area labeled for IRP. What data results locations, depths, analysis do you have on file already for this area?
Government Response: CERCLA Administrative Records concerning the Former Drum Storage Area at Building 408 are public information. Refer to RFI #2 Response for where to obtain this information.
RFI #13: Drawings C-3 Coded Note 12 States the underground primary line may interfere with properly grading "Replace Line if necessary" Our electrical subcontractor stated that during the site visit to encase the line in concrete. Please clarify what route you would like priced up for the bid. If you are enclosing in concrete, you should state strength and height and width and whether you need concrete under the conduits.
Government Response: Refer to attached revised Conceptual Drawing C-2 Detail 8, dated 18Sep25. A Primary Electrical Duct Bank detail was added here.
RFI #14: Drawings C-3..we understand your new 18" storm piping and the new inlet and rebuild of the two existing inlets. We not sure the details of the bottom elevations of the rebuild inlets and the size and elevations of the existing stormpipes which seem to be existing tying into these existing inlets. The left most rebuild inlet seems to have pipes coming in and out of this existing inlet and without sizes, directions of flow, elevations. We are not sure this inlet has the capacity to drain enough. We would like to see the existing Drawing in which your made your changes on top. Have you done calculations of volumes?
Government Response: Contractor is to determine this information in the Work Plan creation portion of the project.
RFI #15: Reference: Specification Section 01 10 00.00 06 – Work Restrictions Question: Section 01 10 00.00 06 (Work Restrictions) requires the contractor to provide a Superintendent, SSHO, and QC Manager. Please confirm whether these roles must be filled by three separate individuals or if one individual may serve multiple roles if properly qualified.
Government Response: This solicitation does not include Specification Section 01 10 00. The Conceptual Design Set Specification 01 14 00 Work Restrictions do not include this reference.
RFI #16: Reference: Solicitation / Bid Schedule Question: The solicitation establishes a period of performance of 180 calendar days. Please confirm whether this duration applies to the base scope only (CLINs 0001–0003).
Government Response: Per the solicitation, the PoP for CLINs 0001-0003 and 1001 -1010 is 263 Calendar Days, 10 Oct 2025 to 30 Jun 2026. The start date of 10 Oct 2025 is estimated until the Notice to Proceed (NTP) is issued. Per the Statement of Work (SOW), the 263 calendar days takes into account winter paving restrictions.
RFI #17: Reference: Solicitation / Bid Schedule Question: If one or more Option CLINs (1001–1010) are exercised, please confirm whether additional contract time will be provided through modification, or if the expectation is that all base and option work must be completed within the same 180-day period.
Government Response: Per the Statement of Work (SOW), all exercised options are to be completed within 55 (fifty-five) calendar days after receipt of the Notice to Proceed for each specified option. With the contract having a 263 calendar day period of performance, the contract PoP end date is currently planned as June 30, 2026. This end date is estimated and will be based on the Notice to Proceed on the Design. An extension to the contract period of performance end date, upon the option exercising, is not anticipated.
