About this file

This Statement of Work (SOW) details a pavement repair project for the Pittsburgh Air Reserve Station (ARS) in Pennsylvania, focusing on Sabre Street and potential optional repair areas. The base bid involves comprehensive pavement rehabilitation between Buildings 129 and 130 and along Building 420, including demolition of existing asphalt, utility modifications, storm drainage system installation, and new paving with proper grading. The project requires extensive site investigation, hazardous waste management planning, and environmental compliance, with soil sampling and testing mandatory in the Non-Residential Use Installation Restoration Program (IRP) site area.

The project is divided into two primary tasks: Task 1 involves developing detailed work plans with preliminary and final submissions, including AutoCAD drawings and professional engineering review, while Task 2 focuses on actual construction implementation. Optional contract areas include pavement mill and overlay or seal coating for multiple additional parking lots and street sections. Critical requirements include completing the base project within 60 calendar days after work plan approval, performing asphalt paving only between April 1 and November 1, and adhering to various federal, state, and local regulatory standards. The total project performance period is 263 calendar days, with a projected design notice to proceed on 10/10/2025.

Statement of Work Repair Sabre Street Pavement Project Number JLSS 25-0004

PITTSBURGH IAP ARS, PA

26 August 2025

1.1 BACKGROUND

The portion of Sabre Street between Buildings 129 and 130 and the section along Building 420 was last maintained by milling and installing an asphalt overlay in 2005.

Overall, these paving areas were rated as Poor or Fair in 2021 during the last Pavement Condition Index (PCI) survey. Last winter during the coldest days of the year several areas were showing uplifting and differential settlement, creating a situation where the asphalt can be ripped apart by snowplows catching these edges. This situation indicates the excessive surface cracking is allowing water to enter the subbase and subgrade causing them to fail. Because of improper pavement sloping in this area, the water is becoming trapped under the pavement. Because of the severity of this damage the entire pavement system (including aggregate subbase) must be replaced in order to properly support any new layers of asphalt placed here.

1.2 SCOPE OF WORK

A. Provide a complete Work Plan for the repair of the asphalt pavement on Sabre Street as described in the following sections. Work Plan to have a Preliminary Submittal, Final Submittal, be created in AutoCAD, include relevant specifications, and be stamped by a professional engineer licensed in the state of Pennsylvania.

B. Test the Material/Soil located in the Non-Residential Use Installation Restoration Program (IRP) (refer to drawing C-1) site area to determine if/what contaminates are present and prepare a Hazardous Waste Management Plan in accordance with Conceptual Drawings and Specification, stating how work will be performed in this area. Required Minimum Sampling to include: TCLP RCRA metals and mercury, TCLP VOCS, TCLP SVOCS, TCLP pesticides, TCLP herbicides, pH/corrosivity, Flash Point, Reactivity (sulfide and cyanide), Oil & Grease or TPH, PCBs, TOX, and Free Liquids.

C. The contractor shall repair the asphalt pavement system on Sabre Street and, if awarded, repair optional pavement areas at Building 419 Drive, Building 415 Parking Lot, Building 208/209/210 Parking Lot (Lot E), Building 125 Parking Lot, Carter Street, Building 120 Parking Lot, Upper Defense Avenue & Sergeants Way, and Alpha Street & Herman Avenue. Guidance for this design is shown on the attached Conceptual Drawings C-1, C-2, C-3, C-4, C-5, and Conceptual Specification and as described below.

1. Sabre Street – Base Bid

a. Demolish and dispose (as per work plan) of existing asphalt paving, subbase, soils, storm drain structures, utilities and other miscellaneous obstructions in this area.

b. Locate and modify existing utilities in this area which obstruct construction. This includes but is not limited to raising/lowering valve boxes, manholes, and inlet structures. Water, Electric, Sewer, Communications and Gas lines run through this site, which must be addressed on the Work Plans. The Contractor is responsible for verifying all utility locations prior to beginning work. The use of a Utility Locating Service who uses ground penetrating radar is recommended. Pennsylvania One-call system (Pennsylvania 811) does not cover the utilities on base.

c. Install new storm drainage system for pavement between buildings 129 and 130 which will include piping, inlets, and manholes needed to convey water to existing collection system. Connect roofing downspouts and miscellaneous drainage to existing collection system. The government’s intent is to remove as many of the storm structures as possible, especially the redundant and abandoned structures. The Contractor is to ensure connections to existing storm water generating sources are maintained and they remained tied into the existing storm water system.

d. Per 25PA Code Chapter 102 - Projects with Earth Disturbance must develop and implement Erosion and Sedimentation Control Plans.

i. Projects with earth disturbance between 5,000 square feet and 0.99 acres must develop, implement, and maintain a project specific Erosion and Sedimentation Pollution Control Plan (ESPCP). The plan must be submitted to Allegheny County Conservation District (ACCD) for approval and municipality/county notification forms should be completed.

ii. Project with earth disturbance greater than 1 acre are also required to acquire a National Pollutant Discharge Elimination System Permit (either PAG-02 or individual permit) through ACCD including but not limited to: the development and implementation of a Post Construction Storm Water Management Plan (PCSMP), E&S Plan, Notification Forms, Notice of Intent, etc.

e. Perform all earthwork necessary for establishing a minimum 2% grade in full depth replacement areas. A portion of this excavation is located in an IRP site which has previously tested positive for contaminated soil. The contractor is to meet the requirements stated on Conceptual Drawing C-1 for this work.

f. Most existing subbase in this area consists of slag material. Properly dispose of any slag material that is not being reused as subgrade. Per drawing set GTP 850-073 Overlay Base Roads Dated 31 March 2004 the typical existing pavement section on the base generally includes 5” +/-asphalt and 10” +/- of aggregate subbase (slag).
