The government does expect hours of usage on the generator and the warranty will start at the time of start-up. Diesel will be provided by the government for all government owned generators; however, DEF if required will be the contractor’s responsibility to provide during construction for all generators used. The contractor must schedule diesel fueling with government as soon as possible prefer a week’s notice.

The government already has a mobile generator that will be used there after the project is com-pleted.

If so, can the Government provide a list of the required manuals?The contractor will be required to provide all manuals available for the generator, ATS, 3-way switches and load bank connection. This would include the engine, ser-vice, overhaul, O&M, controllers, and parts manuals. How will the government know all the manuals required when we do not know the exact generators that would be ordered. See attached example of manuals required both hard bound and elec-tronic.

Please confirm that a new generator and automatic transfer switch is not to be installed.A new generator or ATS will not be installed at building 550. This site will be set-up for a future mobile generator.

2.22 Surge Protection"Total Protection
Solutions is one manufacturer who meets the UFC requirement."Spec. Section 26 32 14.00 10 / 2.22 Surge Protection references Total Protection Solutions as one manufacturer that meets UFC requirements. It is our understanding that Total Protection Solutions is the only manufacturer that meets the UFC requirement because of the language that it provides unlimited free replacements of the unit if destroyed by lightning or other transient during the warranty period. Please confirm if this is correct.All SPD’s must be by the same manufacturer. If another SPD company is found that meets all the UFC requirements we would approve. I have reviewed multiple differ-ent companies SPD’s, and I find that their warranties or their construction or specs do not meet all the requirements.
12General QuestionN/AN/AN/AWill night shift or weekend work be required to accommodate flight line activities?Normally we work during duty hours. We cannot have more than one system down at the same time on the flightline. If more than one site is being worked on then one must not be on the flightline. Airfield systems work in pairs this why we cannot have more than one down.

Please clarify that no asbestos or lead is present at any project site locations, and if there is, please provide exact locations of asbestos and lead.There is no known asbestos in these locations.
14General QuestionN/AN/AN/AWill new equipment and concrete installed on the airfield require Airfield Operation waivers or FAA waivers? Please provide information on how long waivers will take and if this can be accomplished during procurement?Yes, waivers will be required and not just on the airfield. If a crane is used a waiver must be done if it causes an airfield obstruction. This process will be explained dur-ing the pre-construction meeting. Normally about two months depending on the re-quirements and equipment used.

This also depends on how many sites are planning to be done. We can have one person fulfill this as long as they are qualified to do all parts and they are on site during construction.

If they clear the background check, we should be able to badge them the same day. We will provide a form to get your personnel checked upon award/selection.
22General QuestionN/AN/AN/ADuring the site visit, we entered “controlled areas”: Will contractors be issued badges for these areas or will contractors be escorted by government staff?The flightline area you will have to get trained on driving that area once trained you will have access to the work locations. The only other area is building 1001 which we will work out with the employees working there to get you access to the work site.

(EP-102)Phasing PlansDrawings (EP-101, EP-102) show phasing plans. Please confirm: (a) May multiple facilities be taken offline at the same time, or is only one outage permitted? (b) Will the Government provide temporary mobile generator coverage during ATS/generator changeovers, or must contractor include this?Only one site on the flightline may be taken offline at a time. Only two sites can be down at the same time. One can be on the flightline while the other can be off the flightline. The contractor must provide back-up generator and ATS to these sites. The 150kW mobile generator purchased can be one of the mobile generators used to back-up the facility.

There is no possible way to assume free of rocks or obstructions. We expect grounding to meet the 25 ohms or less. A dig permit must be performed prior to any earthwork.

Cam‐Lock connectors shall not be rated greater than 200 amps per connector."Cam-lock connectors are required for 3-Way MTS installations, limited to 200A per connector. Please confirm if multiple connectors are acceptable for generators rated >200A.Yes. I know some 3-way switch manufacturers use 400 Amp.

All surge protection devices must be from same manufacturer."Please clarify whether surge protection devices (SPD) must be integral to the ATS or installed as separate devices.These will be exterior to the ATS.

Indicate photographs demonstrating environmental procedures. Provide photographs for each month in a separate monthly directory and name each file to indicate its location on the view location sketch. Also provide the view location sketch on the CD or DVD as a digital file." Will the Government accept electronic submittals of bid documents, shop drawings and O&M manuals, or are hard copies required? Bid Documents shall be submitted in accordance with Solicitation Instructions Shop drawings can be electronic unless it is required to be a hard copy. Red lines are normally both. Manuals will be both hard bound and electronic. Each piece of equipment will require one hard and one electronic copy per different type of manual.
