SOLICITATION FA6703-16-R-0008

QUESTIONS/ANSWERS

31 AUGUST 2016

REQUEST FOR PROPOSAL

RFP1. Are bidders to price the CBA rate for all labor categories that are in the SCA tab that are identified in the CBA?

It is up to the contractor to decide what rate they use.

RFP2. Reference Attachment 4, Price Matrix, The Summary page of the matrix is not linked in any way to the Base Year, Option Years and Hourly Rate sheets. Additionally, the Summary page cells exhibit links to an Attachment 12 which was the attachment number used for the Price Matrix in previous iterations of the solicitation. QUESTION: Please correct and/or clarify.

The spreadsheet has been updated.

RFP3. Reference CBA, Appendix A, page 38, the top of this page states that “The wages of all employees covered by this agreement shall be a minimum of 2% above the AWD incorporated each year into the contract”. Doing a preliminary evaluation of the wages, we see that the Aircraft Servicer wage in the CBA is less than the wage shown in the AWD ($22.24 vs. $22.69).

QUESTION: Is the incumbent contractor incorporated this action? We ask, because we see that the incorporated CBA does not carry the incumbents’ name which causes some uncertainty as to what wages they are currently using.

Yes, the incumbent contractor is incorporating this action. While the Incumbent did not initiate the CBA, the CBA is part of the current contract.

RFP4. Reference CBA, Appendix A, page 38, the first paragraph states that “work that is covered by the Davis Bacon Act will be paid in accordance with the governing Davis Bacon Wage Determination as incorporated into the contract in regards to basic rates and fringe”.

QUESTION: It is our understanding that the higher of the wage and/or fringe is what should be paid. Please clarify.

If the work is identified under the Davis Bacon Act, Government will pay in accordance with that Act.

RFP5. Reference Attachment 4, Price Matrix, Service Contract Act Labor Categories. The following questions all pertain to the aforementioned page:

a. QUESTION: There is no Equipment Operator/Tractor Operator in the CBA, Should this be a Tractor Operator only? It is up to the contractor to decide what rate they use.

b. QUESTION: Please clarify the “Support Equipment Mechanic/Power Professional” position as there is no such title in the CBA and/or the AWD. Additionally, there is already an “Electrician-Exterior/Power Pro” on the page as well as the CBA. It is up to the contractor to decide what rate they use.

c. QUESTION: Which type of Truck Driver is to be utilized as there are Four (4) driver types in the CBA? It is up to the contractor to decide what rate they use.

RFP6. Reference Attachment 4, Price Matrix, O&A Labor Rates. The following questions all pertain to the aforementioned page:

a. QUESTION: The sheet includes both the Airfield Manager and Assistant Airfield Manager, however these positions are not hourly rate, nor are they part of the CBA or AWD as they are management positions. Please clarify. The employer bears responsibility for properly classifying employees. If the employees are managerial positions exempt from coverage under the SCA (ref 29 CFR 541.100 and FAR 22.001), it would stand to reason that these positions would not appear in any document that serves as a wage determination.

b. QUESTION: There is no Material Storage and Distribution position in the incorporated CBA or AWD, please provide a crosswalk position for this title? The employer bears responsibility for properly classifying employees. Since the USAF is not the employer, it would be improper for the USAF to specify a position classification or a crosswalk that does or even appears to do so. The emplyer must determine, for SCA compliance purposes, what classification or classifications is/are proper for the duties required of each position.

c. QUESTION: What type of vehicle does the Motor Vehicle Operator drive as the wage rate in the CBA is greater than a Tractor Trailer/Heavy Driver? It is up to the contractor to decide what rate they use.

d. QUESTION: There is no Administrative/Purchasing Clerk position in the incorporated CBA or AWD, please provide a crosswalk position for this title? The employer bears responsibility for properly classifying employees. Since the USAF is not the employer, it would be improper for the USAF to specify a position classification or a crosswalk that does or even appears to do so. The emplyer must determine, for SCA compliance purposes, what classification or classifications is/are proper for the duties required of each position.

e. QUESTION: There is no Warehouse Specialist Hazmat position in the incorporated CBA or AWD, please provide a crosswalk position for this title? The employer bears responsibility for properly classifying employees. Since the USAF is not the employer, it would be improper for the USAF to specify a position classification or a crosswalk that does or even appears to do so. The emplyer must determine, for SCA compliance purposes, what classification or classifications is/are proper for the duties required of each position.

RFP7. Reference Attachment 4, Price Matrix, DBA Building. The following questions all pertain to the aforementioned page:

a. QUESTION: Hazardous Material Handler is not included in the incorporated DBA.

We respectfully request that the Government submit the necessary forms to the DoL DBA division to have this position included if required. The employer bears responsibility for properly classifying employees. Should the employer believe the respective WD does not contain a classification which encompasses the work to be done, the procedure at FAR 22.406-3 (conformance) should be followed. Note, however, the requirement when following this process to ensure that the proposed conformed rate(s) bear a “reasonable relationship” to other rates on the WD. Reference DoL All Agency Memorandum (AAM) #213, available at http://www.wdol.gov/aam.aspx.

b. QUESTION: Which type of Power Equipment Operator should be used as there are 3 listed with different pay rates? It is up to the contractor to decide what rate they use.

c. QUESTION: Which type of Sheet Metal Worker should be used as there are 2 listed with different pay rates? It is up to the contractor to decide what rate they use.

d. QUESTION: Which type of Truck Driver should be used as there are 2 listed with different pay rates? It is up to the contractor to decide what rate they use.

RFP8. Reference Attachment 4, Price Matrix, DBA Highway. The following questions all pertain to the afore mentioned page:

a. QUESTION: Electrician is not included in the incorporated DBA. Reference DoL All Agency Memorandum (AAM) #213, available at http://www.wdol.gov/aam.aspx.

b. QUESTION: Which type of Laborer should be used as there are at least 4 listed with different pay rates that could be used? It is up to the contractor to decide what rate they use.

c. QUESTION: Which type of Power Equipment Operator should be used as there are at least 9 listed with different pay rates that could be used? It is up to the contractor to decide what rate they use.

d. Which type of Truck Driver should be used as there are 2 listed with different pay rates? It is up to the contractor to decide what rate they use.

http://www.wdol.gov/aam.aspx http://www.wdol.gov/aam.aspx

RFP9. Reference Attachment 4, Price Matrix, DBA Heavy. The following questions all pertain to the afore mentioned page:

a. QUESTION: Which type of Power Equipment Operator should be used as there are at least 6 listed with different pay rates that could be used? It is up to the contractor to decide what rate they use.

b. QUESTION: Which type of Truck Driver should be used as there are 2 listed with different pay rates? It is up to the contractor to decide what rate they use.

RFP10. Reference Attachment 4, Price Matrix, Davis Bacon, as can be seen above, there are several positions that while a part of the Matrix, cannot be found within the DBA WDs. While researching and talking with the DOL DBA Wage Division, we have been led to the following:

“The WDOL.gov User's Guide (Ver 6.0), Davis Bacon Act Regulations and Requirements states that “There may be rare circumstances where the general schedule wage determination does not contain the principal work classification necessary for contract performance. In those situations a project wage determination may be requested from Department of Labor by submittal of an SF- 308 or other request that contains the same information. In such cases the Contracting Officer should follow the instruction in FAR 22.404-3.”. QUESTION: Please clarify as to how offerors are to proceed while making certain that the proper pay rate is utilized?

RFP11. Under Section L, I. General Instructions: (E) Organization/Distribution/Number of Copies/Page Limits: Table 1. Proposal Organization Table references (Proposal Volume I) “Validity Information” and “Clause 52.214-16.” In past solicitations for this contract, only “Validity Information” was required. There is no other explanation for either of these, and in researching Clause 52.214-16, it directs back to the validity of the solicitation bid acceptance period. QUESTION: What, exactly, does the government want in each of these two sections?

The Government simply requires a statement of the validity of the proposal…the length of time that your proposal will be valid.

RFP12. Under Section L, III. 2 Specific Instructions, it states that, at a minimum the Technical Capabilities Volume shall address the following Sub-factors, and it goes on in detail about Sub-factor 1.1: Quality Control Plan; and Sub-factor 1.2: Resource/Personnel Management. However, when the instructions get to 3 Functional Tabs, it simply lists the tabs and their names.

QUESTION: Is it the intent of the Government for the offeror to write specific to EACH of the tabs or to incorporate the tabs into Sub-factors 1.1 and 1.2 of the Technical Capabilities Volume?

The intent is for the contractor to address each Subfactor in respect to the the Functional Tabs. The contractor may represent this in their own manner, but must be clear and precise to the Government.

RFP13. Reference: CBA direct labor rates are valid from June 1 to May 31. Base period of performance is December 1 – October 31. QUESTION: Will the contractor be allowed to request a wage increase adjustment halfway through the contract year?

Wage rate increase will be reviewed during option renewal.

RFP14. Reference: Davis Bacon Act, Collective Bargaining Agreement Question: In the event Davis Bacon Work (DBA) work is performed and the DBA rate is lower than the Collective Bargaining Agreement (CBA) rate, which rate prevails?

Offerors are reminded of thei rresponosibilities under the respective labor laws, as well as the successorship provisions of section 4(c) of the Service Contract Act. Offerors are advised to read the CBA, as well as other WDs, carefully.

RFP15. Reference: Attachment_2_Dobbins_GFP_5_April_2015 Question: Please confirm that the government will not be providing any Grounds Maintenance mowers, equipment, or snow removal equipment as this can be a very costly expenditure.

All vehicles provided are identified in attachment 2, Government Furnished Property/Equipment

RFP16. Reference: L-1 Proposal Instructions – Table 1. Proposal Organization Table Questions: Please confirm that the government expects teaming arrangements to be approved by the SBA. If so, does this requirement need to be accomplished prior to proposal submittal?

Joint Venture agreements under mentor-protégé arrangements and some 8(a) Joint Ventures require SBA District approval fo the arrangement. Otherwise, the “joint Venture” contractor will be unawardable.

RFP17. Reference: Attachment_2_Dobbins_GFP_5_April_2015 Question: Will the government furnished equipment listed on Attachment 2, be replaced by the Government if required?

In accordance with the Performance Work Statement, A17.

RFP18. Ref Section L pg 166 252.237-7024 Notice of continuation of essential contractor services (Oct 2010) para (b) states “The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in Attachment 1, PWS, Mission Essential Contractor Services, dated --------, during periods of crisis.” In which proposal volume does the government want this included? If in the technical does it count against the page count?

In the Technical proposal and yes

RFP19. Section L, Table 1. Proposal Organization Table limits the number of pages for the Technical Proposal to 60. Our experience in preparing responses to the two previous solicitations for this contract is that 60 pages are not enough in order to prepare a detailed technically acceptable response. For the first of the two previous solicitations, the Technical Volume had a limit 100 pages, and for the second the limit was 80 pages. After reviewing the RFP and the PWS for this version of the solicitation, it is apparent that the Technical Volume submission requirements have been reduced. Question: Given the requirements have not changed, will the Government increase the Technical Volume page limit to at least 80 pages?

Yes, page limit has been increased to 80 pages

RFP20. I do not see a requirement for a past performance volume or a form for PPQs. Please confirm you are not requesting or evaluating past performance.

Past performance volume is not a requirement for this solicitation.

RFP21. With respect to the Solicitation, Page 94, B-3 Monthly Service: Can the Government confirm that all labor, parts, equipment and consumables (e.g., air filters for HVAC units) are included in the Firm, Fixed Price Monthly Services for CLINS X0002 – X013).

The pricing arrangement for CLINS X006 – X010 reflects everything necessary tooperate the function with the exception of direct parts and materials. Direct parts and materials associated with CLINs X-006 – X0010 will be reimbursed under CLINs X020 – X024.

RFP22. Reference: Clause 5532.215-9000, Facility Clearance, page 167 Question: Like in past procurements for this effort, will the Government sponsor a contractor if they do not currently have a facility clearance?

Yes

RFP23. Reference: Collective Bargaining Agreement Question: The included collective bargaining agreement expires on September 30, 2016. Is there a follow-on agreement the would be in effect for the first year of the contract?

The agreement provided is current; if it is revised, a revision will be posted. Offerors are reminded of the successorship provisions of section 4(c) of the Service Contract Act.

RFP24. Reference RFP, Paragraph L-1, Section 1 Instructions to Offerors, Volume II Technical Capabilities, Subfactor 1.2 Resource/Personnel Management: The instructions outline the requirement to discuss the process for recruiting, hiring, training and retaining a qualified workforce, an organizational structure, and inventory management. It then outlines the functional tabs that will be manned at Dobbins. Are offerors to provide a general overview of the hiring process, an overarching organizational chart, and inventory management as an introduction and then follow up with each functional tab with the tab-specific items?

It is up to the Contractor to make this decision in accordance with the solicitation.

RFP25. Is the Government looking for Offeror to duplicate the overview of hiring and inventory procedures for each tab and introduce any Tab-specific concerns/processes for inventory?

It is the decision of the contractor on how they wish to provide the informaiton; duplication is not necessary.

RFP26. Reference DBA Work: The DBA rates for some categories called by the Government are lower than the corresponding CBA rates for the same work. Does the Government expect/require the employee rates to be the higher of the DBA/CBA rates as the employees are hired based on CBA categories?

Offerors are reminded of thei rresponosibilities under the respective labor laws, as well as the successorship provisions of section 4(c) of the Service Contract Act. Offerors are advised to read the CBA, as well as other WDs, carefully.

RFP27. Solicitation L-1 I.(E) Table 1. Proposal Organization Table 168 of 178 Table 1 Proposal Organization Table in Section L indicates that Teaming arrangements need to provide SBA approval of the arrangement. Otherwise, the teaming contractor will be unawardable. Based on our knowledge the SBA has no approval process other than for 8(a) mentor-protégé arrangements, which does not apply to this solicitation. Therefore, we are uncertain how to obtain SBA approval for a prime/sub relationship teaming arrangement. Could the Government please clarify this requirement?

RFP28. Solicitation L-1 II., III., and IV. 171-172 of 178 The previous RFP asked for a Glossary of Abbreviations and Acronyms, List of Tables and Figures. Would the Government prefer to have these documents included in our proposals as well? If yes, will they count against the page limitations for their respective volume?

Request that any abbreviations/acronyms be spelled out when first used; abbreviation or acronym can be used thereafter

RFP29. Atch 4, Pricing Matrix, 20160701 ALL Attachment 4 Pricing Matrix appears to be linked to another file (Copy of Attch12 Pricing – AM duty titles revised.xlsx). As offerors were not provided a copy of this other file, we cannot update the links and are unsure if all values are displaying / calculating correctly. Can the Government please provide a revised Attachment 4 that is not linked to other data files?

There is no other file, the spreadsheet has been updated.

RFP30. Atch 4, Pricing Matrix, 20160701 TAB SCA Attachment 4 Pricing Matrix, Tab “SCA” contains no columns for Option Year V rates (as provided in the “DBA” and “O&A” Tabs). Is it the intention of the Government that offerors should not provide SCA rates for Option Year V or will the Government provide an updated pricing matrix with Option Year V in the SCA Tab?

The spreadsheet has been updated to include an Option Year V in the SCA Tab.

RFP31. Atch 4, Pricing Matrix, 20160701 Tab O&A The duty titles in Attachment 4 Pricing Matrix, Tab “O&A” are blank in rows 13, 15, 22, 38, 40, and 50. Was this intentional and offerors should not provide rates in these rows, or is this a linking issue (see question number 3)?

The spreadsheet has been updated.

RFP32. Reference RFP L-1 PROPOSAL INSTRUCTIONS, Table 1. Proposal Organization Table, Page 168. This table discusses Teaming Arrangements and/or Letters of Intent. It contains the following verbiage, “NOTE: Teaming arrangements need to provide SBA approval of the arrangement. Otherwise, the “teaming” contractor will be unawardable.” The SBA does not approve Prime/Sub teaming agreements. The only agreements the SBA approves prior to proposal submission are Joint Venture Agreements under an SBA-approved mentor-protégé arrangement. Please clarify and consider removing this requirement since the SBA will not review or approve and teaming agreements other than the aforementioned.

RFP33. This RFP is virtually identical to the previous one that was cancelled however some changes that were incorporated via Amendments in the previous RFP are not reflected in this new RFP. The previous RFP was amended and increased Volume II, Technical from 60 pages to 80 pages. Will the Government please consider amending this RFP to increase Volume II, Technical from 60 pages to 80 pages.

The page count was increased to 80 pages.

RFP34. Do you have a listing of current contractor furnished equipment?

No, there is no current listing of the current contractor furnished euqipment.

RFP35. What was the value of the previously awarded contract?

The total value of the previous contract is $7,199,870.60 for 12 months

RFP36. Before the previous Dobbins solicitation was cancelled, the page limitation was 60 pages for the technical volume. A question was asked if that page limit could be raised, and in Amendment 0004 it was subsequently raised to 80 pages. This new Dobbins solicitation has the page limit back to 60 pages again. We would like to ask that the Government consider raising the page limit for this newly active Dobbins solicitation from 60 pages to 80 or more pages.

The page count was increased to 80 pages.

RFP37. Reference: RFP Section L, Proposal Instructions Question: The page format restrictions and limitations (Page 170) states that the Technical Capabilities Volume shall be alpha-numerically numbered by PWS tab. However, the Volume II subfactors are to be 3.1, Quality Control Plan; 3.2, Resource/Personnel Management. Since this volume has a page limit of 60 pages, can we organize this section by subfactor and not by functional tab?

No, the page format restrictions shall remain, with each volume shall be alpha-numercal numbered by PWS tab.

RFP38. Reference Section L, III, VOLUME II TECHNICAL CAPABILITIES (QUALITY CONTROL RESOURCE/PERSONNEL MANAGEMENT) (2.b) QC Plan Sub-factor 1.1:

Quality Control Plan: The Offeror shall provide a Quality Control Plan (QCP) that addresses how the offeror will establish and monitor performance metrics. QUESTION: May offer provide overarching description of our QC Plan in an introduction paragraph identifying information that would be common to all tabs and then referee back to the introduction paragraph as we address QC for each tab?

It is up to the Contractor’s to make this decision in accordance with the solicitation.

RFP39. Reference Section L, III, VOLUME II TECHNICAL CAPABILITIES (QUALITY CONTROL RESOURCE/PERSONNEL MANAGEMENT) (2.b) Resource/Personnel Management Sub-factor 1.2: Resource/Personnel Management: The Offeror shall provide a resource/personnel management approach. It is up to the Contractor’s to make this decision in accordance with the solicitation.

RFP40. Reference Section L-1 Proposal Instructions / I. General Instructions / Table 1.

Proposal Organization Table Volume II Technical Capabilities - page allowance 60 page limit.

Amendment #0001 of prior Dobbins solicitation #FA6703-15-R-0004 increased Volume II Technical Capabilities page allowance from 60 to 80 pages to account for details to be addressed by Offerors in submitting a compliant responsive proposal. QUESTION: As the Sections L & M requirements have increased, especially in Section M Technical Evaluations for the Quality

Control Plan "Measure of Merit", would the Government please increase the RFP reference for Volume II from 60 pages to 80 pages?

Page limit has been increased to 80 pages

RFP41. Reference Atch _4,_Pricing _Matrix,_20160701 Attachment 4 Labor Categories RFP reference Attachment 4 has sheets titled "SCA Labor Rates". "DBA Labor Rates", and "O&A Labor Rates", but these sheets do not account for the CBA or all applicable SCA or Exempt positions that Offerors may propose. QUESTION: How are Offeror's to reflect and propose labor categories in Attachment 4 that are not listed in any of the Attachment 4 sheets?

It is up to the contractor to decide what rate they use. No additional documents for a contractor to propose additional labor categories not identified on Attachment 4.

RFP42. Reference Atch _4,_Pricing _Matrix,_20160701 DBA - Highway Rates The government added the title Electrician to the Highway DBA labor categories. QUESTION: The Electrician labor category is not available on the applicable DBA wage determination. What would the government like the bidder to utilized for a source for compensation?

RFP43. Reference Section L – Instructions to Offerors (ITO) IV: Volume III 1.(e)2.g page 173 QUESTION: Your electronic copy shall be submitted per ITO paragraph (a)(5)(ii)(m). The reference (a)(5)(ii)(m) does not appear to be included in the ITO. Would the Government clarify the reference?

Reference has been updated to I.E.2.h.

RFP44. Reference RFP Section L – ITO IV: Volume III I (E) Table 1 & I (E ) page 169 & 173 QUESTION: As the Attachment 4 Pricing Matrix has a specified naming convention, I would assume that the remaining price and finance data are to be included in a price narrative: Volume III Price Financial (Accounting System, Financial Statement, SFs,etc.) Does the Government concur?

It is up to the contractor how they wish to incorporate the remaining price and finance data in accordance with the solicitation.

RFP45. Reference RFP Section L – ITO IV: Volume III I (E) Table 1 & I (E ) page 174 QUESTION: Would the Government confirm that the contractors are to name Attachment 4, "Your Company’s Name” FA6703-16-R-0008, Attachment 4, Pricing Matrix" versus "Your Company’s Name” FA6712-16-R-0001, Attachment 4, Pricing Matrix"?

Verbiage has been updated to reflect “Your Company’s Name” FA6703-16-R-0008, Attachment 4, Pricing Matrix”

RFP46. Reference RFP Section L – ITO I (E) Table 1 page 169 QUESTION: Table 1 states that the Price Proposal, Pricing Data includes "Complete RFP". Does the Government want a complete copy of the solicitation sections (178 pages) included in our response?

Only those sections that require fill-ins/updates.

TAB A, General

A1. Reference: Tab A, Para. A18.5 Network Access

Question: Will contractors be able to access the contractor’s business systems such as timekeeping and accounting system from computers tied to the Government’s network.

Contractors should be able to access their systems.

A2. Reference TAB A, Para A1. “The Contractor shall provide all personnel, supervision, equipment, tools, materials, supplies, test equipment and other items…”

Question: How can the Government determine price reasonableness of a proposal if the bidder is not directed in Section L to discuss in the technical portion their understanding of complexities, not only personnel but capital investment in supplies, equipment, and other vendor services?

Shouldn’t considering a contractor’s understanding and acknowledgement of providing additional required resources, other than personnel, be just as important in establishing technical and price reasonableness and adequacy?

It seems the Government evaluates partial requirements only, as personnel are easily visibly compared. However, other critical elements are not considered. This is a setup for failure for the customer and the unprepared contractor with limited relevant past performance.

Without total evaluation of all contract requirements, not just staffing, the Government misses performing its due diligence and provides a high-risk contractor to Base Customers under the acquisition strategy.

We understand a cost breakdown is not required IAW the FAR, however, there is nothing prohibiting a Section L/M technical evaluation of the contractor’s full understanding of capital cost requirements. The resulting contractor selection would prove much lower risk in inability to perform all contract requirements.

We can determine that offerors have understanding of capital investment costs, as well as all other costs, by them submitting a reasonable price proposal....and be able to determine it reasonable based on adequate price competition between the offerors.

A3. Reference A17.3 states: “This includes required spare components and parts listed in F-TE- 4f which will be maintained at all times.”

Question: We cannot locate F-TE-4f, please provide it!

These services may be required 24 hours a day, 7 days a week for the duration of the emergency. Requirements beyond the capability of the KTR may be augmented by the Government, at its option, when it perceives that mission accomplishment is endangered. The CO may advise the KTR of the required level of effort verbally and follow up immediately with written direction. If this requirement takes place after normal duties is contractor in their right to submit an over and above for provided service?

For A6.1 any support needed after normal duty hours will be over and above.
