RFP FA6703-14-T-0007 – ENVIRONMENTAL SAMPLING SERVICES
AMENDMENT 0002 – QUESTIONS AND ANSWERS
• Q1. How does the Government intend to determine/verify the qualifications of each bidder and the realism of their pricing, given the fact that this solicitation is open to all small businesses with the appropriate NAICS code and no qualification and experience, or references are required to be included?
A1. See FAR 52.212-1 Addendum and FAR 52.212-2.
• Q2. Clause 52.217-9(c) states the total duration of this contract shall not exceed 30 month, including the exercise of any options; however, quantities in Table 1 are based on duration of 12 months. Does the column titled “Basic” refer to the initial 12 month event (CLINs 0001 through 0004) and the second column titled “Option Yr 1” refer to the Optional CLINs (1001 through 1004) for an additional 12 month period? Is there an additional CLIN for the remaining 6 months? How should the additional 6 months be costed and presented and for what activities?
A2. Yes, you are correct for the Base and Option Yr1. The six months are identified as 2001 -2004 (see Amendment 0002).
• Q3. Labor and reporting are requested for each CLIN; however, the labor is not broken down into categories, such as labor to perform the work, administrative, or project management. Should the bidder 1) include additional line items for these tasks, or 2) include the labor costs as a lump sum cost to include all labor anticipated? How does the Government intend to evaluate each proposal in terms of cost if these line items are not broken out?
A3. 1) No additional line items for these tasks are needed and 2) include the labor costs as a lump sum cost to include all labor anticipated (see Amendment 0002).
• Q4. Should the Option Year costs reflect typical rate increases if option periods are awarded?
A4. Yes. (See Amendment 0002).
• Q5. Section 2.4.2.4 states that the contractor must maintain a quality assurance plan but it is not specified in the submittal section. Is the contractor required to submit a quality assurance plan? If so, how soon after contract award is the submittal of the plan required?
A5. Yes. Ten days after contract award. See revised PWS.
• Q6. Does the Base need to review the contractor’s health and safety plan (HASP) prior to initiating work?
A6. No. The contractor’s HASP is not required.
• Q7. Assuming the contractor obtains a badge to access the Base, will any of the sampling locations require an additional escort?
A7. Yes. All locations will require escort. The contractor will coordinate by telephone with the CEV program manager for each qualifying sampling event.
• Q8. What type of analytical data package (level II/level IV) is required? Also, is the contractor required to conduct data validation on all or part of the laboratory analytical results? If so, what level of validation is required and for which samples?
A8. Yes, the level will be determined by the media sampled, method used and contractor’s Quality Assurance Plan (QAP). Yes, the data validation is required for all samples in accordance with media sampled, method used and contractor’s QAP.
• Q9. Does the Base have specific minimum detection limit requirements for sample analysis for all constituents of concern?
A9. Minimum detection levels are those necessary to meet the appropriate federal/state requirements for documenting regulatory conformance.
Quarterly Storm Water Sampling
• Q10. Please provide a copy of the Storm Water Pollution Prevention Plan (SWPPP) for review prior to the due date of bid submissions.
A10. The SWPPP is for Official Use Only and may be provided to awardee.

A11. The contractor to provide a clear, logical, and legible report with supporting analytical documentation, chains-of-custody, etc. as their reporting criteria.
• Q12. Section 2.2.1 of the Performance Work Statement states that storm water sampling shall be collected within the first 30 minutes of the discharge (not to exceed one hour) and Section 2.4.1.3 states that the contractor shall make every effort to collect samples within the first 45 minutes following the start of runoff. Please clarify when the storm water sampling should occur. Additionally, do all nine outfalls need to be sampled within a period of time or is the only requirement to initiate sampling within one hour of a qualifying event?
A12. See revised PWS.
• Q13. What is the procedure for notifying the Base Point of Contact prior to conduct of stormwater sampling? How will access to locked gates be provided in order to meet the requirements of sampling within the first 30 (or 45 minutes) of a qualified event?
A13. The contractor will coordinate by telephone with the CEV program manager for each qualifying sampling event and for access to secured areas. Telephone number and POC will be provided to awardee at time of award.
Waste Characterization
• Q14. Section 2.4.2.1 states that waste characterization samples are not expected to be a scheduled recurring event. A14. No. See revised PWS and Amendment 0002.
• Q15. Table 1 specifies that 15 samples are to be collected for waste characterization.

A18. Yes, see Amendment 0002
• Q19. Will an official asbestos survey be required as part of this scope or will the base identify specific material that will be disturbed during renovation/demolition activities?
A19. No. The base will specify the areas to be sampled.
• Q20. Section 2.4.2.3 states that analytical results for asbestos and lead-based paint samples are typically needed on 24 to 72 hour turnaround times. For cost estimating purposes, can the base specify which duration is preferred?
A20. Base preference is the 72 hour turnaround time.
• Q21. Table 1 specifies that 10 samples are to be collected for lead-based paint.
Additionally Table 1 specifies “10” units for labor and “10” units for reports. Is the Base asking for 10 labor hours and 10 reports or does the Base anticipate 10 lead-based paint sampling events with 10 samples for each event, to include labor and reporting?
A21. Yes, see Amendment 0002
• Q22. Table 1 specifies “10” units for labor and “10” units for reports for asbestos sampling. Is the Base asking for 10 labor hours and 10 reports or does the Base anticipate 10 lead-based paint sampling events with 10 samples for each event, to include labor and reporting?
A22. Yes, see Amendment 0002
