RFP FA6703-14-T-0007 – ENVIRONMENTAL SAMPLING SERVICES
ADDITIONAL QUESTIONS AND ANSWERS, DATED 11 SEP 14
Q1. In the Draft SOW, it is stated that prices for multiple turn-around times are desired. This is not stated in the updated SOW, so I am assuming that multiple turn-around times do not need to be priced in the return package. Is this correct?
A1.Yes. Pricing is requested for the 72 hour turn-around described in the PWS and listed on the Price Schedule.
Q2. The asbestos sampling description states that 20 samples total (10 PCM and
10 TEM) will be take, and then a description of 14 of these samples follows.
But no description of the remaining 6 samples is given. Do you know what these samples will be?
A2. There are a total of ten (10) samples for pricing.
Dobbins estimates that 6 of those 10 will be bulk samples and 2 of the 6 bulk samples are estimated to have no more than two layers;
3 of those 10 samples are estimated to be roofing samples; 2 of the 3 roofing samples are estimated to have no more than two layers;
Additional layers are for samples having over two layers and Dobbins wishes to know what the price is per layer beyond two;
Dobbins estimates that 1 of the 10 samples will require point counting at 400 points/layer; and
Dobbins estimates that 1 of the 10 samples will require point counting at 1,000 points per layer.
Q3. In the past pricing sheets, there were line items for labor and reports.
These line items do not exist in the updated pricing sheet. Is there a particular way the buyer would like these items to be listed, or is it up to the contractor's discretion?
A3.Reports and labor costs are consider, by Dobbins, to integral parts of the sampling event and does not wish to review detail break downs of labor, administrative, and office equipment costs.
Q4. Will the contractor be locked in to these bid prices for 2.5 years (Sept.
'14 - Sept. '15, Sept. '15 - Sept. 16, Sept. '16 - March '17) without the ability to adjust them?
A4. Yes, Unless there are wage adjustments per DOL or significant market changes.
