Solicitation: FA667521R0016, Repair Apron Attachment 11 ‐ Questions & Answers
Q1:
Section B of the solicitation has 2 line items: 0001 and 0002, and the description of both line items refers to attachment 1‐“CLIN ID Sketch” and A/E Design Drawing and Specifications. Attachment 1, “CLIN ID Sketch” does not clearly identify what work is included in each CLIN (only listing highlighted items as “minor construction”. After reviewing the AE Design Drawings, the only CLIN identification that we could find in the plans is sheet CU104, where it identifies that the Storm Pipe shown on this sheet is to be included in CLIN 002. Specification section 00 22 13.00 20 lists CLIN’s 0001‐0003, and identifies the work to be included in each CLIN, but there is no CLIN 0003 in the solicitation section B. Can you please clarify what work is to be included in each CLIN?
A1:
“Attachment 1 ‐ CLIN ID SKETCH” renamed “Attachment 1 ‐ CLIN 0002 ID SKETCH” for clarity. The contract numbers on the construction drawings are for reference only. They represent the A&E contract numbers only. The conduit duct banks highlighted in yellow on “Attachment 1 ‐ CLIN 0002 ID SKETCH” are associated with CLIN 0002, Minor Construction. Work includes excavation, pathways, manholes, and backfill. Replacement of (concrete/asphalt) surface pavements associated with the duct bank installation should be included under CLIN 0001 (Repairs). All other work in the proposal should be in CLIN 0001, Repair.
Q2:
Which concrete specification will govern, 033000 or 321314.14?
A2:
Both specification sections apply to this project.
Spec section 033000 applies for general concrete placement for piers/footings/electrical & Com duct bank encasement.
Spec Section 321314.14 applies to all concrete work for airfield pavements.
Q3:
1. Attachment 2 – Drawings, Sheet CU104, Note #1 states, “THIS SHEET SHOWS STORM PIPING TO COLLECT ROOF WATER FROM THE SUN SHADES VIA DOWNSPOUT CONNECTIONS AS BID OPTION "CLIN 0002".” This note will be deleted via an amendment to the solicitation. See solicitation Amendment 01 and Attachment 1 ‐ CLIN 0002 ID SKETCH for items included in CLIN 0002.
2. Attachment 2 – Drawings, Sheet CI101, Note #17 states, “INSTALL CONDUCTORS FOR COMMUNICATIONS, SECURITY, AND POWER FROM THE SOURCE CONNECTION POINTS TO ELECTRICAL PANELS A, B, C AND INSTALL ALL SUN SHADE POWER AND COMMUNICATION SYSTEMS.” This note will be deleted via an amendment to the solicitation. See solicitation Amendment 01 and Attachment 1 ‐ CLIN 0002 ID SKETCH for items included in CLIN 0002.
3. An unusual sawcut in the asphalt pavement was found just outside of Air Force Building #1637 inside the project’s limits. Please provide information pertaining to the significance of these sawcuts as it relates to this requirement.
4. Attachment 3 – Specifications, Section 03 30 00 does not provide a range for the acceptable slump of concrete. Please provide clarification for a required slump range or if the slump range would be determined by the vendor. Attachment 3 – Specifications, Section 32 13 14.13, 2.12.4 provides a maximum allowable slump of the concrete at the point of placement is 2 inches for pavement constructed with fixed forms. Please provide clarification if the 2 inch slump requirement is applicable to concrete hand placements.
5. The location for epoxy coated reinforcement is not clear. Please provide clarification on the location of required epoxy coated reinforcement.
A3:
1. The storm water lines indicated in note 1 shall be included in the base bid, CLIN 0001. Lines shall terminate flush with the pavement.
2. Conductors indicated in note 17 are not part of the contract. Install conduit duct bank with pull lines.
Cap conduit per detail A7, Sheet EJ 601.
3. Saw cuts are an abandoned gate sensor loop. Demo with associated work. No need to restore.
4. For concrete under spec 03 30 00, the slump is determined through the mix design. A normal slump for a footing, pier or slab would be 3” or 4”. In section 2.5.1d it states that tolerances must meet the requirements of ACI 117. The following is from section 2.5 in ACI 117 –

5. All rebar shall be epoxy coated per specifications.
Q4:
Due to the rusting of manhole steps over the years, installing steps in manholes has become a liability issue. Are you sure you want to put steps in a manhole that will be deteriorating in a few years and possibly cause an accident? A ladder and tripod retrieval system with winch is require any way by the confined space entry regulations.

Bid Project per plans and specifications. Do not alter manholes in bid proposal.
Q5:
1. Paragraph 1.4.5 & 1.4.5.1 Test Section, Will a test section or pilot lane be required?
2. Paragraph 2.1.1 Will profilograph testing method be used for this project?
3. Paragraph 2.11 Will Batch Plant located 15 min from jobsite, special trucks or dump trucks for delivery of low slump concrete, paver‐finisher, transfer and spreading equipment, slip form paver, fixed form paver‐finisher machine, curing and texturing machine be required?
4. Paragraph 2.12.4 Will the 2” slump requirement be raised up to 4”, plus or minus 1” to allow for hand placement since this is a irregular shaped hand poured repair job and not a typical machine paved apron job with uniform lanes?
5. Paragraph 2.13.2 Will proportioning studies requirement be actually required? as well as 2.13.2.2 and
2.13.2.3. ? These require 90 day flexural studies be submitted in advance of paving?
6. Can this job be poured/straight‐edged by hand, floated by hand, vibrated with hand vibrators and finished by hand?
A5:
1. Yes, test section or pilot lane required.
2. Profilograph testing or alt straight edge testing method shall be used.
3. Government will accept batch plant located up to 25 min from the installation with the condition the concrete is placed with temperature of the concrete below the maximum allowable concrete placing temperatures shown in the table in section 3.3.2.
4. Mix design shall be to 3” slump for hand placements only.
5. Yes.
6. Where slip form paver is available, the contractor shall use this method. Small irregular shapes may be installed by hand where the slip form does not work.
Q6:
Plan sheet C501 shows a Non Dowelled Contraction joint and a Dowelled Construction joint. Plan sheets CJ105 thru CJ115 shows the locations of each joint. To facilitate a more continuous placement plan, will a "Dowelled Contraction Joint" be allowed at the "Dowelled Construction Joints"?
A6:
If a two lane width is being paved then dowel baskets can be used and the longitudinal joint can be sawcut as a contraction joint. The contractor should provide a paving plan for approval prior to any change in the jointing pattern.
Q7:
1. The striping and demo drawings on CD101 and CS102 do not indicate that the red and yellow semi‐ circle parking spot indicators are to be removed or re‐painted, please confirm this is correct. If they are to be removed and/or repainted, please provide a detail for the semi‐circles indicated on CD101, CS102, and
CI102.
2. The electrical manholes indicated on CU101 do not have a type indicated to define their dimensions.
Please confirm if manholes are type 3 or type 4 as shown on 3/C505.
3. In the solicitation, Section L‐1 Proposal Preparation, offerors are not required to turn in Section F – Deliveries or Performance, please confirm if this is correct. If section F is to be completed and submitted, please confirm what information is to be provided to the right of the numbers “0001” and “0002”. Also, if the offerors are to propose their own period of performance, please confirm that the applicable duration in box 11 of the SF1442 can be modified to match the proposed duration in Section F.
4. On sheet CU104, two 60” manholes are called out to tie new 8” PVC storm pipe into existing storm drainage. Please provide a detail for these manholes including shape, frame/lid type, reinforcement, and invert elevations.
A7:
1. Removal sheet CD101 indicates by legend and noted outline which says "REMOVE ALL TAXILANE PAINT MARKINGS & RED SECURITY LINE PAINT MARKINGS WITHIN OUTLINED AREA". This note applies to the semi‐circle parking spot paint markings. Please remove the semi‐circle paint markings.
Semi circle, suction hazard zone shall be painted with red paint infill, yellow stripe per per attached exhibit: “Attachment 12 – Additional Details” References. This applies to all F‐16 and F‐35 parking spots per curve data tables provided in the construction drawings, CI‐102.
2. Electrical Manholes indicated on CU101 shall be type 3 as shown on detail 3/C505.
3. Item (a) in Block 10 of the SF 1442 states to indicate the number of calendar days required to complete performance in Section F if different than Block 11 in Section A. The SF 1442 must be completed by the offeror and submitted with the proposal.
4. Refer to “Attachment 12 – Additional Details” references for existing storm water line tie in to new manhole.
Q8:
Plan sheet CI101, Notes 12 and 13 still has to "Build F‐35 Sunshades #20 ‐ #23 and #1 ‐ #19. Will another Addendum be issued eliminating these notes or will you provide the details on how to construct the new shades and Pay Item for compensation?
A8:
As referenced in the Specifications, CLIN 0003 Bid Option ‐ Package 3: CLIN 0003 and Package 2 and 3 are not part of this requirement. CI 101 refers to the construction phasing sequence. It does not direct the contractor to provide or install shelters. The installation of new sun shades will not be part of this contract nor anticipated during construction. Plan sheet CI101, Notes 12 and 13 removed.
Q9:
1. Plan sheet CI101, Note 8 states "Demolition of F‐16 Sun Shades #1‐ #22. The Plans nor the specifications state what is to happen with the sun shades after demolition.
2. Removal Notes #2 on Plan sheet CD101, states that the Rubble produced from the removals is to be deposited off site lawfully. In order to provide a cost savings, is there a site on base that the rubble could be stockpiled.
3. Specification 31 00 00 ‐ 3.1 states that any excess material generated during excavation is to be deposited off site. In order to provide a cost savings, is there a site on the base that the excess material could be stockpiled on?
4. Plan sheet CI101, Note 8 states "Demolition of F‐16 Sun Shades #1‐ #22. The Plans nor the specifications state what is to happen with the sun shades after demolition.

1. Dispose of structure following recycling guidelines where possible, dispose of remaining in certified landfill. Provide recycling and disposal documents per contract. See specification section 01 74 19, CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL.

Q10:
1. The solicitation states the project shall be complete within 252 calendar days after receiving notice to proceed. Does this include the allowance of 30 calendar days where work is prohibited due to flight operations and a further allowance of 30 calendar days of abeyance for excavation and subsurface activities?
Reference Paragraph 1.2. In addition, there 2 non‐workdays per month for weather to be included in the schedule. After NTP time must allow be allowed for the early critical submittals and review time which is likely in the 60 calendar day time frame. With the above deductions, the number of actual calendar days for construction is approximately 132 calendar days, which is not realistic for the scope of work required to complete. Based on this will you consider extending the time required to complete the project?
2. How many existing electrical panels at the Sun Shades are to be removed? These are not shown on the drawings.
3. Where is water and power available for use by the contractor at the project site? Will the base charge the contractor for use of utilities?
4. Reference Drawing C504. The Trench Drain Grating (12B24DGF) called out on this sheet is for a 10” wide trench drain whereas the grating required is 36” wide. Please clarify the required grating SKU Number.
5. Section B of the Solicitation references two Item Numbers, 0001 & 0002, yet the Specifications Paragraph 1.1 references three CLIN numbers 0001, 0002, and 0003. Please clarify.
6. Para. 3.5.2 requires a test section for the drainage base course a minimum of 30 days prior to full scale production. This 30‐day requirement will impact the schedule. As noted above the 252 calendar days for completion also includes this period of time which is on the critical path. Can this period be reduced, or can the contract period be extended?
7. Section L‐1, Vol. II, Technical Proposal Key Personnel:
a. Are the resumes included in the total page count of 20 pages for this section?
b. When outlining the key personnel in subfactor 1 (RFP pg. 51), the key personnel reads as though the client would like to see multiple personnel for the key positions (i.e., Quality Control Managers, On Site Project Superintendents, etc.). Can you please verify the number of resumes you would like submitted for these key positions?
c. Subfactor 2, Company Experience: Can we use our teaming partner experience in this section as well as the Vol. III Past Performance?
8. Section L‐1, Vol III, Past Performance:
a. Page Limits: We request the government allow the items excluded from the page limit in Vol III to be applied to all volumes. For example, the government requires a schedule for Volume II but does not exclude the schedule from the page limit in Vol II but does allow it in Vol III. Typically, a schedule is not included in past performance information.
A10:
1. Item (a) in Block 10 of the SF 1442 states to indicate the number of calendar days required to complete performance in Section F if different than Block 11 in Section A. The SF 1442 must be completed by the offeror and submitted with the proposal.
2. Each sunshade row (2 rows) has an 100A, 480 V, 3 Phase panel. This is the only electrical power on the site available after the F‐16s transition to the temporary ramp when completed.
3. Fire hydrants are available for use along the apron. See Attachment 13 ‐ Utility Site Plan. Note, the contractor will not be billed for water or electricity but has to meter water consumption from hydrant.
Provide report every 30 days. Water connections shall have the following: Meter: 3" dia. Badger Meter, Recordall Turbo Series Meter or equivalent, NPT connections, 150psi rate, measure unit in gallon. Max continuous flow 500gpm. Backflow preventer: Watt, 2" dia, 175psi rate, meet NSF/ANSI 61.
4. Provide 38" Wide grate to match 36" specified trench drain. Meet notes 1‐5 detail C, sheet C504 requirements. See updates to Detail C, Sheet C504.
5. As referenced in the Specifications, CLIN 0003 Bid Option ‐ Package 3: CLIN 0003 and Package 2 and 3 are not part of this requirement.

Q11.
1. Please see CS102‐104, CI102, C501, and specification section 32 17 23. Details 4 and 6 on C501 are noted that markings are to meet UFC 3‐260‐04 Chapter 6. The UFC in 6‐2 calls for the yellow taxiway lines to be reflectorized and the black outline to be non‐reflectorized. The drawings or specifications also do not define the type of beads to be used for reflectorized markings and the UFC in chapter 3 does not define the type of beads to be used. Please confirm that the yellow taxiway lines, apron lines, and painted signs are to be reflectorized for the permanent and temporary markings, that the red and white security (ECP) lines are not to be reflectorized for either permanent or temporary markings, and please provide the type of beads to be used in reflectorized markings for the permanent and temporary markings.
2. Please see detail 2 on sheet C502. There is a note on this detail that says to connect the ground rod to the grounding loop, which is not possible with a retrofit installation, please clarify. Also, please provide the required length of the grounding rod.
A11:
1. The yellow taxiway lines are to be reflectorized and the black outline to be non‐reflectorized as per UFC 3‐260‐04, Chapter 6, for permanent and temporary markings. UFC 3‐260‐04 3‐3.1 "use of reflectorized paint markings is encouraged for all surface painted markings" The red and white security (ECP) lines will also be reflectorized for both temporary and permanent markings.
2. Disregard note on detail 2 sheet C502 about connecting to ground loop. There is no existing ground loop to connect to. Grounding rod length should be 10' long, 3/4 inch diameter, copper clad steel, solid copper, or stainless steel per UFC 3‐520‐01 Section 3‐12.1.1.
Q12:
1. Can the key personnel wear dual hats? Or each role must be filled individually?
2. The 3 projects requested for past performance ‐ Volume III do they need to be totally different projects from the 2 that is requested for Company experience ‐ Sub Factor 2?
3. Should we also include copies of the PPQs in the proposal?
4. If teaming, does each team member need to provide 3 projects for Past Performance or a combination to make up the 3 required projects?

1. Section L of the solicitation does not restrict key personnel from serving multiple roles. Refer to Attachment 3 – Specifications for additional key personnel information.

3. No. The offeror shall send out the Past Performance Questionnaires (Section J, Attachment 10) to their references for past performance with instructions that the reference complete the questionnaire and forward the response directly to the Contracting Office.
4. Section L of the solicitation does not restrict using a combination of Past Performance from each team member. For relevancy: Provide a list of not more than three (3) of the most recent and relevant contracts performed for Federal Agencies, State, or Local Governments, and/or commercial sources within the past five (5) years.
Q13:
1. CU101 (Att 1 CLIN 0002 ID Sketch) ‐ This drawing shows some ductbank highlighted in yellow, and some is not. The callouts for conduit are all highlighted yellow. Is the entire ductbank, including manholes shown on this drawing CLIN 0002?
2. Specification 01 11 00‐1.5.a states contractor is to provide temporary construction facilities for other small contractors working in the same area. Please provide additional information, such as number of contractors, amount of space required for each, location of staging areas, utility requirements, etc.
3. Specification 01 11 00‐1.5.a ‐ Where is the contractor's staging area located? Are utilities available? Are there fees for utility usage?
4. The specification 01 45 00.00 10‐3.4.3 lists supplemental QC personnel, but only the materials technician is listed in the experience matrix. Please confirm if these supplemental personnel are required, and if so, provide experience requirements.
5. CI101 ‐ Phase 1 Notes 12 & 13 state to install aircraft sun shades. There is no mention of the contractor performing this work elsewhere in the RFP. If we are to install sun shades, please provide a specification and installation details. Additionally, if we are not to install the sun shades, are we to wait on that work to be completed (by others) before performing activities 14, 15, and 16? Please advise how the sun shade installation impacts our schedule.
6. CI101 ‐ Phase 2 Note 17 state to install conductors in the new duct banks and to install all sunshade power and comm systems. There is no mention of the contractor performing this work elsewhere in the
RFP. If we are to install these systems and conductors, please provide a specification and installation details. Additionally, if we are not to install these items, are we to wait on that work to be completed (by others) before performing activities 18, 19, and 20? Please advise how these installations impact our schedule.
7. In block 13 of the SF‐1442 a bid bond is required. On page 50, section F it states "Financial Resources:
Offerors shall submit a completed financial capability letter from their financial institution. In addition, Offerors shall submit a letter from the bonding company confirming bonding capacity and maximum dollar threshold. The letter will be used in the Contracting Officer's determination of responsibility. Please confirm both a bid bond and bond capacity letter are required.
8. Section L, Page 49 of 63. Can the proposal be submitted electronically through DoD Safe or another method?
9. Section L, Page 51 of 63. Can the government please exclude the requred resumes from the 20 page limit Subfactor 1?
10. Will the government accept CCASS rating instead of PPQ's? Numerous clients will not fill out a PPQ since the offical evaluation system of the DoD is the PPIRS system.

1. Yes, the entire duct bank is CLIN 002 Work. CLIN 002 Work includes excavation, pathways, manholes, and backfill. Replacement of (concrete/asphalt) surface pavements associated with the duct bank installation should be included under CLIN 0001 (Repairs). All other work in the proposal should be in CLIN 0001, Repair.
2. Contractor is only responsible to provide temporary construction facilities for sub contractors/ GC personnel as necessary to build the contracted work. The contractor can stage within their fenced construction areas as shown on CI 101. Job site sanitation will be contractor responsibility. The only commercial power on the ramp serves the existing shelters. (Not available until the F‐16 are relocated to the temporary parking area built in Phase 1, step 6. Water is available from hydrant along ramp but must be metered and usage reported. No charge for electricity and water.

Each row of shelters is served with a 3PH, 100A, 480 V Panel, (Not available until the F‐16 are relocated to the temporary parking area built in Phase 1, step 6.) Water is available from hydrant along ramp but must be metered and usage reported. Water Meter: 3" dia. Badger Meter, Record all Turbo Series Meter or equivalent, NPT connections, 150psi rate, measure unit in gallon. Max continuous flow 500gpm. Back flow preventer: Watt, 2" dia, 175psi rate, meet NSF/ANSI 61. No charge for electricity and water. Employee POV parking will be in the main Wing Parking Lot north of the parking apron.
4. The CQC personnel listed in 3.4.3 should have demonstrated two years of experience in specific discipline.
5. The government does not anticipate installing sunshades during this construction effort. No impact to the construction schedule for the apron work.
6. Note 17 work is not part of this request for proposal. Do not install power conductors, fiber optic cables or electrical switch gear. Only install equipment pads, underground pathways.

Q14:
The Contract specifications are unclear if an On Site Concrete Batch Plant is required for this project.
If a plant is required, please provide a location for an on site batch plant.
A14:
On site batch plant is NOT required. Government will accept batch plant located up to 25 min from the installation with the condition the concrete is placed with temperature of the concrete below the maximum allowable concrete placing temperatures shown in the table in section 3.3.2.
Q15:
During the job walk, there were discussion concerning the new shelters and electrical service to these shelters. It was stated that these new shelters were not part of this contract and the electrical services to these shelters are not part of the contract. Will the drawings and specifications be updated to relfect the discussions held at the job walk? Verbal changes at the job walk are not binding and without the changes, the project must be bid as shown on the solicitation package.
A15:
The government does not anticipate installing sunshades during this construction effort. No impact to the apron construction schedule due to shelter installation. Note 17, sheet CI101 work is not part of this request for proposal. Do not install power conductors, fiber optic cables or electrical switch gear. Only install equipment pads, underground pathways.
Q16:
1. Spec Section 01 11 00 part states normal duty hours are 6AM to 6PM. M‐F. The Working hours in Spec Section 01 14 00 part 1.3.2 state working hours as 8AM‐5PM M‐F and 7AM‐11PM on Saturday. Will the contractor be able to get contractor vehicles and equipment on base on Saturdays? most bases have the contractor entrance closed on weekends.
2. In the Solicitation, Section L, Volume II ‐ Technical is stated to be limited to 20 pages in length and consist of Subfactor 1 Project Management, Project Schedule, Org Chart, and Resumes and Subfactor 2 Company Experience of a capability statement for at least 2 recent projects. Please confirm if all these items are included in the 20 page limit or just the Project Management Approach. Can the Resumes, Org Chart and Project Schedule be included as attachments outside of the 20 page limit? What items will actually be constricted to the 20 page limit for Volume II?
3. Will projects still in progress, greater than 50% complete, be allowed for "Past Performance". The Relevancy criteria in Volume III (a) Relevency states project "performed" and not project "completed".
4. On the bottom of every page of the specifications in the "CUI" designation. Please explain what this designation signifies? There is no verbiage in the Solicitaion referencing Federal safeguarding requirements for controlled unclassified information (CUI)a s established by Executive Order 13556.
5. Will Shade structure and other demoltion activites be permitted before approval of PCCP concrete mix design for 32 13 14.13?
6. Since the project only has less that 2,000 cyds of concrete, will a commercial batch plant be permitted instead of the on site batch plant?

8. In meeting the requirements for Hot/ Cold weather PCCP placement often times concrete placement activities outside normal 8AM to 5pm working hours. If the batch plant location is located outside the base, will the commercial gate be opened to allow for concrete truck deliveries?
9. if batch plant is located off government property, will priority be given to delivery trucks entering the commercial gate to comply with batch to placement times?
10. Grate description on page C504 should read "38BF24GSF". Can we get confirmation on the proper grate for this application?
11. In order to remove the components (conduits, anchor bolts, ground rods, etc.) at approximately 1 in below the surface would require removal of concrete at the surface and creating a larger patch around any embedded components. We are requesting a clarification on this item. We suggesting the following verbiage: "Cut all embedded items flush with concrete. Fill conduit opening with non‐shrink grout by installing foam and duct seal 6 inches down conduit, then fill with grout. At all embed locations cover / seal with epoxy material. This would avoid coring or chipping at the embed locations and minimize disturbance at the concrete surface. I.e. we grout openings and seal the top with a road grade epoxy" A 1 inch patch in these conditions will almost certainly spall. Open to other suggestions if available. Flush mounted plugs don’t really exist with any kind of traffic rating for 2 inch pvc conduit. Caps would require additional coring and removals.
A16:
1. The commercial gate access is Monday thru Friday 6:00 AM to 2:30 PM. Saturday deliveries would have to be scheduled 2‐3 weeks in advance. Normal gate operations will allow pickup truck and van access.
2. Volume II – Technical includes SUB FACTOR 1: Project Management and SUB FACTOR 2: Company Experience. Volume II is limited to 20 pages in length in accordance with Section L‐1.

4. CUI is defined in Section 2002.4 of Title 32 CFR. DOD INSTRUCTION 5200.48: The designation, handling, and decontrolling of CUI (including CUI identification, sharing, marking, safeguarding, storage, dissemination, destruction, and records management) will be conducted in accordance with this issuance and Sections 252.204‐7008 and 252.204‐7012 of the DFARS. DFARS 252.204‐7008 and 252.204‐7012 are included in the Solicitation.
5. Demolition on the existing F‐16 ramp can start before concrete mix design but not before the temporary ramp is completed and the F‐16 jets are moved.
6. On site batch plant is NOT required. Government will accept batch plant located up to 25 min from the installation with the condition the concrete is placed with temperature of the concrete below the maximum allowable concrete placing temperatures shown in the table in section 3.3.2.

8. With prior coordination, after hours concrete truck delivery will be allowed.
9. Concrete deliveries will have to be scheduled around high volume traffic times to ensure timely concrete pours. Delivery drivers will have to be vetted prior and a proper bill of lading given at the gate.

10. Provide 38" Wide grate to match 36" specified trench drain. See updates to Detail C, Sheet C504.
11. It is acceptable to cut/grind components (conduits, anchor bolts, ground rods, etc.) flush with existing pavements. Plug all openings with backer material and non‐shrink grout. Cover exposed flush metal components with epoxy coating (Gray) suitable for aircraft traffic.
