The instructions for proposal preparation do not seem to match. The table following paragraph L-01 on page 43 of 47 provides the following page limits:
Cover Page, 1 page; SF 1442, 1 page; and Price Proposal, 20 pages. The SF 1442 is a 2-page document, so are you asking for only page 2 of the SF 1442? On the same page, the Price Proposal is shown to consist of the SF 1442, the CLIN bid schedule, and the fill-ins for sections C – K. If you only want 1 copy of the Cover Page and the SF 1442 and we have to provide two copies of the Price Proposal, into which copy do we place the Cover Page and SF 1442? Also, can you please clarify what is expected in the cover page?
In the same table following paragraph L-01, there is a column heading of “Table of Contents”, followed by Sections I – V. This is the only time the section numbers are referenced. We are confused about how to organize our proposal. It appears that we should have two binders with Price Proposal and Technical Proposal. We understand how to tab out the various pieces of the proposal, but we are not sure how these five Sections are used in that schema.
Finally, in the same table, there is a Section V, Certifications that is 1 page in length. What is this certification? We can find no other requirement for a 1-page certification. The Reps & Certs are much more than one page.
PROPOSED SOLUTION (If applicable:
