About this file
The document provided is a set of Questions and Answers related to a federal contract opportunity for the Department of the Air Force Reserve Command to inspect and remove water/sludge from an underground oil/water separator at the Niagara Falls Air Reserve Station.
The key details are:
- The contractor is required to provide a firm fixed price for the work, which includes removing and disposing of approximately 10,000 gallons of liquid and an estimated 1 inch of sludge from the oil/water separator. The contractor can temporarily store the liquid in a frac tank and discharge it back into the separator to reduce disposal costs.
- The liquid and sludge are considered non-hazardous waste based on prior analytical sampling, though the contractor may need to conduct additional sampling if required by the disposal facility.
- The contract will be awarded as a 100% Small Business set-aside with a NAICS code of 541380, and the contractor must be registered in SAM.gov to be eligible for award.
- Offers are due by June 7, 2024 at 1:00 PM EDT and will be evaluated on price and technical capability, with the lowest-priced technically acceptable offer receiving the award.

Questions and Answers 1
- The RFP states that the contractor is to submit a “firm fixed price” for the work but there were no quantities to base the pricing for disposal on. Can you please provide a quantity of sludge that would be encountered for disposal purposes? Petroleum contaminated water and solids are a di erent waste stream with a significant di erence in cost.
There is approximately 1” of sludge in the OWS. Liquid levels are near capacity of the OWS.
Therefore, the Contractor shall assume approximately 10,000 gal for liquid disposal.
Additional liquid volume shall be considered for pressure washing per Section 2 of the Statement of Work.
- Typically, we would remove the water from the oil/water separator and temporarily store the water in a frac tank until cleaning and inspection is complete, then discharge the water from the frac tank back into the oil/water separator to substantially reduce disposal costs. Will this be allowed or does all the water have to be taken o site and disposed of? If so, please provide an estimated quantity of water to base our disposal pricing on. Based on instructions in Section 9.5 in the “STATEMENT OF WORK”, it is assumed that this would be acceptable since it states that the “Contractor is to recycle or divert as much waste as practical”.
The Contractor shall remove the OWS contents (liquid and sludge) and dispose o base at an appropriate disposal facility.
- Section 3 and Section 9 both reference hazardous material. Is the contractor to assume there will be hazardous waste that will require disposal? If so, we will require analytical information and quantity to obtain hazardous waste shipping and disposal costs.
The liquid and sludge (solids) are considered non-hazardous. Analytical sampling was performed in Feb 2024, see attached analytical reports. If additional analytical is required by the disposal facility to characterize the waste, the Contractor shall be responsible for collecting the additional samples and providing that data to 914 MSG/CEV for review.
