About this file

This is a Questions and Answers document for solicitation FA665626B0001, addressing clarifications regarding the Rubber Removal and Airfield Marking project at Youngstown Air Reserve Station. The document does not address required products or services, pricing terms, award dates, or other substantive procurement details; rather, it provides technical and operational clarifications to support bidder preparation.

Key clarifications include: crack sealing of approximately 5,200 linear feet will be performed on the LZ (Landing Zone) only per Sheet C1 dated 01/02/2026; taxiways "P" and "G" markings to the runway edge will be painted as shown on plans C1 and C3; all airfield access requires escort; rubber removal will utilize standard high-pressure scrubbing and vacuum methods (with solvent use requiring advance specification of solvent type); all liquid waste will be transferred to the base's Pre-Treatment Facility on-site; no lead-based paint exists on airfield markings to be removed; and all markings will be repainted in their original positions without size or position changes. The document confirms that there is no stripping of existing airfield markings as part of this project.

We use a rubber removal method that utilizes a high-pressure water system with a vacuum and solvent that helps loosen the rubber from the pavement. This solvent allows us to decrease the amount of pressure needed and limits the amount of potential damage that could occur. Would the use of this solvent be allowed during the project?

We would need to know what type of solvent, Generally, rubber removal has been accomplished with a high pressure scrubber and vacuum truck.

What access would be allowed to the runway during the project?

All access to the airfield will be via an escort.

Is it safe to assume that a frac tank would be required for liquid disposal following rubber removal? Does the base require any additional tests beyond those normally required by Waste Management?

All liquid disposal will be transferred and dumped on base in our Pre-Treatment Facility.

We assume a roll off dumpster would be required for solid disposal following rubber removal. Are there any additional tests the base would require beyond those normally required by Waste Management?

The Bi-Product from Removal of Rubber from the airfield surface is generally in liquid form.

Is there a specific landfill where the base would require the liquid and solid waste to be disposed of?

Disposal will be at the Pre-Treatment Facility on base.
