About this file
This is a Follow-On Question and Answer document clarifying specification requirements for solicitation FA665626B0001, Rubber Removal ZQEL 26-0001. The document addresses engineer clarification regarding airfield marking removal, specifically answering whether paint prep or stripping is required as part of the project scope. The engineer's response confirms that no paint removal or stripping operations are included in this project; only loose or flaking paint that naturally falls off during the rubber removal process will be addressed using a blower to remove debris. This clarification is important for contractors preparing proposals, as it establishes that painting and surface preparation of airfield markings are not within the contracted scope of work.
The underlying solicitation is a 100% HUBZone small business set-aside for rubber removal services at the 910th Airlift Wing (AFRC), Youngstown Air Reserve Station in Vienna, Ohio. The primary objective is to remove 95% of rubber buildup from designated runway areas without damaging the pavement surface or existing infrastructure. Any runway or pavement markings destroyed during rubber removal must be restored and repainted per specification; however, this clarification document indicates that intentional paint removal or preparation is not required. The contract is a firm-fixed-price award, with the awardee required to be HUBZone certified at the time of award and classified under NAICS code 237310 with a size standard of $45.0 million in average annual receipts.

FOLLOW-ON QUESTION AND ANSWER
ZQEL 26-0001
The spec says to remove paint.
We just need to clarify the engineer’s response to the last question of the recent Questions and Answers, what it means by “…there is no stripping of airfield markings that are a part of this project.” Basically, does this mean that there is no paint prep of any kind?
Please clarify if you want paint removal prep of any kind vs. painting without.
Anything that is flaking is blown off with blower, no paint removal or stripping is done.
