About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity (Solicitation FA665625Q0015) issued by the Department of the Air Force Reserve Command. The Q&A addresses a technical question regarding cabling infrastructure replacement, specifically clarifying the approach for removing existing Cat-3/Cat-5 premise wiring and installing new Cat-6 cabling. The government's response confirms that contractors can remove existing cabling first and then install new Cat-6 cabling, with the option to use old cabling as a pull cord in certain areas. While uninterrupted service is not a strict requirement, contractors are expected to minimize downtime during the infrastructure transition.

The related solicitation is a 100% small business set-aside for commercial services with a NAICS code of 238210 and a small business size standard of $19M. The procurement involves furnishing and installing Cat-6 ISP Infrastructure for the 910th Airwing, with quotes to be evaluated on a lowest price, technically acceptable basis. The solicitation was prepared in accordance with FAR guidelines, with a specific focus on commercial products and services, and does not require a separate written solicitation. Quotes were to be submitted to the contracting officer, Joseph Perry, by 10:00 AM Eastern on Friday, 5 September 2025.

Question

The Statement of Work requires removal of all existing Cat-3/Cat-5 premise wiring and installation of new Cat-6 wiring. Can the Government clarify whether the intent is for the contractor to (a) complete demolition of existing cabling prior to installing new Cat-6, or (b) install and certify the new Cat-6 cabling in parallel, transition users over, and then remove the existing cabling? We want to confirm whether maintaining uninterrupted service during the cutover is a requirement of the project.

Answer:

All existing CAT 3/5 premise wiring can be removed, then new CAT6 cabling can be installed. The old cabling can be utilized as a pull cord in certain areas. Maintaining uninterrupted service is not a requirement, however all means should be taken to reduce the down time as much as possible.
