Questions/Answers/Clarifications
FA6656-12-R-0003
Brick related questions:
1. Is the base typical 2" air gap between the insulation and the new brick acceptable? No air gap required.
2. What is the thickness of the rigid insulation behind the masonry? No insulation required.
3. Additionally, is there an intended air gap between the insulation and the backside of the masonry brick? NO.
4. Will there be a masonry spec section released? See Section C page 10 of 68. The CSI format is used. Current Specifications used are by Kalin 2009. Contractor shall provide updated specifications after award of contract. Attached Kalin specifications are currently in use. Contractor shall use specifications as applicable to project requirements. If not, what is the current match brick on the existing 910th base design? BELDON 470-479 Iron Spot Dark
5. What types of anchors are to be used for connection to the concrete vault? See attached KALIN specifications. Will there be a flashing detail required at the base with weeps? YES If so, rope or waffle with what type of OC spacing? See attached KALIN specifications. What is the termination detail for the existing man door and OH Door? Match existing flashing in design and installation but extended to cover extended gap above door. (See picture: Existing Overhead Door 14 June 12)
6. Shall contractor figure new thicker frame to accommodate brick façade or an inset detail? Extend frame.
7. Will the gov't entertain an alternate to installing a full foundation? NO
8. Can brick be fully supported with a galvanized angle being bolted to the existing foundation just below the existing grade? NO
9. Could a galvanized angle be bolted to the existing vault wall at the wall/floor elevation with the bolting flange "toed up"? NO
10. Can the rolling overhead door be moved either to the face of the new brick or should an extension jamb be fabricated and installed to allow for proper action and maintenance of said door? OH door shall be moved out to allow for maintenance access to existing bolts by modifying the existing door angled steel.
11. Has the construction of the envelope of the building been analyzed for potential characteristics to ensure that the addition of a brick veneer we will indeed satisfy the end users desires for a dry, sustainable environment. Question not applicable to project requirements.
Type and size of material concerns/questions:
1. What type of material do you prefer the new downspout boots be made of? Cast iron/ PVC? PVC
2. What is the existing roofing material, who is the supplier, who has the warranty?
FIRESTONE/RED SHIELD ROOFING SYSTEM/WARRANTY No: RD093861 ROOFING CONTRACTOR: INDUSTRIAL ENERGY SYSTEMS (02355) ANY ALTERATIONS TO EXISTING ROOF HAS TO BE ACCOMPLISHED BY AUTHORIZED FIRESTONE SYSTEM INSTALLER.
3. Our supplier had advised that a 12" wide trench drain is typically the widest trench drain readily available. Would this be an acceptable trench drain to use? 12” WIDE TRENCH HEAVY DUTY PRE-SLOPE DRAIN IS ACCEPTABLE.
Fence concerns:
1. Can the weapons be temporarily relocated while the building is under construction? NO.
2. While the fence is down around the bldg. to allow for the install of the new brick do we need to provide a temporary fence around the East exterior to prevent unauthorized entry into the storage yard? Should there be a need to remove fence a temporary fence would be put up by contractor to designate a controlled area. Now with no footer requirement fence is not likely needed to be taken down.
3. Will contents of the building remain in place during the course construction? Yes Will access need to be maintained by authorized personnel? Yes
4. What measures for Security does the contractor need to take when the fence is temporarily removed for construction? Should there be a need to remove fence a temporary fence would be put up by contractor to designate a controlled area. Now with no footer requirement fence is not likely needed to be taken down.
5. Can the outside perimeter fence be temporarily relocated? See question #4 of Fence Concerns.
Trench drains concerns:
1. Does the new trench drain replace the existing catch basin and associated pipe? NO
2. What is the invert of the existing catch basin? 67” from top of grate.
3. Is it deep enough to tie trench drain outlet into it? Yes Warranty concerns:
1. Section 3.6 in the SOW states that we are to rework/ modify the current roof flashing and drip edge. Does this interfere with your existing roof warranty for that bldg.?

Requested provisions:
1. Provide the brand, type and size of the brick that matches the 910th architectural design. BELDON 470-479 Iron Spot Dark
2. Provide a detail for termination of brick at the existing doors.
3. Provide a detail of the existing footer/slab condition and how the additional footing will be installed in relation to existing. No additional footing elected to be used.
4. Provide reinforcement requirements. N/A
5. Provide a detail for the extension of the roof eave flashing, fascia and drip edge to cover the brick veneer. FLASHING DETAIL 14 JUNE 12. (FOR INFORMATION ONLY)
6. Provide a detail of the roof structure composition and roofing material type. Attached.
7. Provide location for the existing downspouts on the canopy for building 208 that gets tied into the storm system. Drawing: ZQEL 12-0015 Dated 13 JUN 12
8. Provide exact location of existing trench drain. No trench drain exists but there is an existing storm drain. Drawing: ZQEL 12-0015 Dated 13 JUN 12 (Approximate. )
4. Provide a manufacturer and model of the heavy duty trench drain that is required? No cut sheet available. 12” WIDE TRENCH HEAVY DUTY PRE-SLOPE DRAIN IS ACCEPATABLE.
9. Would as builts be available of the existing foundations to show if there is an existing footer underneath the existing stem wall, capable of serving as the footers for the new brick? No drawings available however footer beneath slab on grade is adequate to support brick veneer on slab.
10. Does the government have a preferred contact at Avantor Alarm Systems with which to discuss the project requirements of 3.10?

11. The spec section 07 21 00 is not posted, where can we find it? No longer required. No insulation required.
12. Can we get the as built drawings or drawings for the existing vault? All the drawings available have been provided Air Conditioning questions:
1. Can all three AC units be taken out of service at the same time? NO At least one AC unit to be operating in large room at all times.
2. What is the minimum clearance between the building and the AC units? No less than 18”.
3. Verify that the existing curb does not need to be demolished or modified to accommodate the repositioning of the air conditioning units? Curb does not need modified other than a flashing added for brick work.
4. Will contractor need to maintain temps inside of the vault during construction? Yes.
5. How long can the building be without or have limited HVAC? No down time. At least one AC unit to be operating in large room at all times.
6. The end user has indicated a moisture issue is a driving factor in the application of a brick veneer. Is there any current facility included in the build that encourages air exchange with the outside environment? N/A Is there a system to monitor or alarm for the potential of excessive humidity in the building? N/A Building manager of vault will make known if humidity is out of control.
General:
1. Is the coefficient applied to the RS Means National Average as stated in the Solicitation dated May 22, 2012, Section B Supplies or Services and Prices, Items #1, 1001, 2001, 3001 and 4001 and again in B‐002 COEFFICIENTS, (a), as well as Section L. L001 (F) Specific Instructions? Or, is it applied to R.S.
Means current City Cost index as stated in Section B‐B002 COEFFICIENTS, (c) and in Section H. H‐001(e)?

2. Page 8 B‐002 COEFFICIENTS (c.) states that the cost for any non‐priced items shall be applied after the coefficient. Elsewhere throughout the solicitation it states that the cost of the non‐priced items shall be applied before the coefficient. Please clarify if the cost of the non‐priced items is to be applied before or after the coefficient. Before the coefficient in accordance with page 25 ARTICLE 16 – NONPRICED ITEMS (NPI) of the Basic SABER SOW 27 April 2012.

Page 63 (II.) states that an offerer that does not have a record of relevant past performance, or for whom past performance is not available will be given the adjective rating of acceptable for the evaluation factor of past performance. Shouldn’t this read …be given the adjective rating of unacceptable…? NO If not, why is the submission of past performance data required when one can receive an acceptable rating without submitting any data? Past performance is not the only evaluation factor taken into consideration
Page 60 (6.) what is defined as a “teaming arrangement”? Agreement between two or more firms to act together as a prime contractor for submitting a joint bid, quote, or proposal.
4. Is an SBA approved 8(a) Mentor‐Protégé Joint Venture, which is one entity, considered a teaming arrangement? Yes
5. Is the requirement under Section H special contract requirements H‐001 C.2 required for the Instant Acquisition Proposal Task? No
6. Please explain the allowance of a lower coefficient under Section H special contract requirements H‐001 C.3.b than those established in the basic contract agreement. A lower coefficient may be used in a delivery order than the proposed coefficent in the basic contract if the offeror chooses to do so.
7. In the Basic agreement under Article 15‐Coefficient what would be considered a minimal design to be included in the Coefficient on a task order? The government has no minimal requirement; it depends on the task order
8. Can completed CCASS evaluations be submitted with offerors proposals in lieu of having past clients fill out the past performance questionnaire provided with the solicitation documents? **There was a mention that the Government would accept CCASS ratings at the site visit. Yes
9. Is there a specific dollar threshold that the Government wants offerors to stay within in providing past performance reference projects and or contracts? No
