18 Would the government be willing to sponsor a clearance at the time of award, or are contractors required to have a clearance at the time of proposal submission?
For facility clearance: This does not qualify for the government to sponsor a pre-award facility clearance. There is a relatively short time between projected award and start date, so the government will not sponsor a facility clearance due to the risk of loss of productivity for mission essential functions at contract start. Therefore, contractors are required to have a facility clearance at time of proposal submission..
For personnel clearance: Contractor personnel are not required to have a clearance at time of proposal submission, but will be expected to have a clearance before reporting to work on this contract.

Page 51 Para 5.8.2.3
Paragraph 5.8.2.3. Facility Clearance. States the Contractor shall comply with AFFARS 5352.215-9000, Facility Clearance (MAY 1996) in Section H of this contract. Can the Government please provide guidance on where to find Section H of the solicitation, as well as AFFARS 5352.215-9000 referenced in this paragraph?
This AFFARS reference no longer exists and was stated in the PWS by mistake. The reference will be removed from the PWS. A facilities clearance is still required for this contract. Language will be added to the addendum of FAR 52.212-1 addressing facilites clearance.
