AIR FORCE RESERVE COMMAND
AFRC Enterprise IT Services, as of 6 September 2022
Task Order 1, 20 March 2023 – 19 March 2024
1.0. Description of Services. This Performance-based Work Statement (PWS) describes the services required by the Directorate of Cyberspace and Technology at Headquarters Air Force Reserve Command (HQ AFRC/A6), Robins Air Force Base, GA, for the period 20 March 2023 to 19 March 2024 to support the planning, operation, sustainment and modernization of the Non-Secure Internet Protocol Router (NIPR) Network and the Secure Internet Protocol Router (SIPR) Network information technology (IT) environments of the Air Force Reserve Command (AFRC), as well as services necessary for managing IT-related activities within AFRC.
1.1 Scope. Scope includes support for the following services:
· Engineering, support, and sustainment of wired and wireless infrastructure
· Network and cloud operations, to include management of networks, storage, compute, servers, and end user devices
· Management of IT capabilities such as print, PKI/LRA, unified communication, and SharePoint, etc.
· Support the development/maintenance of Tier 0 resources, provide Tier 1-2 support, and provide escalation to Tier 3-4, as well as support actions required by Tier 3-4 vendors to resolve issues
· Tier 0 – User self-service (Enabled by AFRC A6 through knowledge base, etc.)
· Tier 1 – Service Desk, Communications Focal Point, Touch Maintenance
· Tier 2 – Backshop/Functional area support – Service configuration/operation, escalated Tier 1 issues
· Tier 3 – HQ AFRC-provided on-site vendor representatives (Residents) or vendor tech support if no on-site vendor presence
· Tier 4 - Escalated issues worked by vendors
· Ensuring cyber security and cyber compliance requirements are met
· Performing enterprise architecture functions such as developing architectural artifacts and mapping processes
· IT program and project management
· Administrative oversight functions for IT equipment accountability, package delivery, and cyber force development
· Modernization and/or innovation recommendations to improve the AFRC IT environment
1.2. Organization. The AFRC organization with primary responsibility for this requirement is HQ AFRC/A6.
1.3. Place of Performance. Multiple AFRC locations, as identified in Appendix A, Locations and Type of IT Support.
2.0. Required Services. The specific services required by AFRC are identified in paragraphs 2.1. through 2.7 below.
CLIN 0001
2.1. IT Technical Support Services. AFRC requires technical support services to provide infrastructure support, network operations, and IT capabilities management. Services may be required at HQ AFRC, AFRC host bases, or other AFRC unit locations, as identified in each task order. In general, AFRC supports approximately twenty-five thousand (25,000) users at AFRC host bases and an additional forty-five thousand (45,000) users at AFRC tenant locations.
2.1.1. Infrastructure and Engineering Field Support: Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.1. for the AFRC-wide engineering of the overall architecture for HQ AFRC and eleven (11) AFRC host bases on NIPR and SIPR. This includes the Wide Area Network (WAN) architecture supporting AFRC data centers, backbones, cloud initiatives, and mission data traversing the WAN. Infrastructure support includes oversight of the AFRC Enterprise comprising approximately one-thousand seven hundred (1,700) infrastructure devices on NIPR and SIPR. Support high Temporary Duty (TDY) requirement (estimated to be seventy-five percent (75%)) due to high-level of base project support. Due to the high expected travel requirements, this function is not required to be based at Robins AFB, GA.
2.1.1.1. Qualifications Required to Perform These Services:
· At least 7 years technical experience with the technology/platforms leveraged in the AFRC architecture.
· At least 7 years experience as a project manager in data center migrations, enterprise network upgrades and WAN upgrades.
· At least 5 years experience designing, deploying, managing and supporting mission critical network environments based on Cisco hardware and Internetwork Operating System (IOS).
· At least 5 years experience with LAN/WAN technologies, hardware encryption concepts and technologies, e.g. TACLANE, HAIPE, etc.
· At least 5 years experience in Local Area network design, configuration, installation, evaluation, problem resolution and project management.
· Advanced understanding of all common routing protocols, include, but are not limited to, Enhanced Interior Gateway Routing Protocol (EIGRP), Open Shortest Path First (OSPF), and Border Gateway Protocol (BGP).
· Advanced understanding of industry-standard network design principles and best practices.
2.1.2. Cyber Transport (CT) Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.2. for AFRC networks. AFRC has approximately one thousand seven hundred (1,700) infrastructure devices (NIPR and SIPR) across the HQ AFRC and AFRC host bases. Each base has approximately one hundred twenty-five (125) devices (on average) per base—with the exception of Air Reserve Personnel Center (ARPC) which has approximately ten (10) (NIPR only). The remaining devices are at HQ AFRC. These devices include, but are not limited to, TACLANEs (Not an acronym; see Enterprise IT Services PWS, Appendix E, Glossary of Acronyms and Abbreviations, page 85), switches, routers, Unified Communications (UC), authentication servers, and commercial internet access devices (wireless access points, modems, wireless routers, etc.). Also included are Voice over Internet Protocol/Voice over Secure Internet Protocol (VoIP/VoSIP) devices (one (1) per person) across all HQ AFRC and AFRC host bases. Contractor personnel at Duke Field and Portland provide customer support for general workstation and network connectivity only (NIPR/SIPR).
2.1.2.1. Enterprise CT Support: Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.2.1.
2.1.2.1.1. Qualifications Required to Perform These Services:
· At least 5 years technical experience utilizing Cisco devices.
· At least 5 years technical experience utilizing Unified Communications.
· At least 5 years technical experience utilizing TACLANE encryption devices and management software.
2.1.2.2. HQ AFRC and AFRC Host Base CT Support: Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.2.2.
2.1.2.2.1. Qualifications Required to Perform These Services:
· At least 3 years technical experience utilizing Cisco devices.
· At least 3 years technical experience utilizing Unified Communications.
· At least 3 years technical experience utilizing TACLANE encryption devices and management software.
· At least 1 year of IVR scripting experience using voice extensible markup language or other common IVR programming languages. (ARPC only).
2.1.3. Mobile Application Infrastructure Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.3. for AFRC’s mobile environment. AFRC’s user base for mobile applications is approximately seventy-five thousand (75,000) users and twenty thousand (20,000) devices. VMware’s AirWatch and other Mobile Device Management (MDMs) will be used for mobile application deployment and management. Mobile application support will be provided for up to approximately (fifty) 50 mobile applications.
2.1.3.1. Qualifications Required to Perform These Services:
· At least 5 years technical experience with Mobile Device Management (MDM) solutions, preferably with VMware AirWatch, Workspace One Access.
· At least 5 years technical experience with Mobile Application Management (MAM) solutions.
· At least 5 years technical experience with PowerShell.
2.1.4. Virtualization Engineering and Management Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.4. AFRC manages eighteen (18) data centers for twelve (12) locations that incorporate approximately forty (40) VMware suites, approximately one thousand five hundred (1,500) virtual servers supporting virtual desktop services, and approximately four hundred seventy five (475) Hypervisor hosts (ESXi) across the Air Force. AFRC also centrally manages the AFRC NIPR/SIPR environment for a user population of approximately twenty-five thousand (25,000) regular users and up to seventy-five thousand (75,000) users during peak times.
2.1.4.1. Qualifications Required to Perform These Services:
· At least 3 years technical experience working in a VMware and Dell environment.
· At least 3 years technical experience utilizing vRealize.
· At least 3 years technical experience utilizing PowerShell.
· At least 3 years experience with Microsoft Windows Server 2012R2 or newer.
· At least 1 year of infrastructure experience in networking concepts (including Virtual Local Area Network (VLANs) and storage environments.
2.1.5. Directory Services. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.5. for AFRC’s environment supports activities for approximately twenty-five thousand (25,000) regular users and up to seventy-five thousand (75,000) users at peak times on NIPR and three thousand (3,000) users on SIPR. There are approximately thirty (30) Domain Controllers for authentication services and policy enforcement for approximately twenty-five thousand (25,000) workstations on NIPR and thirty (30) Domain Controllers and six hundred (600) workstations on SIPR.
2.1.5.1. Qualifications Required to Perform These Services:
· At least 3 years technical experience working with Domain Services, examples include: DHCP, GP, DNS, ADSS, ADDS, ADDT, ADFS, ADCS, SCCM, WSUS, Encryption Protocols (RC4, AES, DES, SMB, etc.
· At least 3 years technical experience utilizing Scripting languages, examples include: PowerShell, Bash, PowerShell DSC.
2.1.6. Server/System Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.6. for AFRC hosts servers and services supporting the missions at multiple locations, see Appendix B, Approximate Population and Workstations/Servers Supported. The NIPR and SIPR environments utilize approximately forty (40) VMware suites, approximately one thousand five hundred (1,500) virtual servers supporting virtual desktop services, and approximately four hundred seventy five (475) Hypervisor hosts (ESXi) across the Air Force. The environment includes storage and backup capabilities. Representative services include but are not limited to Windows Server and services, Linux Server and services, Print services, DHCP services, Cisco Servers and services, Web services, Database Server and services, and other AF/AFRC Business Systems such as, SAS Viya, Physical Access Control System (PACS), MCS Console.
2.1.6.1. Qualifications Required to Perform These Services:
· At least 3 years technical experience in DoD/AFNet or comparable experience with the same technologies.
· At least 3 years technical experience utilizing PowerShell.
2.1.7. Server/Infrastructure Monitoring. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.7. for HQ AFRC monitoring support for the core and functional system owners and administrators. Monitoring of mission essential systems and infrastructure provides situational awareness (SA) for the Enterprise. Currently, this effort supports approximately forty (40) VMware suites, approximately one thousand five hundred (1,500) virtual servers supporting virtual desktop services, and approximately four hundred seventy five (475) Hypervisor hosts (ESXi) across the Air Force.
2.1.7.1. Qualifications Required to Perform These Services:
· At least 5 years technical experience utilizing an AFNet-utilized monitoring tool (e.g., SCOM, Solar Winds, Tenable, etc.).
· At least 5 years technical experience utilizing PowerShell.
· At least 5 years technical experience with Microsoft Windows Server 2012R2 or newer.
2.1.8. System Integration Support. Not required for this task order.
2.1.9. Enterprise File/Storage Support Services. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.9. for HQ AFRC NIPR/SIPR daily file storage, backup, replication, and restoration processes. The current user population is approximately seventy-five thousand (75,000) users and approximately two thousand (2,000) virtual servers/appliances/devices.
2.1.9.1. Qualifications Required to Perform These Services:
· At least 3 years technical knowledge of VMware, Directory Services (DS), and networking concepts.
· At least 3 years technical experience with Virtual Common Internet File System (CIFS) File Servers, Storage Area Network (SAN), and Network Attached Storage (NAS).
· At least 3 years technical experience with PowerShell.
· At least 3 years technical experience with any enterprise level backup and restoration software.
2.1.10. AFRC Wide Area/I-COOP File Server Storage Support Services: Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.10. for HQ AFRC host base storage administrators and replicating data between twelve (12) AFRC sites (NIPR) and twelve (12) AFRC sites (SIPR) to support continuity of operations. Representative technologies include PowerMax, Unity/Unity XT, XTreme IO, and Isilon.
2.1.10.1. Qualifications Required to Perform These Services:
· At least 3 years technical knowledge of VMware, DS, and CT.
· At least 3 years technical experience with File Servers, SAN, and NAS.
· At least 3 years technical experience with PowerShell.
· At least 3 years technical experience with Dell-EMC hardware/software and Cisco.
· At least 1 year experience with key hardware and software:
· Dell-EMC Storage/Hardware and Software:
· Examples include Avamar, DataDomain, Integrated Data Protections Appliance (IDPA), PowerMAX, RecoverPoint Appliance (RPA), ViPR Manager/VNX2/XTREM-IO (FLASH)/CIFS Virtual Microsoft File Server configuration according to AF standards.
· Fabric Managers, Interconnect, Switch.
2.1.11. Enterprise Scripting Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.11. HQ AFRC uses scripts to automate repetitive services for users and administrators. The team typically authors approximately one hundred fifty (150) scripts per year and maintains (i.e., performs modifications) for another one hundred (100) scripts. Establish and execute scripts, plans, and executes strategies to comply with the approximately forty (40) Cyber tasking orders monthly. Establish and execute scripts, plans, and executes strategies to remediate the approximately two hundred forty thousand (240,000) vulnerabilities (on average) across the estimated twenty-five thousand (25,000) workstations and one thousand (1,000) servers in AFRC.
2.1.11.1. Qualifications Required to Perform These Services:
· At least 3 years technical experience utilizing PowerShell.
· At least 3 years technical experience remediating Windows Server 2008RS and newer.
· At least 3 years technical experience utilizing SCCM.
· At least 3 years technical experience remediating MS-based Windows workstations.
2.1.12. Enterprise Compliance Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.12. Execute scripts, plans and strategies to remediate the approximately two hundred forty thousand (240,000) vulnerabilities (on average) across the estimated twenty-five thousand (25,000) workstations and one thousand (1,000) servers in AFRC.
2.1.12.1. Qualifications Required to Perform These Services:
· At least 3 years technical experience utilizing PowerShell.
· At least 3 years technical experience remediating Windows Server 2008RS and newer.
· At least 3 years technical experience utilizing SCCM.
· At least 3 years technical experience remediating MS-based Windows workstations.
2.1.13. Print Management Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.13. AFRC has approximately five (5) print servers supporting the HQ AFRC user population (approximately two thousand (2,000) users) utilizing approximately one hundred twenty (120) multi-function printers (predominately Lexmark) and approximately twenty (20) specialty printers (such as plotters, label printers, etc.). AFRC has approximately forty (40) print servers supporting eleven (11) other AFRC host bases user population (approximately twenty-five thousand (25,000) full time users and part time reservists for UTA weekends) utilizing approximately one thousand eight hundred fifty (1,850) multi-function and specialty printers (predominately Lexmark). AFRC also supports approximately fifty (50) tenant units/GSUs (full time staff and reservist) with approximately two thousand seven hundred fifty (2,750) printers (a mix of HP, Lexmark, and Xerox).
2.1.13.1. Qualifications Required to Perform These Services:
· At least 3 years technical experience utilizing print management systems.
· At least 3 years technical experience with smart card/token (such as CAC, etc.) release/Secure Print.
· At least 3 years technical experience utilizing PowerShell.
· At least 3 years technical experience with Microsoft Windows Server 2012R2 or newer.
2.1.14. Public Key Infrastructure (PKI)/Local Registration Authority (LRA) Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.14. The LRA processes approximately one thousand three hundred (1,300) token/certificate actions each year (~ seven hundred (700) at HQ AFRC and approximately six hundred (600) across the host bases) in support of approximately twenty-five thousand (25,000) total personnel (NIPR and SIPR). PKI/LRA support is currently maturing processes using Service Now, PKI software, etc. LRA token issuances are expected to grow as AFNet works to implement role-based admin tokens on NIPR (already implemented on SIPR). LRAs must be on site to issue tokens as part of issuance process. AFRC anticipates that the LRA responsibilities at the host bases is an additional duty and will not require dedicated staff at each location.
2.1.14.1. Qualifications Required to Perform These Services:
· For PKI Lead at HQ AFRC, at least 1 year of PKI experience.
· At Base Level, PKI training will be provided.
2.1.15. Unified Collaboration (Video Teleconferencing (VTC)). The HQ AFRC VTC environment consists of up to twenty (20) VTC suites using IP-based connectivity. On a monthly basis, approximately fifty to seventy-five (50-75) VTC sessions and two hundred to two hundred fifty (200-250) conference room audiovisual setup and/or virtual events (TEAMS/Zoom.gov) occur. Additionally, the VTC hub located at HQ AFRC will provide VTC hosting services to AFRC, AFRC host bases, and AFRC tenants expanding local support to users throughout the command.
2.1.15.1. VTC System Engineering Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.15.1.
2.1.15.1.1. Qualifications Required to Perform These Services:
· At least 7 years experience with Enterprise VTC service delivery.
· At least 7 years experience administering and configuring VTCs and A/V suites.
· At least 3 years experience engineering VTC over IP.
· Advanced understanding of Crestron products, integration, and programming.
· Advanced understanding of A/V technologies.
· Advanced understanding of VTC technologies and common architecture equipment (e.g., Cisco, Codian).
· At least 1 year multicast on desktop experience (streaming audio/video), audio conferencing, point-to-point, and multipoint video conferencing.
· At least 1 year experience working with AF network architecture and security including:
· Authority to Operate (ATO) changes and considerations.
· Joint Interoperability Test Command (JITC) certifications.
· Approved Products List (APL)
· Telecommunications Electronics Material Protected from Emanating Spurious Transmissions (TEMPEST) and Emission Security (EMSEC) standards.
2.1.15.2. VTC Operations Center Presentation Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.15.2.
2.1.15.2.1. Qualifications Required to Perform These Services:
· At least 1 year experience with AV technologies and software.
· At least 1 year experience with Cisco Telepresence devices.
· At least 1 year experience with Microsoft Office (Organizational Mailboxes and Calendars).
· At least 1 year experience with Global Video Service (GVS) scheduling.
· At least 1 year experience with ISDN and IP based conferencing.
2.1.15.3. HQ USAF/RE VTC Facilitator Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.15.3. The VTC Facilitator supports on a monthly basis, approximately twenty to forty (20-40) VTC sessions and approximately twenty to forty (20-40) conference room audiovisual setup and/or virtual events (TEAMS/Zoom.gov).
2.1.15.3.1. Qualifications Required to Perform These Services:
· At least 3 years experience with multicast on desktops (streaming audio/video), audio conferencing, point-to-point, and multipoint video conferencing.
· At least 1 year experience with Microsoft Office (Organizational Mailboxes and Calendars).
· At least 1 year experience with AV technologies and software.
· At least 1 year experience with Cisco Telepresence devices.
· At least 1 year experience with Microsoft Office (Organizational Mailboxes and Calendars).
· At least year experience with Global Video Service (GVS) scheduling.
· At least 1 year experience with ISDN and IP based conferencing.
2.1.16. Enterprise Microsoft SharePoint (SP) Support. Provide Architecture, Server, and Site Support services for the SharePoint environment as described in PWS para 2.1.16.
2.1.16.1. SharePoint Architecture and Server Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.16.1. for the AFRC-hosted enterprise level SharePoint 2019 farm on SIPR. The SIPR farm currently provides services to approximately eight thousand (8,000) internal users, with a potential for an increase in user base. The farm consists of ten (10) virtual servers, providing two (2) database servers, three (3) front end servers, four (4) application servers, and one (1) Office Online Server.
2.1.16.1.1. Qualifications Required to Perform These Services:
· At least 7 years experience with MS SharePoint Server Administration with the most recent three (3) years in SharePoint 2013-2016.
· Knowledge with SharePoint 2019.
· At least 7 years experience with SharePoint Architecture and functionality and a working knowledge of related technologies such as: Windows Server administration, Windows Architecture, SQL Server, Internet Information Server, Active Directory, Secure Socket Layer (SSL), Kerberos, Internet Security Alliance (ISA) and Microsoft Office desktop application integration with SharePoint.
· At least 7 years experience with SharePoint Services, SharePoint Object Model, WorkFlow, Form Services, Key Performance Indicators (KPIs), Business Data Connectivity (BDC), Records Management, Business Intelligence, Enterprise Search, Excel Services, SharePoint security model, timer jobs, Unified Logging Service (ULS) logs, and knowledge of Microsoft SharePoint 2013-2016 and a working knowledge of SP 2019.
· Knowledge of IaaS and SaaS cloud services.
2.1.16.2. SharePoint (SP) Site Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.16.2. Resolve three hundred to four hundred (300-400) Tier 0/1 tickets annually for approx. two hundred and fifty to three hundred (250-300) site collections, which includes but is not limited to managing permissions for approx. three to five (3-5) owners per site collections, troubleshooting site and page issues with applications and web parts, data deletion and recovery, helping create tools within SharePoint, and assistance with power platform tools.
2.1.16.2.1. Qualifications Required to Perform These Services:
· At least 5 years experience with Collection Administration pertaining to SharePoint 2013- 2016
· Knowledge with SharePoint 2019 and SharePoint Online (SPO/O365).
· At least 5 years experience with SharePoint Designer Workflows, Info Path, Records Management, Business Intelligence, Enterprise Search, Excel Services, and SharePoint security model.
· At least 1 year of experience in the following coding/developer tools: jQuery, HTML5, Cascading Style Sheets (CSS), JavaScript, C# (not required, but preferred), PowerShell (not required, but preferred), .NET (not required, but preferred).
· At least 3 years experience of information and knowledge management theories, principles, practices and techniques in order to provide guidance, interpretation, and advice to all customers.
· Knowledge with tools and applications to include MS Power Apps, Power BI and Power Automate.
2.1.17. Common Services. Provide services as described in the AFRC Enterprise IT Services PWS para 2.1.17.

2.2. Service Desk/Communications Focal Point (CFP). Provide services as described in the AFRC Enterprise IT Services PWS para 2.2. AFRC provides Tier 1 and touch labor support for approximately two thousand two hundred (2,200) physical computer devices, one thousand five hundred (1,500) zero clients, five hundred (500) mobile devices, one hundred twenty (120) printers, thirty (30) IPTV display boxes, applications on the user devices (including virtual instances of user profiles), and other hardware/software issues requiring remediation through remote assistance or physical presence. Communications Focal Point (CFP) will resolve approximately twelve thousand (12,000) incidents/tasks per year as well as six thousand to six thousand five hundred (6,000-6,500) calls/year. Surge capability is also required when deemed necessary by A6 leadership. Appendix B summarizes the approximate current populations and devices to be supported at each location.
2.2.1. Qualifications Required to Perform These Services:
· Service Desk Lead (HQ AFRC Only): At least 3 years experience as a Service Desk Lead (DoD environment preferred)
· At least 2 Years experience as a Service Desk Technician or other customer service role. Must be able to perform the following:
· Troubleshooting Windows 10 operating systems.
· Interacting with customers to communicate solutions, ticket status, and updates
· Diagnosing and resolving basic computer and network issues.
· File share permission best practices.
· At least 2 years experience troubleshooting Microsoft Office applications including but not limited to Outlook, Excel, Word, and PowerPoint.
· At least 2 years experience working with and troubleshooting unified communication tools such as Microsoft Teams.
CLIN 0003
2.3. IT Program and Project Management
2.3.1. On-site Contract Manager: Perform services as described in PWS para 2.3.1.
2.3.1.1. Qualifications Required to Perform These Services:
· At least 5 years experience as a Program Manager performing duties on a contract of similar size, scope, and complexity as this Task Order.
· At least 3 years with liaison activity associated with various levels of management within DoD, or equivalent, including contracts.
· At least 5 years experience in personnel management, strategic planning, risk management, change management.
2.3.2. Program and Project Management: Perform services as described in PWS para 2.3.2 for the following Portfolios: Compute and Store, Enterprise Services, Connect, and End User Devices. Major Programs include: Manage Services, Cloud Migration, Information Transport (WAN), Network Distribution (BAN), Mobile, Printers, Zero Trust, Enterprise IT as a Service, Think Client, Zero Client, Secure cell phones and laptops, Collaboration, Messaging, ServiceNow, User Experience, Video Services, Voice Services, IT Facility Coordinator, as well as other programs that may immerge within the portfolios as stated above. Specific programs are subject to change.
2.3.2.1. Qualifications Required to Perform These Services:
· At least one Program Manager (PM) must have Project Management Professional (PMP) certification with a minimum of five (5) years PM experience; other PMs must have three (3) years PM experience and demonstrate understanding and application of PMI and IIBA industry standards.
· Needs to know how to use MS Office tools, including MS Project.
· Ability to apply industry standards such as, Project Management Book of Knowledge (PMBOK), and Business Analyst Book of Knowledge (BABOK)
· Needs to have corporate access to and know how to use Project Management Institute and Business Analyst tools and templates such as project resources budgetary analytics tool, project kickoff checklists, meeting checklists, and project schedule templates.
· Familiar with Agile project management concepts and processes.
2.3.3. Project Oversight Support: Not required for this task order.

2.4. IT Support Functions
2.4.1. Cyber Force Development Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.4.1., to include the management, review, and coordinate of seventy to ninety (70 – 90) advanced Cyber school application packages per year and review, coordinate, and track five to ten (5-10) Undergraduate Cyber Warfare Training waiver packages per year. Monthly tasks also include UMPR review for vacancies, assembling a list, and posting to the A6 SharePoint as well as handling MILPDS and other personnel data queries for the MAJCOM Functional Managers, Functional Area Manager, and A6 senior staff.
2.4.1.1. Qualifications Required to Perform These Services:
Proficient in the following programs/capabilities:
· Microsoft Excel (pivot tables, data sorting, filtering, etc.).
· MS PowerPoint (creating and updating presentations).
· MS SharePoint (administration, create pages, update pages).
2.4.2. Command Electromagnetic Radio Frequency (RF) Spectrum Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.4.2. HQ AFRC/A6 is responsible for a wide variety of analytical planning and program management services related to electromagnetic RF spectrum support. On average, four hundred (400) permanent and two hundred (200) temporary frequency assignments requests are processed annually.
2.4.2.1. Qualifications Required to Perform These Services:
· 5-7 years experience in the area of DoD Spectrum Management, to include use of Joint Data Access Web Server (JDAWS) Spectrum Certification Software (SCS) or the Equipment Location-Certification Information Database (EL-CID) Analysis tools.
· Understanding of radio, radar, concepts, principles and practices related to the management of the electromagnetic spectrum.
2.4.3. 960th Cyber Wing client support and IA Training, Certification and Workforce Management). Not required for this task order.
2.4.4. IT Equipment Control Support. Provides services as described in PWS para 2.4.4. for approximately seven thousand (7,000) assets in eighty (80) IT accounts at HQ AFRC.
2.4.4.1. Qualifications Required to Perform These Services:
· Must complete initial Defense Property Accountability System (DPAS) Training Courses within thirty (30) calendar days of employment start date.
2.4.5. Support Services, Package Delivery and Receipt of IT Equipment Support. Provides services as described in PWS para 2.4.5. for approximately one hundred fifty (150) outgoing parcels and two hundred (200) incoming parcels processed per month.
2.4.5.1. Qualifications Required to Perform These Services:
· Capable of lifting up to fifty (50) pounds.
· Capable of driving a forklift.
2.4.6. Business Process Analysis. Not required for this task order.
CLIN 0005
2.5. Cyber Security and Cyber Compliance
2.5.1. Cybersecurity, Computer Security (COMPUSEC), Authorization and Accreditation (A&A) Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.5.1. HQ AFRC/A6 is responsible for the Wing Cybersecurity Office (WCO) function. The HQ AFRC WCO function is the Chief, Capabilities and Integration Division’s authority and focal point responsible for developing and maintaining the HQ AFRC’s local cybersecurity program. The HQ AFRC WCO will address all cybersecurity requirements at HQ AFRC for IT under the control of the HQ AFRC/A6C.
2.5.1.1. Provide services as described in the AFRC Enterprise IT Services PWS para 2.5.1.1. Manage the A6C enclave ATO Package for NIPRNet and SIPRNet. Manage the A3 mobile ATO package and the A3 command and control console ATO package These activities include authoring/reviewing approximately twenty (20) Standard Operating Procedures (SOPs), Ports, Protocols & Services maintenance (approximately one thousand (1,000) entries), and ten to fifteen (10-15) ATO packages.
2.5.1.2. Provide services as described in the AFRC Enterprise IT Services PWS para 2.5.1.2. Compliance activities are required for all systems described in PWS para 2.5.1.1. Support required for access control requests/account review/approvals (five hundred (500) or more users), and provide vulnerability remediation assistance for five hundred (500) or more servers. Provide input into fifteen (15) POAM processes and twenty-five (25) STIG processes,
2.5.1.3. Qualifications Required to Perform These Services:
· 2-5 years experience with the AF Cybersecurity Program.
· 2-5 years experience with the RMF process.
· Must complete DoD RMF Course within one hundred eighty (180) calendar days of employment start date.
2.5.2. Communications Security (COMSEC) Support. Not required for this task order.
2.5.3. Weapon Systems Cyber Security (WSCS) Support. Not required for this task order.

2.6. Enterprise Architecture (EA) Program. Provide Architecture services for the AFRC EA environment as described in the AFRC Enterprise IT Services PWS para 2.6.
2.6.1. Enterprise Architecture Support. Enterprise Architecture Support. Provide services as described in the AFRC Enterprise IT Services PWS para 2.6.1. for Department of Defense Architecture Framework (DoDAF) 340 compliance and non-compliance artifacts to include overview artifacts (AV1), capability artifacts (CV2, CV6), operational artifacts (OV1, OV2, OV3, OV4, OV5A and OV6C BPMN), system artifacts (SV1, SV4a, SV4b, SV5a, SV5b and SV6), data artifacts (DIV-1, DIV2, DIV3), service artifacts (SVcV1, SVcV2), and strategic alignment artifacts (business capability models). These artifacts will also be in support of the following project types: Compliance, Process mapping/re-engineering. Cloud migration support, Data Ingest, Data Request, and New Capability/Web App.
2.6.1.1. Qualifications Required to Perform These Services:
· At least 3 years experience creating enterprise architecture in the Department of Defense Architecture Framework (DODAF), Federal Enterprise Architecture Framework (FEAF), Ministry of Defense Architecture Framework (MODAF), or The Open Group Architecture Framework (TOGAF)
· OR
At least 1 year work experience creating enterprise architecture in either the DODAF, FEAF, MODAF, or TOGAF and has an enterprise architecture certification, such as a Certified Enterprise Architect (CEA).
· Proficient in MS Office tools, including MS Project and Visio.
· Trained in the latest version of DODAF (current version is DODAF 2.0).
· Intermediate understanding of Business Process Mapping and best practices.
· Must adhere to minimum requirements as set forth by the EA Skills & Training Standards document.
2.6.2. EA System Administration. Provide services as described in the AFRC Enterprise IT Services PWS para 2.6.2. The expected EA technical environment consists of six (6) virtual servers, ten to twelve (10-12) clients utilizing VMware VDI and browser-based access, a primarily Structured Query Language (SQL)-based data repository, and support tools that include nine (9) user licenses for current AFR Government approved EA tool (servers and licenses may change if EA tool changes but should be considered approximate); Specific EA tools are subject to change at the discretion of the Government.
2.6.2.1. Qualifications Required to Perform These Services:
· At least 3 years experience as a MS SQL database administrator.
· Needs to know how to use in MS Office tools, including MS Project and Visio.

2.7. IT Modernization Support. (NOTE: CONTRACTOR DOES NOT NEED TO PROVIDE A PRICE PROPOSAL FOR THIS CLIN.) IAW the AFRC Enterprise IT Services PWS, para 2.7., during the period of performance the contractor may submit suggested proposals for significant upgrades/changes that would leverage innovative technology solutions, capabilities, and process efficiencies to improve the AFRC IT environment and operations. The Government will evaluate proposals and decide whether to implement via a separate task order. Also, if the Government identifies a potential area of modernization, they may submit via a separate task order.
CLIN 0008
2.8. Travel. (NOTE: CONTRACTOR DOES NOT NEED TO BID THIS CLIN. THE GOVERNMENT WILL PROVIDE THE TRAVEL FUNDING AMOUNT.) The Government anticipates up to eighty (80) contractor travel events during this task order period of performance. The Government intends on identifying travel needs at least quarterly or as the Government identifies travel needs. Contractor will provide the Government an estimate of proposed travel costs based on reasonable and allowable travel and per diem rates in effect at the time of travel as set forth in the Government’s Joint Travel Regulation, Chapter 2, and allowable per FAR 31.205-46, Travel Costs. Travel cost proposals shall not include profit or fees. Contractor will track travel costs and will identify to the Government when travel cost reaches eighty percent (80%) of the CLIN funded amount.
3.0. Services Summary (SS). Perform IAW the Services Summary Table in the AFRC Enterprise IT Services PWS.
4.0. Government Property and Services. Perform IAW the AFRC Enterprise IT Services PWS.
5.0. General Requirements. Perform IAW the AFRC Enterprise IT Services PWS for locations identified in Appendix A. For para 5.15. Hours of Work, in addition to the normal workdays, the following support requirements will apply specifically for UTA weekends.
· On call support will be provided for PWS para 2.1.1. through 2.1.13, 2.1.15, and 2.1.16.
· PKI (PWS para 2.1.14.) will be supported.
· Service Desk/CFP (PWS para 2.2.) will be staffed at the following locations: Portland, Grissom, March, Homestead, Youngstown, Pittsburgh, and Westover.
