1. What is the Evaluation Criteria? This is a price-only competition. See solicitation for details.
2. What is the Level of Effort (i.e., number of FTEs) currently supporting the Requirements identified in PWS Section 4.0? This information would be proprietary to the incumbent. Offerors must review the PWS and determine the appropriate manning for the requirements. The Government will not dictate the number of FTEs.
3. What is the staffing Mix that supports the current Level of Effort (i.e., number of system/network administrators, software engineers, DBAs, etc.)? See response to question #2.
4. Reference PWS paragraph 5.22 – is the Government looking for Corporate experience, or personnel experience? Both
5. Reference PWS paragraph 4.16 - Does the PM and/or Alternate PM need to be on-site? No
6. Reference Notice to Offers: Base Period - CLIN x003 states that the ECT Program Support and Sustainment (after initial set-up) IAW PWS_Air National Guard; orders cannot be placed against this CLIN unless an order for CLIN 0002 has been funded and completed.
Questions: a) What ECT Program Support and Sustainment currently exists? Supports and Sustains Air Force Reserves b) Please clarify what is meant by ‘orders cannot be placed against this CLIN unless an order for CLIN 0002 has been funded and completed’? The sustainment for the Air National Guard under CLIN 0003 cannot begin unless the initial integration/configuration changes under CLIN 0002 have been completed.
7. Reference Notice to Offers: What is a ‘D Type Contract’? This will be a requirements D-type contract IAW FAR 16.503. See solicitation for details.
8. Reference PWS paragraph Section 4.1.2.5 Help Desk and Section 4.12 Normal Work Hours state that the Contractor must be available to support UTA Weekends, 2 weekends per month.
Questions: a) Does this only apply to Help Desk Personnel? Yes, backend support if required will need to be called when required or weekend help desk personnel will need to be qualified to also support hardware/application issues. If not, what are the other PWS areas required to provide this support? b) By remote, are you referring to Remote Work Location requiring Travel, or remote technical support via VPN connection? Remote technical support.
9. Reference PWS paragraph 4.15 Travel. The Contractor may be required to fulfill the requirements of this PWS via travel, e.g. site visits... The contractor shall travel to each AFRC locations (10 AFRC Stand Alone Installations) once per year to perform upgrades, troubleshoot and conduct training or program evaluation. In addition, the contract shall need to travel to 10 additional site locations (collocated units) to provide training and/or program evaluations.
Question: a) what are the exact location of the 10 AFRC Stand Alone Installations? Identified in PWS attachment 2, non-collocated/reserve installations. b) what are the 10 additional site locations (i.e., co-located units)? Identified in PWS attachment 2, co-located. c) Will the Government provide a Plug Number for all travel? We’re not familiar with this term. Travel will be as specified in the PWS.

10. Reference PWS paragraph Section 1.3.1 states that the contractor shall provide all management, tools, supplies, equipment, software licenses/subscriptions and maintenance support, qualified labor with the necessary technical skills and experience to operate, modify and maintain the following Programs/Systems:
What are the tools, supplies, equipment, and specifically software licenses/subscriptions required in support of this Contract? Identified in PWS attachment 2.
11. Please clarify: is the Government responsible for purchasing all Software and Software Licenses? The Government will be responsible for providing or purchasing COTS Software for the production environment.
12. Reference PWS para 5.22 (F) states that ‘Knowledge and a minimum of three (3) years’ experience of Line of Duty, MHS/AFMS systems and medical case management process’.
It is conceivable that only the Incumbent will have applicable knowledge and Line of Duty experience with the MHS/AFMS systems and medical case management process. To make this solicitation process fair to all Offerors (e.g., level the playing field) – will the Government consider deleting Para 5.22 (F)? Market research was conducted with the assistance of SBA; SBA determined that there are multiple 8(a) vendors (exclusive of the incumbent) who possess all of the qualifications listed in PWS 5.22.
13. REFERENCE: Instructions to Offerors - *Offerors must include a completed pricing sheet with the proposal.
- Will the Government please provide FTE counts for each requested labor category to ensure proper manning is provided? See response to question #2.
REFERENCE: Instructions to Offerors - *For the purpose of determining contractor responsibility, offerors must provide proof of all qualifications listed in PWS paragraph 5.22 with their proposals.
- Will the Government please clarify the format and manner in which offerors are to provide proof of all qualifications with their proposals? There is no set format/manner for the contractor responsibility info, so long as the offeror demonstrates that it has the qualifications.
- What qualifies as “proof”? Certifications, reference of past or current relevant contract performance and contractor statement of qualifications/experience. Any of these methods will suffice, so long as the offeror demonstrates that it has the qualifications.
- Are offerors required to submit personnel resumes to show proof of qualifications? If so, is there a preferred format and page limit per resume? See responses above.
- Are offerors required to provide a corporate experience write up outlining corporate level qualifications? If so, is there a preferred format and page limit? See responses above.
- Are offerors required to provide past performance references? If so, is there a preferred format and page limit per reference? See responses above.
REFERENCE: Evaluation - Award will be based on price only; no other factors (technical, past performance, etc.) will be evaluated.
3 | P a g e
- If award will be made based solely on price, how will the Government evaluate proof of all qualifications listed in PWS paragraph 5.22? This is a price-only competition. The information provided by offerors relative to PWS par 5.22 will not be “evaluated,” and no formal “ratings” will be assigned.
Rather, the PWS par 5.22 proof to be provided by the offeror with its proposal is in support of the PCO’s pre-award contractor responsibility determination, which is separate from the price evaluation conducted during the review of proposals. The qualifications listed in PWS 5.22 are considered “special standards of responsibility” in accordance with FAR 9.104-2, and they must all be met in order to be considered for award.
14. What kind of partnering arrangements are permitted? See solicitation for details. The awardee must be an eligible 8(a) vendor. Contact SBA if you need additional guidance.
15. In Final_combined_Synopsis_solicitation document_FA6643-17-R-0011.doc" - page 1 - It mentions that it is "D-TYPE" requirement. However in the same paragraph- It stated "A Best estimated Quantity(BEQ) has been provided for Each CLIN". We do not see the BEQ.
Please release the BEQ. The BEQ was stated on each CLIN within the solicitation. (We recommend utilizing the more user friendly Word version of the solicitation that was attached to the original FBO post, as the FBO narrative itself may contain some formatting issues.)
16. In the same document, page 5 - proposal submission instructions - it stated that "methodology for calculating the TEP is described in the pricing sheet". However we didn't see the methodology in the excel sheet. Can the govt Please provide the information. The methodology was stated. See Excel pricing sheet column I, “Notes.” The final TEP will be the sum of the CLIN level TEPs.
17. Since the evaluation is based on the price only, are we required to submit pricing detail/narrative as part of our submission? No. Offerors must merely provide a completed pricing sheet, which will calculate the TEP automatically.
18. Can the government provide labor categories and numbers of FTEs expected per labor category? See response to question #2.
19. What is the current contract# and the value? See response to question #2.
20. What is the current staffing level supporting the contract? See response to question #2.
