FA6643-17-R-0011-0001
5 Oct 17
Combined synopsis/solicitation dated 14 Sep 17 is hereby amended to expand the competition to any eligible 8(a) vendor. This change was driven by revised guidance received from SBA after the initial solicitation posting. There are no geographic restrictions on the procurement. The associated NAICS code is 541511, and the small business size standard is $27.5M.
However, the following stipulation contained in the original solicitation remains unchanged: For the purpose of determining contractor responsibility, 8(a) offerors’ proposals must contain proof of all qualifications listed in PWS paragraph 5.22. Offerors not meeting these special standards of responsibility will be ineligible for award.
SBA requested that the following language be included in the Instructions to Offerors:
“Joint Venture Agreements-Joint Ventures are allowable on competitive 8(a) set-asides; however, the joint venture agreement package or email notification of bid submittal by the joint venture must be received by SBA prior to proposal due date and the joint venture agreement must be approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations.”
General information:
-The incumbent vendor is Enterprise Engineering, located in New Jersey.
-The prior Q&A response is being posted to FBO in conjunction with this amendment. A second Q&A round will be opened to 8(a) companies only. Questions related to this effort must be submitted via email to katherine.whelchel@us.af.mil AND douglas.branham@us.af.mil no later than 3PM EST 10 Oct 17. Please sanitize the questions to remove any company-specific information. (Note: Questions received from 8(a) vendors after this deadline will not be considered, nor will these emails be acknowledged. Questions received from non 8(a) vendors at any point in time will not be considered, nor will these emails be acknowledged.) Round 2 Q&A answers will be posted to FBO by COB 18 Oct 17.
-Proposals are due to the contracting officer by 3PM EST on 7 Nov 17. Requests for extensions will NOT be granted. Offerors’ proposals must be valid for 60 days after the proposal due date. Other instructions to offerors for proposal submission remain unchanged from the original solicitation. As a reminder: Proposals must be submitted to the contracting officer via AMRDEC. Hard copy proposals and proposals emailed directly to the contracting officer will not be considered for award.
-PHONE CALLS RELATED TO THIS SOLICITATION WILL NOT BE ACCEPTED. VOICEMAILS WILL NOT BE RETURNED.
All other terms and conditions in the original solicitation remain unchanged.
NOTICE TO OFFERORS: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
