Questions Set 2.

Q: The spreadsheet there isn¹t line items for av, registration, internet connections, parking vouchers, signage, or for the 3 required staff to be on site.

A: Please refer to the solicitation for CLINs description on the spreadsheet and PWS for further details. The following CLINs will contain either/or av, registration, internet connections ( 0005- GENERAL SESSION ROOMS, CLIN 0006-MEETING ROOMS and CLIN 0007-BREAKOUT ROOMS. The 3 required staff members will be included in CLIN 0001-EVENT PLANNING SERVICES.

Q: Are the meeting minutes to be taken at the event or pre event?

A: Please refer to CLIN 0026-MEETING MINUTES and PWS for details.

Q: Is the contractor supposed to assume the attrition cost and not be reimbursed?

A: Please refer to the PWS 3.4.1.2 Attrition Costs for details.

Q: There isn¹t a line on the spreadsheet for the actual labor involved with the planning of the event and items such as time needed to do venue selection.

A: The actual labor is under CLIN(s) 0001 (1001,2001,3001,4001) for EVENT PLANNING SERVICES. Please refer to the PWS for the time required for venue selection.

Q: The spreadsheet has a line item for breakouts but the pws says that the number of breakouts will be determined by the task order so unsure how to price for this or is this not to be a line item since the spreadsheet has $0.

A: The “$0” is only for the description of the CLIN. As you will see, the number of BREAKOUT ROOMS is listed directly below starting with the letter A-G, which will guide you in your pricing.

Q: The spreadsheet doesn’t have counseling or command post rooms.

A: Please refer to the solicitation for CLINs description on the spreadsheet. The counseling and command post rooms are on CLINs 0006, 1006,2006,3006 & 4006 MEETING ROOMS as stated on the spreadsheet. The unit price is based on the following four Meeting Rooms per event, Registration (1 each); Information Fair (1 Room or Area); Counseling (1 Each); Command Post (1 Each).

Q: Is the Post award meeting only expensed at travel such as flight and hotel or for the time at the meeting and per diems?

A: There’s only 1 meeting for post award. Please refer to the JTR (Joint Travel Regulation) and PWS for travel.

Q: What is the purpose of requiring the CMM Certificate if you already have the CMP?

A: The CMM Certificate is a mistake on the PWS, please refer to the Addendum to FAR 52.

212-1 for certification.

Q: If you have a MBA in business and a MSA in accounting can the CMM requirement be waived?

A: The CMM Certificate is a mistake on the PWS, please refer to the Addendum to FAR 52.

212-1 for certification.

Q: Is the CMP-HC considered higher?

A: The CMM Certificate is a mistake on the PWS, please refer to the Addendum to FAR 52.

212-1 for certification.

Q: How will the total evaluated price sheet be scored?

A: Please refer to FAR 52.212-2 EVALUATION—COMMERCIAL ITEMS as it states under PART I: PRICE PROPOSAL (iii). Total Evaluated Price.

Q: Will the Prime contractor be required to perform 51% or more of the contract? How will this be evaluated and scored?

A: That is correct, the Small Business contractor is required to perform 51%. Once awarded, it will be monitored (rather than scored) through invoicing as it specifies Prime or Subcontractor.

Q: Will Planning Professionals Ltd. be allowed to bid on the contract?

A: Yes Q: Do all team members have to be small businesses or will large contractors be allowed to partner with small businesses?

A: Large contractors will be allowed to partner with the Small Business who will be actively working 51% of the contract.

Q: Could you please advise as to the anticipated award date for the Yellow Ribbon Requirement?

A: The anticipated award date is a projected date of 1 April 2015, however that is dependent upon many variables and it may be extended through the end of April.

Q: Please advise as to the anticipated first task order (event) date. Will events begin with the new fiscal year (October, 2015)?

A: The Task Order will be processed upon award of contract with a 6-month planning period with events to begin in October 2015.
