FA6643-08-R-0005 Questions and Answers (1)

1. Attachment 2: Present/Past Performance Information (PPI) Form, Question # 11 includes Design Build Plus as a Delivery Method. The COMPEC SOW does not include this Delivery Method. Will this Delivery Method remain an option under the contract? No. This item is also included in the PPQ Form. Will the Design Build Plus item be removed from PPI Question #11?

Answer: Yes, See Amendment 0001.

2. Section L, 4.5 Management Approach (a) requires the offeror to describe how the offeror will manage and execute COMPEC requirements (including all delivery methods) described in the SOW. While Design Build Plus is not in the SOW it is referenced in the PPI form as a Delivery Method. Is Design Build Plus a COMPEC Delivery Method?

Answer: No, Corrected in Amendment 0001.

3. Attachment 2: PPI Form, Question # 13 includes a reference to UXO as part of linkage to the COMPEC SOW. Is UXO part of the SOW?

Answer: No. Corrected in Amendment 0001.

4. Maintenance, Vertical Work and Infrastructure Work are included in the table in Q11 on the PPI, but are not in the SOW.

Answer: Deleted. See Amendment 0001.

5. PPI forms due to you on Friday, 9 May 08. How do you want these files: email to you as a PDF on Friday or Hard Copy and CD sent to you for Friday delivery?

Answer: They can be e-mailed as PDFs.

6. RFP page 49, Section J lists one attachment. There are references elsewhere to other attachments. Please list and provide all relevant attachments for Section J.

a. references Supplemental Subcontracting participation worksheet in Section J Per Mod 01, H021, Page 4, Note 2 and

RFP Pg 25, Note 2 and

Mod 01 pg 9, 8.3.1 and RFP Page 75, 8.3.1 but worksheet is not attached nor is it listed under Section J.

Answer: Will be provided in Amendment 0002.

7. page 66 “Goals” - are these the same as those listed on page 88, 8.3?

Answer: Yes.

8. If the cost for pursuit of the small disadvantaged business goal is included as part of the company G&A and is not billed directly to the government, is there any additional documentation required? Reference Pg 71, L005, last two lines “Also substantiate the reasonableness of any additional costs to be expended in pursuit of the small disadvantaged business goal.”

Answer: No.

9. Mod 01, page 12, 3.0 (k) lists H016 Performance Agreement as part of Vol 1 but page 7, Volume I does not list this section. RFP page 21 lists H016 as Unavailable Toilet Facilities. Please clarify what is required for Volume I, 3.0 (k).

Answer: 3.0(k) will be changed to read Financial Responsibility and 3.0(l) will be deleted in Amendment 0002.

10. Section L – Paragraph 7.4 Fixed-Price (FFP) Fully Burdened Labor Rates

Line 7 – Please identify the “yellow highlighted blocks”

Line 8 – “As a result, the Total column, when submitted by the Offerors, will show zero dollars.”

The spreadsheet is set up to calculate average rates by predetermined labor hours. The total is not going to zero out. Please explain.

Answer: Language will be deleted in Amendment 0002.

11. Is it allowable to add subcategories to labor classifications, i.e. Senior/Mid/Junior? If so, how should predetermined labor hours apply?

Answer: No.

12. Early Submittal of PPI Forms—There is no reference in the RFP to early submittal of the PPI forms to AFRC, but the FBO announcement states that the PPI forms should be submitted by 9 May. Please clarify

Answer: PPI Forms should be submitted by 09 May 08.

13. Attachment L-2, PPI Form—There are a couple of places where a web-based version is referenced. Are we to submit these forms online? Please clarify.

Answer: No. References to web-based was deleted in Amendment 0001.

14. Attachment L-2, PPI Form—Can we adjust the format of the form?

Answer: PPI Form should be submitted in format provided.

15. Section 6.3.2.2, Transmittal letter for past performance questionnaires. According to paragraph b (see below) a transmittal letter is to be sent along with the questionnaire. However, there is no attached transmittal letter in the RFP, except for L-5, which is to be sent to commercial clients only. Can the government provide a copy of the transmittal letter?

Answer: Copy of transmittal letter provided via fedbizopps .6 May 08.

16. Can you please provide guidance on the due date for past performance questionnaires under RFP FA6643-08-R-0005? There is no guidance concerning a due date. We assume that the questionnaires should be sent to you directly NLT 19 May. Also, Section 6.3.2.2(b) references an attached transmittal letter; however, no transmittal letter is included in the RFP or attachments, except for L-5 which would go to commercial clients. Finally, there is no information in the RFP concerning submittal date of the PPI forms. The original FBO announcement stated that these were due on 09 May, but nothing is specified in the RFP. Can you confirm?

Answer: PPIs are due 09 May 08. PPQs are due 19 May 08.

17. There is a discrepancy in attachment numbers (see list below). Please clarify.

· Pg 23 references labor rate attachments but does not provide any numbers

· Pg 25, Note 2 references Supplemental Subcontracting participation worksheet in Section J - but it is not attached

· Pg 49 Section J only Lists Attachment 1 - SOW

· Pg 74 references Labor rates as L-7 and L-8 but pages 87 and 97 reference labor rates as L-6 and L-7

· Pg 75 Table references Subcontracting Plan in Section J - but it is not attached

· Pg 79

· Pg 83 references L-5 as consent Letter but Pg 85 also references consent letter as L-4

· Pg 83 references L-6 as Client Authorization but Pg 85 calls it L-5

· Pg 83 and 84 references L-4 as PPQ but Pg 85 references L-3, PPQ

· Pg 83-84 The PPQ was not included in the RFP as an attachment - please provide.

· Page 83 references L-3 as PPI but page 84 calls it L-2

· Page 85 (c) references Section L, Attachments 2 and 3. Please clarify which attachments these should be.

· Pg 87 references Attachment L-6 and L-7 - but the cost template is not labeled

· Pg 88 has list of Attachments from L-1 through L-7. Please clarify correct numbers and titles.

Answer: All the above corrected in Amendment 0001.

18. Do we need to add “Attachment X” to each form that does not have it (i.e. Choice of Competition, Labor Rates and others)

Answer: Yes, if not added.

19. Page 66 “Goals” - are these the same as those listed on page 88, 8.3?

Answer: Yes.

20. PPI (Q11 table) mentions D-B+, SOW does not.

Answer: Corrected inAmendment 0001.

21. Are there any keystroke or page limitations for the PPIs?

Answer: No.

22. Maintenance, Vertical Work and Infrastructure Work are included in the table in Q11 on the PPI, but are not in the SOW.

Answer: Deleted out of the PPI. See Amendment 0001.

23. Is UXO really a part of this contract?

Answer: No. Deleted reference in Amendment 0001.

24. Q11 Table, Worksite Activities and Coordination includes "Remote, Austere and Hostile Sites, and Project Web Site." SOW does not. Are these part of this contract?

Answer: No. Corrected in Amendment 0001.

25. PPI uses term "contract." RFP Sections L and M seem to be referring to "projects" for past performance i.e. PPIs. Ok to assume the PPIs should be either a task order or a stand alone contract for a single project?

Answer: Yes, either a task order or a stand alone contract for a single project.

26. In Question 11 on the PPI, Number 6 Delivery Method - Design-Build Plus provides a brief overview of what is included in this delivery method; however, this delivery method is not provided in the SOW. So that we very clearly distinguish between this delivery method and the others, can you provide a detailed description in the SOW similar to the others?

Answer: Design Build Plus is not part of the SOW. Corrected in Amendment 0001.

27. Question 13 states that we should include any issues relating to UXO/HAZMAT/HAZWASTE. SOW Paragraph 2.4.5 refers to hazardous material and hazardous waste; however, we could find no mention of UXO in the SOW. What type of UXO work is anticipated under the COMPEC?

Answer: There is no requirement for UXO. Any reference to UXO was deleted in Amendment 0001.

28. Attachment 2 (PPI) and Attachment 3 (PPQ) are nearly identical with the exception of the Part II to be completed by the reference on Attachment 3. Therefore, we are assuming that the questionnaires cannot be sent to clients until the PPI forms are complete (i.e., by the proposal due date of May 19, 2008). When do you require the PPQs to be returned to you by the references?

Answer: PPIs are due 09 May 08 and PPQs are due 19 may 08

29. Question related to Volume 1: Contract Documentation

3.7 is missing (i.e., goes from 3.6 to 3.8) in both Table 2.2 Proposal Organization and on pages 79 -80. Is this intentional?

Answer: Yes

30. Questions related to Volume 2: Technical

There are two 4.1(c) and no 4.3. Please advice on how you would like this ordered.

Answer: Corrected in Amendment 0001.

31. Questions related to Volume 3 Past Performance Information (PPI) Forms:

Please clarify the due date of the PPI Forms. The RFP identifies the PPI Form as Attachment L-2. The Synopsis (3 Apr 2008) states PPI Forms are due NLT 10 days prior to the proposal due date or 09 May 08. If so, is it acceptable to email the completed PPI Form to the CO or do hardcopies need to be provided by this date?

Answer: PPIs are due 09 May 08. PPIs can be provided via e-mail.

Is the due date for the Past Performance Questionnaires (Attachment L-3) the same as the proposal due date, 19 May 08? Can a combination of completed PPQs be sent to the CO via hardcopy or via email?

Answer: PPQs are due 19 May 08. PPQs can be sent hardcopy or via email.

(Page 77 of 98), Section L, 2.3.11.1 Page Format (e)(2) notes a web-based past performance forms are limited by key strokes. Please clarify the key stroke limits apply to the Past Performance Information Forms, more specifically the narrative response for questions # 12, (Brief Description of Service) and #13. Attachment L-2 does not include any references to key stroke limits. How does a web-based system apply to Past Performance Information?

Answer: All reference to keystrokes and web-based performance forms deleted in Amendment 0001.

Please note, the PPI Form contains two #12 questions whereas the PPQ Form does not.

Corrected in Amendment 0001.

(Page 85 of 98), Section L, 6.3.2.1 Past Performance Information (PPI) Forms (c) makes reference to paragraph 12 within Attachments 2 & 3 to represent project elements. Paragraph 12 relates to Key Personnel. Should the correct reference be Paragraph 11 thus correlating to SOW Delivery Methods and other related programmatic categories?

Answer: Yes. Corrected in Amendment 0001.

In addition, Section M, Page 94 of 98), 5. Factor 3 - Past Performance (f)(2) Relevance refers to number 15 of the PPI Form. Should this reference also tie back to Question 11? It is assumed the Paragraph reference and Question Number Reference to mean the same thing when applied to the PPI Form structure.

Attachment 2: Present/Past Performance Information (PPI) Form, Question # 11 includes Design Build Plus as a Delivery Method. The COMPEC SOW does not include this Delivery Method. Will this Delivery Method remain an option under the contract? This item is also included in the PPQ Form. Will the Design Build Plus item be removed from PPI Question #11?

Answer: Design Build Plus is not a delvery method in the COMPEC SOW. Corrected in Amendment 0001.

Attachment 2: PPI Form, Question # 11, Block 2 Worksite Activities and Coordination makes reference to Remote, Austere, and Hostile Sites? Please confirm these requirements are part of the COMPEC SOW?

Answer: They are not part of the COMPEC SOW. Deleted in Amendment 0001.

Attachment 2: PPI Form, Question # 13 includes a reference to UXO as part of linkage to the COMPEC SOW. Is UXO part of the SOW?

Answer: No. Corrected in Amendment 0001.

Attachment 3, Present/Past Performance Questionnaire (PPQ) includes the same two narrative questions (Brief Description of Service and Rationale for Effort Relevance) as the PPI Form. Does the offeror need to populate these questions with text or is it sufficient to send a copy of the PPI in tandem with the PPQ?

Answer: Populate the questions.

Attachment 3, Present/Past Performance Questionnaire (PPQ) Form does not match the question numbering listed in the PPI Form. More specifically, the PPI Form includes two #12 questions whereas the PPQ combines PPI Questions #11 and 12, Brief Description of Service.

Answer: Corrected in Amendment 0001.

32. Questions Related to Volume 5 Small Business Participation:

Section L, Section 8.3, Subfactor 1.3 Small Business Participation is also referenced in the RFP as Subfactor 1.4 Small Business Participation. Please confirm references to Small Business Participation should be Subfactor 1.3.

Answer: Correct. Corrected in Amendment 0001.

33. Section L 6.3.2.2 (b) refers to a Transmittal Letter to be distributed without revision. We are unable to find a copy of the Transmittal Letter.

Please indicate where we can find a copy of this letter.

34. Section L 6.3.2.1 (c) refers to elements in Section L, Attachments 2 and 3, paragraph 12. This appears not to be the correct reference. Should it be paragraph 11 of Attachment 2 and 3 instead of 12?
