This is a Vendor Questions and Answers document for a Request for Quotation (RFQ) for a Camera Security System (FA6633-26-Q-A006) at a fitness center facility. The solicitation is a 100% Total Small Business Set-aside under NAICS Code 334310 with a 750-employee size standard, requiring all contractors to be registered in SAM.gov with current online representations and certifications.

The project requires replacement of 17 existing analog cameras with a new power-over-ethernet (PoE) digital security system. Deliverables include 16 indoor dome-style cameras with minimum 8MP resolution, 1 outdoor camera rated IP65 or higher with 12MP resolution for Minnesota weather extremes, and 1 Network Video Recorder (NVR) capable of recording minimum 18 channels with minimum 4TB hard drive storage providing 30 days of motion-activity recording upon installation. All cabling must be Cat5 or Cat6 plenum-rated ethernet (non-blue) routed to a locked box behind the fitness center control desk; Cat5 ethernet cabling is acceptable but Cat6 is preferred. The contractor must provide all labor, equipment, materials, and delivery for complete installation, including removal and disposal of 17 existing cameras and coaxial cabling, provision of scissor lift equipment with floor pads for gymnasium and weightroom cameras above 15 feet, patching and painting of removed camera locations, and one 50-inch 4K monitor. A site visit was scheduled for June 23, 2026, at 10:00 AM, with working hours limited to 0700-1600 Monday-Friday; all personnel require validation through the EAL process. Target completion date is end of July 2026. Contractors should submit quotes to the Contracting Officer at mikkael.hahn.1@us.af.mil and must be authorized, qualified vendors with active SAM registration; no specific manufacturer or FIPS compliance is required, only compliance with Salient Characteristics.

Vendor Questions

Q1: Is there a specific make / mode of the cameras you like to use?

A1: No specific make/model. They just need to be in compliance with the Salient Characteristics.

Q2: Will we need a lift for the gymnasium cameras?

A2: The 4 cameras in the gymnasium and 1 Camera in the weightroom are above 15’. You will be responsible for any equipment required to access these points for removal and installation of cameras.

Q3: Is there existing Cat6 run to the (17) cameras?

A3: No, the existing cabling is Coaxial analog signal.

Q4: SOW Line Item 3, Qty 16 Security Cameras, dome style or similar. a. Minimum resolution of 8MP. - Do you want all indoor rated cameras, or would that be acceptable?

A4: The 16 indoor cameras are fine at an indoor rating.

Q5: SOW Line Item 4b, shall be rated for outdoor use, IP65, IP66 or IP67. What resolution is required for this camera, and will it be wall mounted?

A 5 For the outdoor camera, a higher outdoor rating would probably be a good idea for Minnesota weather extremes, and a higher 12MP resolution for the larger outdoor view. It is mounted in the overhead.

Q6: SOW Line Item 10, Contractor shall properly dispose of any discarded equipment associated with the system replacement. How many cameras need to be removed?

A6: 17 cameras need to be removed.

Q7: The SOW states:

1. Qty 1 NVR - with the capability to record a minimum of 18 channels.

a. Minimum 4TB Hard drive.

b. Supports up to 30 days’ non-cloud-based storage capability.

Question, will it be acceptable to install a unit with 4TB of storage if it does not provide 30 days of storage as long as it has the capability to add more, or does the storage need to be configured to record 30 days upon the initial installation?

A7: The requirement is to be able to store up to 30 days when it’s installed.

Q8: Do we know what the existing equipment is, and whether the wiring to the existing cameras is IP or analog? The vendor is asking this to determine whether new CAT cabling will need to be run to each camera.

A8: The existing equipment is Honeywell Camera Ball, 4MP HQA, IR, 3.6MM, 12VDC, NTSC, 160' Night Vision. The existing wiring is Coaxial analog signal.

Q9: Do you have an allocated budget or a maximum budget limit that the camera system project needs to remain within?

A9: This is a funded solicitation. We are not at liberty of advising what the estimated cost is for this contract.

Q10: What is your required installation date or target completion date for the new camera system?

A10: ASAP, by the end of July

Q11: Would it be possible for the vendor/installer to perform a site walkthrough of the facility to evaluate installation requirements, determine the amount of cabling/wiring needed, and accurately estimate labor costs?

A11: A site visit is scheduled for June 23, 2026, at 10:00AM. If you are interested in attending, provide the following information for all planned attendees: Full Name (Last, First, Middle), Date of Birth, DL # and State of Issuance US Citizenship Yes or No

Q12: Will there be an existing General Contractor or site representative that the camera installation team will coordinate with during the project?

A12: Yes, there will be Contracting Officer Representative (COR) who the contractor will coordinate with during the project. The Contracting Officer will be available for any questions/issues related to the contract terms and conditions.

Q13: Is there an existing camera system, network infrastructure, power supply, or cabling that will be reused as part of this project?

A13: A new power supply should come with any NVR system, all of the cameras will be power over ethernet, so they don't have power supplies. The power in a PoE system comes from the network switch, in this case the NVR system with at least 18 ethernet channels. The power supply for the NVR covers the cameras that are plugged in. This system will be separate from the AFNet, so any existing network cables won't be usable for the cameras as the NVR will not be connected to AFNet.

Q14: Are there any site-specific requirements, access restrictions, security clearance requirements, working hour limitations, or installation guidelines that the vendor should consider?

A14: All personnel requiring access to base will need to be validated through the EAL process. No security clearance requirements. Working hours are 0700-1600 Monday – Friday the contractor will have access to the building during these hours.

Q15: Please confirm if there are any specific requirements for camera coverage areas, recording duration, storage capacity, remote monitoring, or security features that must be included in the quotation.

A15: Please refer to the Attch 1 Salient Characteristics Security Cameras

Q16: Is there an AV or low voltage portion to the project? I work for XXX and we are a low voltage contractor that can provide AV, security, low voltage wiring and networking equipment.

A16: I'm not sure what they mean by low voltage. This is all Power over Ethernet, which I believe is a different category than what you are describing. We don't want wiring just for power, that's what the Cat5 ethernet is for here, it reduces the complexity.

Q17: I see Salient called out in one of the documents – are you specifically looking for a Salient solution?

A17: No, we are not looking for a Salient Solution. The “Salient Characteristics” is in reference to the defining features of the requirement not the solution itself.

Q18: Can you please confirm whether the site requires FIPS 140 compliance. This is an important consideration, as FIPS 140 requirements will impact both the hardware configuration and licensing requirements for the solution.

A18: We are not sure what is meant by server specifications, this is not a server system, the cameras are connected to the NVR in a closed separate system. FIPS is not required as this is not a secure information facility, just a fitness center.

Q19: Can you find out if the existing wiring is in conduit or not. Since we are removing the old coaxial cable, we are going to need a wire path.

A19: Each camera has a 120v receptacle next to it. There is no conduit for the coaxial cables currently in place; it’s just free strung above the ceiling from each camera to the MUK/DVR. The exception is the outdoor camera which is hardwired from inside.

Q20: Is there an existing network infrastructure or power supply that will be reused as part of this project?

A20: Each camera has a 120v receptacle next to it. There is no conduit for the coaxial cables currently in place; it’s just free strung above the ceiling from each camera to the MUK/DVR. The exception is the outdoor camera which is hardwired from inside.

Q21: Where is the NVR to be located?

A21: Behind the control desk. See number 117 in Attch 2.

Q22: Where is camera 11?

A22: There is no camera 11, the number was inadvertently skipped when making the diagram.

Q23: Can you confirm we may submit the bid directly to your email address?

A23: Yes, all quotes must be directed to the 934AW Contracting Officer via email at mikkael.hahn.1@us.af.mil.

Q24: Do we need to sign or fill out the questions in Attachment 4 CLS Provisions and Clauses document?

A24: If the Provisions and Clauses have been completed/re-certified in Sam.gov within a year you do not need to complete the attachment. If not, then the Attachment 4 should be filled out.

Q25: I was unable to locate the item you requested using the information provided. Who is the manufacturer?

Would you be able to provide the manufacturer's model number?

A25: There is no specific manufacturer. The camera security system quoted just needs to be in compliance with the Salient Characteristics.

SITE VISIT QUESTIONS

Q1: The specifications state Cat5 ethernet cables for power over ethernet. Please confirm whether Cat5 is required as stated, or if CAT6 cable may be used. Also, please confirm whether all existing coax cabling is to be removed as part of the replacement.

A1: Cat5 or Cat6 ethernet cabling is acceptable. The Contractor is responsible for removal and disposal or all existing coax cabling.

Q2: Who is responsible for camera disposal?

A2: The Contractor is responsible for removal and disposal of old cameras.

Q3: Please confirm whether audio recording is required or excluded for the cameras?

A3: No, audio recording is not required.

Q4: Please confirm whether the contractor is responsible for renting and delivering a scissor lift for the gymnasium cameras. If so, are there any requirements or restrictions for the scissor lift, including wheel type, plywood protection, pneumatic tires, or other floor protection procedures?

A4: Yes, the contractor shall provide all labor, equipment, materials, delivery and all other items necessary to provide a fully functional video surveillance system with installation. Pads are required on the floor when using a scissor lift (gym floor was just refinished). It is recommended using a one-man scissor lift.

Q5: Can lift be delivered?

A5 Yes, it can be delivered.

Q6: Are there any prevailing wage requirements or union/non-union labor requirements applicable to this project?

A6: No, this is a commodities contract, and the installation is incidental to the acquisition of the cameras.

Q7: Is the contractor required to provide a monitor, keyboard, and mouse? If so, please specify the required monitor size. Workstation/computer specifications (processor, RAM, storage, graphics requirements, etc.)?

A7: One monitor will be required, minimum 50 inch, 4k resolution. 934 CS can provide mouse and keyboard.

Q8: We would like to confirm whether a client workstation/monitoring station is required as part of the project deliverables. Workstation/computer specifications (processor, RAM, storage, graphics requirements, etc.)

A8: No, a workstation computer will not be connected to this system. The NVR connects directly to the monitor display, HDMI or DisplayPort.

Q9: The new cameras shown on the provided drawings appear to be direct replacements for the existing analog cameras, most of which are currently wall mounted. Should the new dome cameras be installed in the same wall locations, or should they be installed in the ceiling tile?

A9: Cameras should be installed in the location that will provide the most optimized view. Installation in ceiling tile is authorized.

Q10: If the new cameras are to be installed in the ceiling tile, who will be responsible for patching and painting the old camera locations?

A10: The Contractor is responsible for repair. Removed camera locations, which would require patching and painting, may be repaired by cutting in a mud ring and installing blank face plates.

Q11: Would the Government allow an add/deduct alternate option to help reduce project cost where multiple existing camera locations may be covered by a single new camera?

A11: Yes, if one new camera can replace the view of two existing cameras or more, we will accept deducting those cameras from the requested 17 in the initial salient characteristics.

Q12: Where are all the cables routed?

A12: To the front Fitness Center Desk. NVR is in a lock box at this same location.

Q13: Is there conduit running to the outdoor camera?

A13: No

Q14: Is this an Internal Network?

A14: Yes, it will be its own private network.

Q15: Specifically, the solicitation states that "The Offeror must be an authorized, qualified, and certified vendor." While we fully understand and appreciate this requirement, we would be most grateful for additional guidance on the following: What specific certifications, authorizations, or qualifications are required to satisfy this requirement?

Is there a particular industry certification that must be demonstrated (e.g., manufacturer-authorized reseller/installer status, low-voltage contractor license, state-issued contractor license, or similar)?

A15: It means the vendor must have an active registration in the System for Award Management (SAM) (http://www.sam.gov).

Q16: confirm the required quantity of new cameras to be installed? The SOW indicates the installation of 17 security cameras. However, the camera replacement diagram/site layout indicates 18 camera locations.

A16: There are 17 existing cameras. The diagram was inadvertently misnumbered. The requirement is to replace these 17 cameras with the appropriate quantity needed to provide the most optimized coverage of the facility. If one new camera can replace the view of two existing cameras or more, we will accept deducting those cameras from the requested 17 in the initial salient characteristics.

Q17: Is hook up both analog & digital?

A17: The connections are ethernet, digital only besides the NVR power.

Q18: Is there an internet switch?

A18: An additional switch will not be required unless there are more than 16 cameras. Camera count should be reduced with other camera types, wide-angle or Pan-tilt-zoom (PTZ) models. Contractor should provide camera Field of View diagrams based on the building plan for coverage, minimizing or avoiding blind spots.

Q19: What is the storage capacity of the existing system?

A19: The storage capacity is 30 days. The required storage will increase based on the resolution of the cameras and video compression.

Q20: We would like to confirm the required CAT6 cable specifications. Kindly confirm?

A20: Plenum-rated. Any color other than Blue, to avoid matching the building cable colors. No specific labeling requirements.

Q21: Does the recording hard drive storage need to be for 30 days recording 24/7 or just for 30 days recording motion activity daily?

A21: 30 Days of motion activity, which should be estimated based on fitness center sign-in activity hours. The gym has 24-hour access, but most of the night-time hours are probably empty.

Q22: Is one hard drive for storage ok or would your preference be to have a minimum of two hard drives which allows for one hard drive to fail. This would be a RAID storage setup(multiple hard drives acting as one hard drive?

A22: One hard drive should be fine; a back-up would be good to have. The NVR will include minimum 4TB storage. If the NVR has multiple drive slots, match a second drive. These should be easy to replace and covered by the NVR or Hard Drive manufacturer warranty.

Q23: Since the NVR stores the recording, do we need to provide a new desktop system or use the existing one to support this new installation?

A23: No, the NVR system handles everything. If there is a need to access the video storage separately from the NVR, any standalone device can be connected.

Q24: Where are personnel allowed to park?

A24: Contractors may be allowed to park in the North parking lot of the work location. Spots nearest the North fence. This will be addressed by facility personnel and the awarded contractor.

Q25: Please confirm the interior ceiling heights in the areas where cameras will be installed. This information is needed so we can determine whether lift rental or other access equipment will be required?

A25: Four cameras in the gymnasium and one Camera in the weightroom are above 15’.

Q26: During our review and site assessment, we would like to confirm whether conduit installation is required for the new CAT6 camera cabling. If conduit is required, kindly provide:

a.Required conduit type (EMT, PVC, flexible conduit, etc.)
b.Required conduit size
c.Estimated quantity/length required

A26: Existing pathways may be used if camera location is a swap out. EMT SHALL be used on all exposed surface pathways. The size of conduit shall be determined by the number and type of cables contained within. Proper conduit size and fill % will follow all NEC,NFPA, TIA code requirements. It is not the Government’s place to estimate a List of Materials for the contractors bidding this project.

Q27: 13) Could you provide an estimate of the cable footage required, or share the physical dimensions/distances between the camera locations and the NVR?

A27: It is not the Government’s place to estimate a List of Materials for the contractors bidding this project. This information is the sole responsibility of the bidding organization, and their site survey personnel.
