About this file
This is a Vendor Questions and Answers document for a federal camera security system solicitation (FA6633-26-Q-A006), a Request for Quotation issued by the Department of the Air Force as a 100% Total Small Business Set-aside under NAICS Code 334310. The project requires installation of a new security camera system at a fitness center facility with a target completion date of end of July 2026. The system consists of 16 indoor dome-style cameras (8MP minimum resolution), 1 outdoor camera (12MP resolution, IP65/IP66/IP67 rated for Minnesota weather extremes), 4 gymnasium cameras above 15 feet, and 1 weightroom camera, along with one NVR system capable of recording a minimum of 18 channels with 4TB hard drive storage configured to support 30 days of non-cloud-based storage upon installation. All 17 existing analog coaxial cameras must be removed and properly disposed of, with new Cat6 cabling required throughout as the existing infrastructure is unsuitable for the new IP-based Power over Ethernet system.
Key operational details include a mandatory site visit scheduled for June 23, 2026 at 10:00 AM for interested vendors to evaluate installation requirements and estimate labor costs. All personnel require validation through the EAL process with no security clearance needed. Working hours are restricted to 0700-1600 Monday through Friday, and contractors will coordinate with a Contracting Officer Representative during the project. The system will operate as a closed, separate network independent of AFNet, with all cameras powered through the NVR's network switch via Power over Ethernet rather than separate power supplies. Vendors must be registered in SAM.gov and complete online representations and certifications to be eligible for award.

Vendor Questions
Q1: Is there a specific make / mode of the cameras you like to use?
A1: No specific make/model. They just need to be in compliance with the Salient Characteristics.
Q2: Will we need a lift for the gymnasium cameras?
A2: The 4 cameras in the gymnasium and 1 Camera in the weightroom are above 15’. You will be responsible for any equipment required to access these points for removal and installation of cameras.
Q3: Is there existing Cat6 run to the (17) cameras?
Q3: No, the existing cabling is Coaxial analog signal.
Q4: SOW Line Item 3, Qty 16 Security Cameras, dome style or similar. a. Minimum resolution of 8MP. - Do you want all indoor rated cameras, or would that be acceptable?
Q4: The 16 indoor cameras are fine at an indoor rating.
Q5: SOW Line Item 4b, shall be rated for outdoor use, IP65, IP66 or IP67. What resolution is required for this camera, and will it be wall mounted?
Q5 For the outdoor camera, a higher outdoor rating would probably be a good idea for Minnesota weather extremes, and a higher 12MP resolution for the larger outdoor view. It is mounted in the overhead.
Q6: SOW Line Item 10, Contractor shall properly dispose of any discarded equipment associated with the system replacement. How many cameras need to be removed?
Q6: 17 cameras need to be removed.
Q7: The SOW states:
1. Qty 1 NVR - with the capability to record a minimum of 18 channels.
a. Minimum 4TB Hard drive.
b. Supports up to 30 days’ non-cloud-based storage capability.
Question, will it be acceptable to install a unit with 4TB of storage if it does not provide 30 days of storage as long as it has the capability to add more, or does the storage need to be configured to record 30 days upon the initial installation?
Q7: The requirement is to be able to store up to 30 days when it’s installed.
Q8: Do we know what the existing equipment is, and whether the wiring to the existing cameras is IP or analog? The vendor is asking this to determine whether new CAT cabling will need to be run to each camera.
Q8: The existing equipment is Honeywell Camera Ball, 4MP HQA, IR, 3.6MM, 12VDC, NTSC, 160' Night Vision. The existing wiring is Coaxial analog signal.
Q9: Do you have an allocated budget or a maximum budget limit that the camera system project needs to remain within?
Q9: This is a funded solicitation. We are not at liberty of advising what the estimated cost is for this contract.
Q10: What is your required installation date or target completion date for the new camera system?
Q10: ASAP, by the end of July
Q11: Would it be possible for the vendor/installer to perform a site walkthrough of the facility to evaluate installation requirements, determine the amount of cabling/wiring needed, and accurately estimate labor costs?
Q11: A site visit is scheduled for June 23, 2026, at 10:00AM. If you are interested in attending, provide the following information for all planned attendees: Full Name (Last, First, Middle), Date of Birth, DL # and State of Issuance US Citizenship Yes or No
Q12: Will there be an existing General Contractor or site representative that the camera installation team will coordinate with during the project?
Q12: Yes, there will be Contracting Officer Representative (COR) who the contractor will coordinate with during the project. The Contracting Officer will be available for any questions/issues related to the contract terms and conditions.
Q13: Is there an existing camera system, network infrastructure, power supply, or cabling that will be reused as part of this project?
Q13: A new power supply should come with any NVR system, all of the cameras will be power over ethernet, so they don't have power supplies. The power in a PoE system comes from the network switch, in this case the NVR system with at least 18 ethernet channels. The power supply for the NVR covers the cameras that are plugged in. This system will be separate from the AFNet, so any existing network cables won't be usable for the cameras as the NVR will not be connected to AFNet.
Q14: Are there any site-specific requirements, access restrictions, security clearance requirements, working hour limitations, or installation guidelines that the vendor should consider?
A14: All personnel requiring access to base will need to be validated through the EAL process. No security clearance requirements. Working hours are 0700-1600 Monday – Friday the contractor will have access to the building during these hours.
Q15: Please confirm if there are any specific requirements for camera coverage areas, recording duration, storage capacity, remote monitoring, or security features that must be included in the quotation.
Q15: Please refer to the Attch 1 Salient Characteristics Security Cameras
Q16: Is there an AV or low voltage portion to the project? I work for XXX and we are a low voltage contractor that can provide AV, security, low voltage wiring and networking equipment.
Q16: I'm not sure what they mean by low voltage. This is all Power over Ethernet, which I believe is a different category than what you are describing. We don't want wiring just for power, that's what the Cat5 ethernet is for here, it reduces the complexity.
Q17: I see Salient called out in one of the documents – are you specifically looking for a Salient solution?
Q17: No, we are not looking for a Salient Solution. The “Salient Characteristics” is in reference to the defining features of the requirement not the solution itself.
Q18: Can you please confirm whether the site requires FIPS 140 compliance. This is an important consideration, as FIPS 140 requirements will impact both the hardware configuration and licensing requirements for the solution.
Q18: We are not sure what is meant by server specifications, this is not a server system, the cameras are connected to the NVR in a closed separate system. FIPS is not required as this is not a secure information facility, just a fitness center.
